- To assist the master/senior persons and implement the instructions.

his subordinates.
- To perform master's duty as proxy in case of master's absence.

* To conduct the daily work and confirm its results;
* To request subcontractor's maintenance & maintenance materials.

* To execute the standardization of maintenance work, examine the fitness and request the improvements.
- To perform the tasks of designated person in charge of machinery management;
* Closing/opening equipment of hatch cover & cargo gear (including provisions crane);
* Windlass & mooring winches, lifeboat davits & motors;
* Visual check & cleaning of bow thruster (inspection of machine, oiling & greasing shall be conducted by 2/E.); and
- Task of loading/discharging and cargo related work;
* To make/adjust load/discharge work-plans and confirm its results;

On board

Duty Officer's Responsibility & Authority


- On behalf of the master during the watch, supervise pilot and exchange information (position, speed,
itinerary,obstacle, external environment) when the ship is navigating under pilotage;
- To understand COLREG thoroughly, take appropriate actions to avoid collision and accomplish watch keeping duties as per
COLREG;
- If he/she has any doubt or fears unconsciousness during watch, it should be reported to master immediately and if necessary
preventive actions should be taken at once;
- To keep up the understanding for watch keeping practices, master's standing orders should be familiarized with and signed;

- Duty officer should keep proper lookout at all times and continuously monitor the existence and
movement of vessels in the vicinity;
- Duty officer must not leave the bridge during watch without mater's permission;
- Duty officer should confirm whether there is any dangerous or precautionary area on the chart in use and make a report to the master
before entering the area;
- Duty officer should alter course immediately, use engine and use VHF radio/sound signal if necessary to avoid imminent danger;
- Recommend and offer navigational information continuously when master takes conning;
- Instruct the method of look-out and particular situation to the quartermaster under the current circumstances.

the report of completion of repair should be forwarded to the Company after repairing.

Remain records and implement safety inspection


- The Standard Safety Inspection Check List should be corrected to be appropriate for the vessel's State, be used on scene for
inspection by printing a HARD COPY and then input into the H-VIMS.

Enforcement Inspection of General Ship Stores & Ship Supply Ship's stores
- It is principle to tally all of the ship's stores by visual inspection, measuring etc., based on the order sheet. (In case the person in
charge of the management is absent, the duty officer should tally it.) However, the MSDS (Materials Safety Data Sheets) should be
received in case of tallying chemicals (if the information description attached on the ship's stores is the same as those of MSDS, it is
not necessary to receive the MSDS.) receiving spare parts

Ballast Water Treatment


- When ballasting in a port, obtain the master's permission in advance and check the work site. And the master should confirm the
possibility of ballasting through the port regulations or a port master before ballasting
- Sound all tanks to confirm the possibility of pollution in the tank and tank capacity before arrival(Ballast Water Inspection record
KG-09-09). In case of a large vessel or an old vessel, be careful of escape of oil into adjacent tanks due to cracks in the bulkhead
caused by the stresses.
- Establish a ballasting plan prior to conducting the operation. In port control the ballasting operation by means of soundings to avoid
overflow of ballast tanks in port.

- In evaluating the condition of mooring rope, the wear and tear level of outside layer yarn (A) and deterioration by external influences

* To be turned over or replaced mooring rope, if a third of one strand or about 5 to 10% of rope diameter which of the nylon double

Changing Over the Watch

Precautions during Anchor Watch


While the vessel is anchored, anchor watch should be kept for safety of the vessel and the main engine, steering gear, deck machinery
etc. should be prepared in advance against every situation that may be encountered.
- While the vessel is at anchor, anchor bearings should be observed from time to time and its result should be recorded in the Deck
Logbook.
- In case Duty Officer has feeling of collision risk against any approaching vessel during anchor watch, he/she should make warning
signals to the vessel with whistle, signal lamp, VHF radio etc., and should make a report to the master.

- Anchor lights should be checked for proper functioning and in case of restricted visibility appropriate sound signals should be used.
- During the stay at anchor, the maintenance work of main engine should be avoided and in case it is a necessary to carry out, it
should be conducted after acquiring the permission of relevant port authority and confirmation of the following:
* It is informed to manager of the FMT
* Both anchors are available
* The anchorage near the vessel is suitable for anchoring and wide berth is available: and
* The weather forecast is good for the intended duration of the maintenance

Logbook
- In case Duty Officer has feeling of collision risk against any approaching vessel during anchor watch, he/she should make warning
signals to the vessel with whistle, signal lamp, VHF radio etc., and should make a report to the master.

looking all around the vessel to secure the safety, and he should complete the work in the chart room within the shortest time and

- Ship's position should be fixed at proper intervals and marked on the chart. Particularly, in case of coastal navigation, leaving or
entering a port or approaching pilotage water, frequent position fixing should be conducted to secure the safety.
- In order to prepare for sudden situation of reduced visibility and bad weather, the Radar should be on S/B position at all times
- Duty Officer should keep proper look out at all times and monitor the existence and movement of nearby vessels

Precautions during Anchor Watch


While the vessel is anchored, anchor watch should be kept for safety of the vessel and the main engine, steering gear, deck machinery
etc. should be prepared in advance against every situation that may be encountered.

- While the vessel is at anchor, anchor bearings should be observed from time to time and its result should be recorded in the Deck
Logbook
- In case Duty Officer has feeling of collision risk against any approaching vessel during anchor watch, he/she should make warning
signals to the vessel with whistle, signal lamp, VHF radio etc., and should make a report to the master.

entering a port or approaching pilotage water, frequent position fixing should be conducted to secure the safety.
- In order to prepare for sudden situation of reduced visibility and bad weather, the Radar should be on S/B position at all times

(Under Keel Clearance) in shallow areas. He should also keep safe speed considering Squat phenomenon caused by shallow water

Precautions during Anchor Watch


While the vessel is anchored, anchor watch should be kept for safety of the vessel and the main engine, steering gear, deck machinery
etc. should be prepared in advance against every situation that may be encountered.

- While the vessel is at anchor, anchor bearings should be observed from time to time and its result should be recorded in the Deck
Logbook
- In case Duty Officer has feeling of collision risk against any approaching vessel during anchor watch, he/she should make warning
signals to the vessel with whistle, signal lamp, VHF radio etc., and should make a report to the master.

-Anchor lights should be checked for proper functioning and in case of restricted visibility appropriate sound signals should be used
- During the stay at anchor, the maintenance work of main engine should be avoided and in case it is necessary to carry out, it should
be conducted after acquiring the permission of relevant port authority and confirmation of the following:
* It is informed to manager of the FMT
* Both anchors are available
* The anchorage near the vessel is suitable for anchoring and wide berth is available
* The weather forecast is good for the intended duration of the maintenance work

Task of the Bridge Watch at Anchor


- In case of staying in Korean port the vessel's status should be informed to the Manager of the FMT twice or more everyday and the
contact should be kept to enable the communication at all times
- Ship's schedule such as the time of coming alongside, pilot boarding time etc, should be confirmed
- To keep listening watch for the vessel being called from the shore
- To understand the changes of weather & sea state

- To understand approaching vessels and the movement of anchored vessels around the vessel
- To make shipboard rounds of inspection
- To hoist up and lower the national flag and various signal flags

- To make entries in watch record book

The watch officer should check the communications between the bridge and the forecastle, and perform other duties according to

Duty Officer
- Check the anchor position regularly at least once every hour and when leaving the bridge, give the watch rating proper instructions in
respect to checking the anchor position.
- Operate the steering system if the rudder angle changes due to change in sea condition, etc.
- Maintain VHF watch under the port regulations and the master's order.
- Check the following at the time of handing over the watch and record any remarks concerning personnel, ship and cargo in the Log
Book

- In order to control unauthorized personnel, the watch officer should remove the gangway or wharf ladder during night time or at
particular times

- When performing the engine tests, the watch officer should check the amount of anchor shackles released and the movement of
nearby ships.
- The watch officer should make inspection rounds to check the anchor, forecastle, poop deck and accommodation regularly.
- The watch officer should keep the emergency exits open and fire fighting / safety equipment ready for use at all times.

- The watch officer should not neglect continuous lookout, including radar monitoring.

- When a small fishing boat or a similar boat is approaching the ship, the watch officer should check if the boat was arranged with the
agent or from port authority.

Anchoring Control in Heavy Weather (Beaufort scale of 7 or more)


- Prepare the engine, steering gear and navigational aids
- If cargo operation cannot be performed or an accident is feared, stop the cargo operation and close or lash hatch covers, manhole
covers and cargo gear.
- Secure all moveable items
- Decide on needs for taking refuge, considering the weather condition, shape of anchorage, wind direction, swell etc.
- The master or the watch officer should show the Turning Circle etc on the chart, and check the dragging in the following manner
* Cross bearing with two landmarks on the charts

* Distance from the landmark on the chart
* Change in tightness of the anchor chain
* While the anchor is dragging, it is often the case that the ship receives the wind on her side. (i.e., the ship's bow is not in the wind
direction.)
* While the anchor is dragging, one can hear a rather regular rhythmic sound "tong-tong" if one's ear is touched with the anchor
chain
* When the anchor is dragging, one can feel an abnormal listing or vibration
* Relative position with the other ship which is not dragging her anchor.

Performance of the Task for Cargo Watch


-He/she should be well aware of the cargo work plan, have the understanding of the progress state and command and supervise the
cargo work
- He/she should execute the instructions of the chief officer (Gas Officer in LNG Carrier) related to the cargo work
- He/she should have the understanding of the remaining quantity of fresh water and ballast water and adjust the ballast water properly
- He/she should command and supervise the shipment of the fresh water, ship's provision of food and ship's stores
- He/she should keep in close contact with the shore
- He/she should command the ratings of the cargo watch and watch keeper at gangway
2 - In case an emergency situation, he/she should take an immediate measure and assemble the crews that had gone ashore On cargo work FMP-07
- He/she should guide the visitors
- When the inspection subjected to DeckDept. is conducted, he/she should render assistance to the personnel in charge of the
inspection and should cooperate with the work
- He/she should cooperate with Engine Dept. in case of receiving a request
- He/she should keep the record of important tasks undertaken during the watch
- Request to the agent or port authority for information of weather, tide, tidal current and other ship’s movements
- Monitor the mooring ropes for the ship’s securing to berth
- Deploy enough watchmen for the mooring ropes and confirm the shore side’s requirements

Keeping Records of Deck logbook in port


- The relief of ship's crew, shipment of ship's provisions (food), cargoes, drafts and result of sea worthiness calculations should be
recorded
- Details of ship's status in general such as the checking of engine control, steering gears, navigational & communication equipments

- Details of ship operation or regulations and matters related with port authority and those of ship's security should be recorded
- Time of stoppage (and its reason) for cargo hold ventilation should be recorded
- The result of cargo hold bilges and sounding of ballast water tanks should be recorded
- The time of commencement, stoppage, completion (and its causes) for the cargo work should be recorded
Drawing up In-Port Daily Record Book
- Time of boarding/leaving of the customs officers, immigration officers, pilots and other port officials should be recorded
- Time of coming along side at the vessel and leaving from the vessel of the barges for cargo work, fresh water supply boats, bunker
oil supply ships etc. should be recorded.
- Weather state every 4 hours should be recorded
- The boarding of important personnel during stay in port should be recorded

- Every record related with the cargo work during the time in port including following matters should be made:
a) Time of commencement and completion of cargo work for each hatch and opening/closing time of hatch covers;
b) The number of gangs and stevedores and their working time
c) In case of cargo work stoppage the time and its causes; and
d) In case of having stevedore injuries the place and time
- Other matters are to be recorded according to the instructions of the master and the chief officer

Control of Exit/Entrance of the Vessel


- The duty officer and watch keeper at the gangway should conduct thorough watch-keeping to prevent the boarding of stowaways and
when the vessel is staying in a specific port where the boarding of stowaway is expected or in a port of undeveloped country, the

- The duty officer should maintain the communication channel with duty rating at all times and verify whether the duty rating
performs his duty properly or not from time to time

Cargo Management
- Chief Officer should understand all of cargo loading discharging status and manage and supervise all cargo works
- Duty Officer should check the site from time to time to check whether cargo work is in progress as in the stowage plan or not and

- Upon receiving the above nonconformity report the chief officer should check the site and then make a report of it to the master and
the master should report it to the Customs Office
