WHEREAS, the Inter-Agency Task Force - Joint Task Force Corona Virus Shield (IATF-JTF CV), through the Philippine National Police (PNP), has released the full list of authorized persons outside residence (APORS); WHEREAS, the movement of APORs shall be unhampered, and cannot be required to submit medical certificates as well as exempted from undergoing a fourteen (14) days quarantine period, unless symptomatic; ‘WHEREAS, despite this prevailing issuance, there are APORs and/or persons with indispensable travel who kept on going in and out of the Province of Misamis Occidental without undergoing rapid testing; WHEREAS, there are also APORS who are non-residents and are not working within the Province and has no official business, yet, were able to get inside the Province just because they are APORs; WHEREAS, there was an APOR, who was able to return to his/her residence without undergoing rapid testing and was later diagnosed to be afflicted by COVID-19; WHEREAS, that APOR was able to transmit and unknowingly infected a member of his/her family with COVID-19; WHEREAS, the possibility of APORs and persons with J7 (who are frequently going in and out of the province especially those who come from areas with local transmission) catching the virus and unknowingly carrying it to our Proving Is not a remote possibility, as in fact, we already have a Precedent;REPUBENC OF TIL PILLIPPLNS ‘Y PROVINCE OF MISAMIS OCCIDENTAL & WGroe of the Saoernor ce of the Guocrner UNE Y 27 Sano WHEREAS, the people of Misamis Occidental has already sacrificed and has been cooperating in taking measures to prevent the spread of COVID-19 in the Province; NOW, WHEREFORE, for and in consideration of the foregoing, I, PHILIP T. GUIDELINES FOR APORs. The following shall be the Quidelines for the entry and movement of APORs in Misamis Occidental: 1. GUIDELINES FOR PERSONS WITH INDISPENSABLE TRAVEL. The following shall be the guidelines for the entry and movement of persons with indispensable travel in Misamis Occidental: 1, Symptomatic persons with IT are prohibited to enter the Province of Misamis Occidental; 2. Prior to entry in the province, persons with IT must present the following at the provincial border: a) Valid government issued ID or school ID b) Travel Authority with attachments C) Proof of transaction 3. The following are considered indispensable travel: a) Business/government transaction b) Medical/dental purpose c) Student-related or school transaction d) Wake/burial/wedding e) Other similar transaction SECTION 5. INDISPENSABLE/SPECIAL PASS. A special indispensable/special pass shall be issued at the provincial border and is valid for twenty-four (24) hours. All orders and issuances inconsistent with the provisions of this Order are hereby repealed or modified accordingly. ‘SECTION 7. SEPARABILITY CLAUSE. In the event that any section, Paragraph, sentence, clause or word of this Executive Order is declared invalid by a competent court for any reason, other operational provisions thereof shall not be affected and shall remain in full force and effect.
