2. How many families benefited from the SAPs from August 2020 to July 2021? What is
the total amount of subsidy given as of July 2021? How many more still need to receive
their subsidy?

As of July 11, 2021, the total disbursed funds for Bayanihan 1 and 2 is Php
194,012,955,882.07.

3. There is also a P22.9 billion-worth of financial assistance provided for residents in NCR
Plus (NCR, Bulacan, Cavite, Laguna, Rizal) from March 29 to April 4, 2021 (link). How
many families from these areas have received this emergency cash subsidy? What is
the total amount of subsidy?

There were 22.89 million affected individuals who received assistance through payouts by
local government units, in the total amount of P22.89 Billion.

4. According to the Status of COVID-19 releases by the Department of Budget and


Management, the DSWD also received P2.94 million under Post-Bayanihan 1, was this
also allocated for SAPs? If yes, how many families are expected to benefit / benefited
from this program?
The fund released by the Department of Budget and Management (DBM) to DSWD was to
cover the additional funding requirements for the FY 2020 QRF. The QRF or Quick Response
Fund is intended for disaster operations.

As the allotment for QRF, the said funds served as support funds for disaster response
operations which included the purchase of relief goods (food and non-food) and the
implementation of the cash-for-work program.

5. If the targets for these programs were not fulfilled, what are the challenges you faced
or are currently facing which caused the delay in the delivery of subsidies? What did
you do/are doing to address these challenges? When is your new target deadline?

As experienced, the absence of a validated and relevant list of beneficiaries was the greatest
challenge which caused the delay in the distribution of the cash assistance. Health and safety
issues also affected the manner and efficiency of the distribution.

In trying to come up with a better and faster solution, the Department engaged financial
service providers with the technical assistance of the Bangko Sentral ng Pilipinas. However,
data quality issues ranging from incorrect spelling to invalid cellphone numbers led to delays.

As of present, DSWD is continuously conducting manual pay-outs for the beneficiaries of the
2nd tranche of the Social Amelioration Program (SAP) who were affected by data quality
issues.

6. What are your next steps going forward in relation to the delivery of SAP to low-income
households?

The Department is currently monitoring the conduct of all manual payouts spearheaded by its
Field Offices. The payouts will be completed by the end of this month.

This, as we ensure that all grievances and complaints are appropriately addressed. #
