The 66th Air Base Group Communications and Information Division (66ABG/SC) provides
Hanscom AFB with network services to all the buildings. The 66ABG/SC division has one
outside plant cable requirement - Outside Plant Fiber Run from Bldg. 1646 to Bldgs. 1520/1521

Optional RFQ Site Visit

Site Visit to view working area will be held on 9 June 2020 @ 9:00am EDT. Please contact the
above Contracting Specialist if you plan on attending. Site Visit information will be forwarded
along once your response is received.

General Requirement
Purchase and Installation One (1) OSP OS2 Single Mode rated fiber optic cable consisting of
Ninety Six (96) strands – forty eight (48) pairs. The cable will be installed from Building 1646
BET lower level to Building 1520-1st floor BET/communications room then onto Building 1521-
1st floor BET/communications room. Installation per National Electrical Code (NEC) Article
770; Design and Test Criteria, ANSI/ICEA S-87-640. OSHA 1910.XX CSEP. The contractor
will be required to remove the old F.O. cable after the government has performed a cutover from
old to new.

1) Upon being awarded the contract, the contracting company will be required to schedule and
perform a site survey and walk thru to confirm the OSP underground duct spacing, manhole
availability, pathway confirmation, racking locations, elevations. The Base Communications
office will require a five (5) business day notice prior to this scheduling.
2) The Contractor shall provide, in advance, names of all technicians that will be working on
this project for Facility Security. All technicians must be US citizens and have proof of ID.
All drivers shall have a valid driver license and proof of insurance in order to drive on
Hanscom AFB. All documentation will be checked before a visitor’s pass will be issued.
3) Working hours shall be 7:00 am to 3:00 pm (adjustments can be made), Monday-Friday. No
work will be done on days the base is closed, to include, but not limited to Holiday and
closure due to inclement weather or other closure due to contingencies directed by the Base
Commander. Saturdays work shall be scheduled in advance with Project Manager.
4) The Contractor shall schedule and perform a site survey and route walk thru to confirm the
OSP underground duct spacing, pathway confirmation, racking locations, and elevations. The
Contractor shall provide the government Project Manager five (5) business days’ notice prior
to performing this activity.
5) Safety and Confined Space Requirements:
a) All personnel entering/working in any Confined Space Permit deemed areas of Hanscom
Air Force Base will adhere to all mandatory laws and regulations of the following OSHA
29 CFR 1910.146 / AFI 91- 203 / Hanscom Base Communications CSE program. No one
will enter any telecommunications manholes/CSE deemed locations without preapproved
confined space entry permit issued.
b) The Contractor shall obtain a dig permit for the parking lot termination location.
c) The Government will assist the Contractor in the process to obtain a confined space entry
permit and also a dig permit.
d) Confined Space Entry/Manhole Work: A safety briefing will be provided by Base
Communications prior to job start. The Base Communications office will require a
minimum of five (5) business day notice prior to scheduling any CSE briefings.

e) The Contractor shall provide certified flaggers or traffic control while working in the
streets and building grounds. The Contractor shall notify and coordinate with Base
Safety, Police, Fire and all other required organizations to perform the project etc.

6) Labeling:
a) For each manhole / Handhold / Vault the F.O. cable passes through, the contractor shall
have a minimum of two (2) tags, the point of entering the manhole and exiting the
manhole.
a) The F.O. cable(s) will be labeled utilizing the following labeling schematic. The tag will
be an OSP rigid vinyl, aluminum or stainless-steel tags with the following information.

2. Cable number: SC OSP LAN (SEE ENGINEER)
3. Cable type: XXXX
4. Termination points/Date: B1646 – B1520/B1521 – Date XX/XX/20XX
7) Service Outages.
The Contractor shall be responsible for preventing any unscheduled (i.e. cutting or disabling
any in-service cables or equipment.), Contractor-caused, interruptions of communications
capabilities that are properly identified. The Contractor shall coordinate planned outages with
the site POC at least 4 weeks in advance of the outage if the implementation necessitates
disruption of service, (e.g., communications, electrical, or other utilities).
8) Active Circuits
A phased communications plan developed by the contractor and government will be required
to address the needs of building 1646 termination. Government will provide assistance in
scheduling and coordinating with base users.
9) Mandatory Site Survey:
Following contract award, the Contractor will be required to schedule and perform a site
survey and route walk thru to confirm the OSP underground duct spacing, manhole
availability, pathway confirmation, racking locations, elevations. The Base Communications
office will require a minimum of five (5) business day notice prior to this scheduling of any
site surveys/walk thru’ s. The Contractor shall contact the Hanscom Air Force contracting
office POC for any scheduling. Please do not contact the Base Communications Department
directly.

Period of Performance: From contract award to 31 October 2021

Specefic Requirements

A. Outside Plant Fiber Optic run from Bldg. 1646 to Bldgs. 1520/1521

 Purchase and Installation One (1) OSP OS2 Single Mode rated fiber optic cable
consisting of Ninety Six (96) strands – forty eight (48) pair. The cable will be installed
from Building 1646 BET lower level to Building 1520-1st floor BET/communications
room then onto Building 1521-1st floor BET/communications room. Installation per

National Electrical Code (NEC) Article 770; Design and Test Criteria, ANSI/ICEA S-87-
640. OSHA 1910.XX CSEP. The contractor will be required to remove the old F.O. cable
after the government has performed a cutover from old to new.
 Pathway: The following suggested telco manhole’s B1646 - MH1, 2, 2A, 2B - B1520
BET via conduit to the BET of 1st Floor B1521. (Other paths can be used, at the time of
installation only after prior site survey and approval have been completed).
 Pre-Installation Work: The contractor of record will be required to rod/rope and
document the status of the pathway(s) prior to installation. The contractor will supply the
Telecommunication Engineer documentation of the same prior to work being started.
 Racking: Manhole racking equipment and cable supports are mandatory for all
manholes. All racks in manholes shall be at minimum galvanized, zinc coated or rigid
plastic. Manholes shall have pulling rings cast into the wall opposite to each conduit
entrance. All cables entering a manhole must loop around the manhole to allow for
expansion of the cable. All horizontal looped cable (min 10’) shall be kept a minimum
of 3’ (36) inches above the floor of the manhole. All used/unused conduits shall have a
pull rope left in place for future use.
 Manhole Identification: All cables will be labeled at both ends using an OSP rigid
vinyl, aluminum or stainless-steel tags with the following information. Every
manhole/handhold the cable passes through shall two tags, entering/exiting.

 Red Line/Modified Drawings: (Based upon project length) a set of revised drawings
which reflect the actual current “as built” conditions will be maintained throughout the
whole installation phase. A copy will be provided to the HAFB Telecommunications
Engineer B1726 Base Communications Office with the cable certification records upon
completion of the work but prior to final acceptance of the work to allow HAFB
Telecommunications Engineer B1700 Base Communications Office to perform a final
review of drawings and inspect installations.
 The fiber optic backbone will be dressed onto the existing manhole racking system within
each manhole/vault/hand hole it passes through. If manhole racking is not available or
completely full, it will be the contractor’s responsibility to install a complete high impact
non corrosive (additional system) plastic non-corrosive racking supports. TBD during the
contractor’s site survey (See General Line Item # 1).
 The fiber optic cable will be terminated at a predesignated rack location within each of
the building’s corresponding MDF’ S (Exact Rack Location/elevation by Base Comm.
TBD upon award of contract). The Fiber Optic Cable will be terminated onto a rack
mounted, 19” Fiber Optic Termination Panel/LIU (FOTP) (Light Interface Unit).
 All fiber optic patch panels shall be rack mounted. Fiber Optic Patch Panels will not have
a sliding tray or other moving parts which move the terminated fiber strands. All fiber optic
LIU’s will be Corning product line (or equal) CCH 2U or 4U, (preloaded panels, high
density LC) all fiber optic connectors shall be Fusion Spliced LC style fiber optic
pigtails/3 meter. TIA – 604 (FOCIS) 2-6.1.3.1 WBDG UFC. All test results should be
submitted for approval, prior to installation acceptance within ten - (10) business days of

completion by contractor. The deliverables package should include a soft copy of the test
results on a CD with the test results in .pdf format.

B1520 BET/COMMUNICATIONS CLOSET

B1520:
1) FOTP: All fiber optic (WCH) patch panels shall be wall mounted. FOTP’s shall be a
Corning product line (or equal) WCH-04P Wall-Mountable Closet Housing (WCH), holds 4
CCH connector panels/cassettes 96, CCH Pigtailed Splice Cassette, 24 F, LC UPC duplex,
Single-mode (OS2), single-fiber (250 µm) - CCHCS24A9P00RE.
2) Fiber Management: Fiber backbone cable management will consist of the fiber optic
backbone cabling (MDF’s, Communications Rooms or BET) will have a plastic min. 24
inch (in.) Adjustable Sno-Shoe style Fiber Optic Cable Storage Bracket with wall mounted
onto fire retardant rated with associated attachments/hardware for excess fiber optic cabling
(minimum of 25’). Excess will be mounted as specked out per requirements.

B1521 BET/COMMUNICATIONS CLOSET


B1521:
1. Enclosure(s): Provide and install one (1) 12 RU Chatsworth (CPI) | 11900-724 24" (610
mm) or equal Telecommunication Enclosure Cabinet System, Wall Mount, 12U, 24" Width
x 24" Depth x 24" Height, Steel, Black, Tempered Glass, With 19" EIA Mounting Rail,
lockable, 40972-001 115 Volt, 50/60 Hz, 5-15P power cord 2 (0.8) power set up, 40159-009
9’ (2.7 m) Ground Jumper, 1, single lock and key (CH751), 12820-701 15A Power Strip,
NEMA 5-15P. (Confirm with engineer prior to ordering).
2. FOTP: Shall be a Corning product line (or equal) CCH 2U, CCH Pigtailed Splice Cassette,
24 F, LC UPC duplex, Single-mode (OS2), single-fiber (250 µm) - CCHCS24A9P00RE.
3. Fiber Management: Fiber backbone cable management will consist of the fiber optic
backbone cabling (MDF’s, Communications Rooms or BET) will have a plastic min. 24 inch
(in.) Adjustable Sno-Shoe style Fiber Optic Cable Storage Bracket with wall mounted onto
fire retardant rated with associated attachments/hardware for excess fiber optic cabling
(minimum of 25’). Excess will be mounted as specked out per requirements.

B1646 BCTF
B1646:
1. All fiber optic patch panels shall be rack mounted onto the customer’s provided data
center racks. The exact location/elevation etc. will be determined upon award of
contract. All fiber optic FOTP/housing will be a Corning product line (or equal) CCH
2U, CCH Pigtailed Splice Cassette, 24 F, LC UPC duplex, Single-mode (OS2), single-
fiber (250 µm) - CCHCS24A9P00RE.

Contractors Minimum Installation Qualifications

Fiber Optic Cable Installers and Splicer Qualifications:


1. Installers: fiber optic installers will have 5 years of documented experience
installing, terminating, and testing fiber optic and will have one or more
documented CFOT or BICSI OSP w/Fiber Certifications. All technicians
installing/handling any FO cable, media, splices, terminations and performing
system tests must be certified and trained in accordance with an approved
manufacturers training program, with a minimum of 5 years FO documented
experience in installing FO systems.
2. Certification(s): Inclusive of the training, and experience of the individual on
specific type and classification of fiber optic media to be provided under this
contract. The Installation Company / installers will have direct documented
experience within the last 3 years with the telecommunications design
requirements as well as the direct installation of Government / Military
Installations. Please submit all data for approval to the Hanscom Air Force Base
Communications Engineer. Submit FO technician’s qualifications for approval 30
days before the installation or any FO cable.

Contractors Minimal Requirements For Installers:

A. Fiber Optic Cable Installers and Splicer Qualifications: The Low Voltage /
Telecommunications Installation Company’s installers shall have at a minimum of the
following documented certifications. All fiber optic installers will have 5 years of
documented experience installing, terminating, and testing fiber optic and will have one or
more documented CFOT or BICSI INSTF or BICSI OSP w/Fiber Cert.
B. FO-Technicians installing/handling any FO cable, media, splices, terminations and
performing system tests must be certified and trained in accordance with an approved
manufacturers training program, with a minimum of 5 years FO documented experience in
installing FO systems. Certification includes the training, and experience of the individual on
specific type and classification of FO media to be provided under this contract.

Certification / Testing / Warranty:


A. Fiber Optic Cable Testing: Tier 2 level testing shall be performed initially for all fiber optic
testing and certifications of I.T.S. Perform end to end tests of all installed fiber media.
Conduct tests on single mode fiber in accordance with TIA-526-7 for single mode fiber.
Single Mode attenuation tests will be performed at 1310 Nano Meters (Nm) and 1550 Nano
Meters (Nm) wavelengths and in Bi-Directional Testing (both directions) per AF/UFC DOD
standards. Conduct tests on all fiber in accordance with UFC 580-01, WBDG, EIA
TIA/EIA- TIA-568.3-D TIA-526-7
B. Failures of Fiber Optic Cabling: Both Tier 1 and Tier 2 shall be performed on all FO
failures. (See Test Plan Instructions).

Testing Plan:
C. The Contractor shall: prior to any testing must submit for Government review (Base
Communication’s Manager) a draft test plan of all proposed cabling and or equipment being
installed under the project. The contractor’s telecommunication’s engineer must approve
both the test plan and the test report before submitting to the government. Upon the draft’s
approval, the contractor will complete the installation and testing of the I.T.S. The contractor
then must submit a test report for all fiber and or copper cabling.
D. The Contractor’s: Test plan, must include, along with all testing system reports, a complete
project test summary spreadsheet with indexed room numbers, panel labels, outlet labels and
the pass / fail status of each location. The contractor will also include separately in the report
the causes for test failures along with a total number of fiber and or copper outlets installed.
E. The Contractor: Shall also provide separately the total number of FO connectors, jacks,
cable runs that were installed and the total number of connectors, jacks, cables runs that
passed and failed all of the testing. All failed tests, will require the contractor to correct the
failures with all related documentation prior to the turnover of the system.
F. Fiber Optic Cabling: Tier 1: Testing, data, analysis is always required by the government
of all fiber optic cabling, any additional testing, repairs etc. shall be at the contractor’s
expense. If Tier 1 testing does not prove adequate for identifying causes of failures, the
government is not responsible for paying for any additional repairs that are not within or
stated in the original scope of contract. The contractor shall bear the burden of all additional
costs for repairs as well as any cabling that must be replaced that arise from failed testing.
G. The Contractor: Shall supply a copy of the final marked up “as builds” to the Hanscom Air
Force Base Engineer, an electronic copy (CD) AutoCAD 2018 LT or later and printed copy
of all test results (include test result plots) in a three-ring binder. The contractor shall have a
printed copy in each of the core MDF, IDF’s reflecting each floors cabling. All testing /
installations shall be in accordance at minimum of DOD UFC 580-1; ICS ICD 705; BICSI
TDMM; EIA/TIA.
H. The Contractor: Shall follow the guidelines of this written SOW for the fiber optic cable
project installations. This installation shall comply with current UFC-580-1, EIA/TIA 568B
and 569-C and all other governing specifications unless otherwise specified by the Base
Communications Manager
I. All Copper and Fiber Optic: materials i.e. patch panels, wire managers, all racking, ladder
tray, connectors, splice trays, fiber optic cabling should be warranty interchangeable.

Test and Final Acceptance:


A. Test and Acceptance Requirements: The Contractor shall provide As-Built Rack
Elevation, Inside Cable Plant and Outside Cable plant drawings and distributed to the
Government’s Base Communications Manager. The Contractor shall test the system in the
presence of the Government Quality Assurance representative to demonstrate the
functionality of the system.
B. Atmospheric Testing: The Contractor shall submit confined space safety requires air testing
data to the base safety upon completion of the project. (Gas Monitoring)
C. OTDR Test Results: The Contractor shall provide the bi-directional fiber optic OTDR Tier
2 test results with plots in standard pdf Link ware format. All fiber optic testing results shall
be in a format that shows Link Ware Bi Directional formatting.

D. AutoCAD Drawings/Prints: The Contractor shall provide a professional level
pathway/route drawings will be in an AutoCAD 2018 or newer format will and shall include
the manhole butterfly blowouts, GPS location(s) of manhole locations are required to be
identified on the drawings.
E. Acceptance Review: The Government reserves the right to review all submitted reports for a
period of 10 working days prior to acceptance. No test result or drawing will be assumed to
be acceptable by the Government until the 10 day period has passed, unless the Government
explicitly states otherwise.
F. Final Acceptance: The Contractor shall schedule a final project walk-through with the Base
POC no less than two (2) business days prior to acceptance.

Fiber Optic Field/Reel Testing Plan:


A. Reel-Field Testing: Prepare and provide technicians and test equipment for field tests of FO
media. Conduct OTDR reel tests at the job site prior to installation.
B. Requirements: Provide all information in a combined packet to the Hanscom Air Force
Base Telecommunications Engineer a minimum of five (5) working days prior to start of
work with all testing results from onsite field testing.

Field Delivery and Storage Requirements:


A. Contractor: Ship media to job site on factory reels or in factory cartons. Provide a reel
drum radius no smaller than the minimum bend radius recommended by the manufacturer
for the media. Wind cable on the reel so that unwinding can be done without kinking the
cable.
B. Provide 2 meters (6’ .5”) pigtails of cable at each end of the reel readily accessible for
testing.
C. Attach a permanent label on each reel showing length, media, identification number, and
date of manufacture. Provide water resistant label and ink on the labels.
D. Apply end seals to each end of the media after testing and before terminating to prevent
moisture or damage from entering the cable while stored at the job site.
E. Ensure reels are suitable for outside storage conditions when temperature ranges from
minus 40 degrees C to plus 65 degrees C minus 40 degrees F to plus 150 degrees F, with
relative humidity from zero to 100 percent. Store equipment, other than FO media,
delivered and placed in storage with protection from weather, humidity and temperature
variation, dirt and dust, or other contaminants.

Grounding and Bonding:


A. MDF/IDF Racks: All equipment racks will have a grounding lugs with a 10 foot #6
AWG green insulated grounding conductor minimum for proper bonding/grounding. A
licensed electrician shall be responsible for the installation of the Telecommunications
Grounding Bar. All Ladder Tray / / Support mechanism shall comply with a continuous
grounding/ bonding system utilizing #6 AWG green whips in accordance with DOD
UFC, NEC, and NFPA 70. Bond all telecommunications spaces and infrastructure in
accordance with TIA 607-B where applicable.
B. NFPA 70 / NEC: Must comply for grounding and bonding requirements. Provide a
telecommunications bonding and grounding system in accordance with TIA-607-B. Refer

to Figure 2- 4 below. ITS grounding systems are covered in UFC 3-520-01 Interior
Electrical Systems. TIA-607-B identifies a bonding conductor known as the
telecommunications bonding backbone (TBB) which is intended to equalize potentials
between TRs. It should be recognized that the impedance of the TBB increases with
length, thereby reducing its ability to equalize potentials between TRs.
C. ITS / RCDD Designer: must consider that the TBB for a large site may be very costly to
achieve. As an alternative, the TGB in each MDF/IDF/TR can be bonded to the electrical
panel board in the TR and to structural steel where applicable. Install bonding conductors
in the shortest and most direct paths feasible.
D. Entrance Cable Grounding: Connect all metallic shields and strength members for
outside plant cable as well as TIE/Backbone cables (as applicable) entering a building.
Grounding / Bonding will be tied into the electrical service grounding electrode system in
accordance with NFPA 70, Article 800.
E. Bonding: the OSP cable shield, armor, and metallic strength member to the main
building ground as close as possible to the building point of entrance with a No. 6 AWG
or larger ground wire. Use a non-bonded splice case for the transition from OSP rated
cable to interior rated cable. The metallic strength member to the TMGB with a No. 6
AWG or larger copper ground wire, as close to the conduit egress point as possible.
F. Conduits: Ensure all are bonded as well to the system. Ensure bonding surface contact is
cleaned and verified at all points.

Suggested List of Materials (LOM)
