Basic Laws and regulations in UAE

Entry/Exit Requirements

All expatriates are subject to UAE immigration laws, which can seem complex and demanding at times. A passport is a must for travel to UAE. While nationals of certain
countries are allowed to obtain visitor visas on arrival at the airport, others will have to obtain visitor visas in advance. Please contact your local embassy for latest
entry/exit rules applicable and visit www.uae-embassy.org for the latest visa information.

Customs Restrictions

Travellers are advised to avoid transport of any arms or items that may be considered to be against the law, such as military equipment, weapon parts, tools,
ammunition, body armour, handcuffs or other police equipment's. People carrying any such items even in small quantities will be arrested and may face stringent
criminal penalties, including huge monetary fines, imprisonment and forfeiture of items. Transport of any such and all types of law enforcement equipment's are usually
taken seriously by the UAE, wherein it has already shown its ability to enforce its laws in such matters.

Apart from this, UAE's stringent anti-narcotics program bans poppy seeds, otherwise used in other cultures for culinary purposes, on its list of controlled substance.

cheques, are taken seriously in the UAE, resulting in
fines or imprisonment.
Rules for smoking/alcohol/drugs

Drinking or possession of alchol without the Ministry of Interior liquor permit is illegal and may result in arrest and/or fine
and imprisonment. Alcohol is served at bars in some major hotels, but is intended only for the hotel guests. Any others,
who are not guests of the hotel, and who consume alcohol in restaurants and bars here, are required to have their own
personal liquor licenses. Liquor licenses are issued only to non-Muslims who own UAE Residency Permits.

Smoking is banned in several public offices and places such as shopping malls. Hence, it is important to follow the rules.
There are designated smoking areas in Dubai, so it is easy to keep up the rule.

Similarly, UAE law emphasizes that possession of even trace amounts of illegal drugs can result in years of imprisonment for
foreign nationals in the UAE. If the medication has been prescribed by a doctor in your home country, then carry a copy of
the prescription when taking medicines. Certain medication and drugs are classified as narcotics in the UAE, and it is
considered illegal to possess them. If you are found caught with what is considered an illegal substance, you are liable for
an automatic four-year imprisonment prior to deportation. Therefore, first check out the banned substances list with the
Drug Control Department or UAE Ministry of Health, before importing them to UAE.

General rules applicable to expats in Dubai

• Behaviour / Dress codes in the UAE

• The codes and behaviour and dress code in UAE basically reflect the Islamic traditions of the country, and are more
conservative than those of western nations. Public decency and morality laws throughout the UAE are very strict, in
comparison to western and European nations. Any public display of affection or immodesty is not tolerated in the
UAE, and may be subjected to imprisonment.
• While dancing with few friends after a night out may not be considered offensive in several countries, dancing in
public is considered as indecent in UAE. However, dancing at home, or at official clubs, is accepted, anything else is
considered offensive.
• Certain unwitting actions, including wrong clothing choices may draw unwanted attention. Emiratis dress
conservatively and expect expatriates also to dress conservatively when in public. While beachwear is allowed in
beaches, any form of nudity is not accepted.
• Taking photographs of potentially sensitive UAE military and civilian sites or foreign diplomatic missions may result
in arrest or detention. If an expatriate man addresses a local woman in public, or takes her picture without
permission, or bothers her in any way, it is not considered an acceptable behaviour.
• Unmarried couples are not permitted to live together or share a room in Dubai or in the UAE.
• Islam is the main religion throughout the UAE. Expatriates follow their own religions and that is tolerated. But,
anything that is anti-Islam will not be tolerated at any level and may result in fines and imprisonment. During the
month of Ramadan, Muslims fast from sunrise to sunset, and hence eating, smoking or drinking in public places
during this month may not be acceptable.

• Islamic Law (Sharia)

• In Sharia Law, just as in other legal systems, a person is
presumed innocent until proven guilty. Both the plaintiff
and defendant are equal in the court of the law. Under
Islamic law, crimes that carry definite penalties are
apostasy, murder, fornication, adultery, homosexuality and
theft.
• On the whole, if you want to live and work in the UAE, you
will have to abide by the laws of the land, and accept the
rules by which Emiratis live. As an expatriate you are
bound to the laws of the country you live in.

or anyone, it burn, kills and destroyed.
Definition:
The chemical reaction between Heat, Fuel and oxygen is called Fire.
Elements of fire:
Heat : Source of heat is Sun, Friction and Electrical faults
Fuel: Any burning material can be Wood, Paper, Cloth, Petrol, Butane
gas and Metals like Uranium etc.
Oxygen: It’s 21% available in the Air. If oxygen is less than 16% fire will
go off
Standards of Fire: American and European
• American standard there are 4 classes of fire :
Class “A” solid “B” Liquid and Gases, “C” Electric & “D” Metal
• European standard four classes “A” (Solid), “B” (Liquide), “C” (Gases)
and “D” (Metal Fire)
• Note:- Just for knowledge Electric Fire Class is “E”
Types of Fire Extinguisher:
• Water (Red)
• CO2 (Black)
• DCP (Blue)
• Foam (Cream)
• Wet chemical (Yellow)
• Wet chemical extinguisher use on
cooking oil and Solid fire
Three Methods to extinguish Fire:
• Cooling (Removing heat using water)
• Smothering : (Cutting off Oxygen
using Foam, Fire Blanket & DCP)
• Starvation :( Removing the burning
material)
Operation of fire extinguisher follow
(PASS)
• Pull the pin
• Aim base of the Fire
• Squeeze lever/ Trigger
Fire & Safety (Module -9) • Sweep side to side
Discovering fire:
• Find
• Inform
• Restrict
• Evacuation /Extinguish
If you find a Fire which procedure you will
follow:
• Sound Alarm
• Inform control room/civil defence 997
• If the Fire is small try to extinguish
without putting yourself in danger
• If the fire is growing arrange evacuation
with the permission of the management
• Write incident report including all details
by following “5W” and “1H” method.

Fire & Safety (Module -9)

Fire & Safety (Module -9)

Fire and Safety equipment:

• Never bring Fire between you and Exit for your
safety.
• Fire doors are to restrict Fire and smoke
during Fire should be unlocked from inside
and locked from outside.
• The Sprinkler valves are being activated due to
certain temperature in area and allowing
water to spray down
• Gas flooding system is being use in Sensitive
area like computer rooms and Labs.
• Foam flooding system is installed in an area
like Paints store where a large volume of
flammable liquid is stored
Important points: Using wrong extinguisher in fire may cause
dangerous results .
Best Fire Extinguisher “DCP”

DCP is being use to stop the Chemical chain reaction

Fire & Safety (Module -9)

Best Fire Extinguisher for Electrical Fire “CO2”

Extinguisher without Gauge “CO2”

All other Fire Extinguishers carry gauge to show Nitrogen pressure

either it is (1/4) or not
Best Fire Extinguisher for solid Fire “Water”

Best Fire Extinguisher for liquid Fire “Foam”

Never use Water or Foam on Electrical Fire it can create serious

electric Shock
The Extinguisher with Picered ejector Nozzle is Foam

communication 10% ---------- Words

Module (11) Report writing

Pocket book
Report forms
Daily occurrence book
Accident Book
The main purpose of reporting and recording is to obtain and evaluate information
The report should base on facts rather than assumption
Effective communication Module (11)

Using of phonetic Alpha bits:

Six ingredients of report
• When ----------------- Date and time
• Where ----------------- Location
• Who ----------------- People involved
• What ----------------- Subject
• Why ----------------- Reason
• How ----------------- Complete story
Conflict is disagreement, fight
between two persons or
groups

• Discrimination
Purpose of conflict
management:
To protect our self, people
around us and the business

Conflict Resolution Module (12)

Conflict Resolution Module (12)

How to avoid (Stop) a conflict:

By doing Risk assessment using the method (POP)
(Checking people, Object and place for the possible danger)
To reduce /resolve the Conflict Security Guard will use:
• Safer Model
• Assertive behavior
• Betari’s box
Assertive behavior/ Non aggressive sign: Be polite, be positive, be professional, listen to others and
give solution of problems with normal eye contact personal space, clam voice, relaxes posture, and
using positive words in conversation, we are using to cool down the situation in the conflict.
SAFER model: Security guard will use to resolve the conflict
Step back: Don’t rush into the situation stop and think your personal safety should come first.
Assess the threat: Look for potential danger checking “POP’
Find help: Find help from control room.
Evaluate option: Look for the best option as per situation (Provide help first, if anyone injured)
Respond : By using Assertive Behavior (Listen and negotiate)
Note: Minimum force will be used if needed but only to get control of situation “don’t attack”.
Triple “F’” in conflict : Three actions of guard in conflict situation
Fight : Solving the conflict
Flight: Running away from situation reason can be due to fear or poor communication.
Freeze: (Shock/stuck) unmoved in the situation might be due to fear or poor communication

Conflict Resolution Module (12)

Conflict Resolution Module (12)

Betari’s Box:
What we feel and think is
(Our attitude) which affects
our Behavior, our behavior
affect others attitude and
other attitude affects their
Behaviour and again their
behavior affects our attitude
and this behavior pattern
cycle will continue. …
WIN-WIN Situation:
Problem solved and both
parties are satisfied
• While resolving a conflict
one should ensure that
situation should be dealt
with swiftly and
appropriately.
• When dealing with conflict,
you should know the
strength and weakness of
your colleagues rather than
size of aggressor
“The conclusion is “behavior
Conflict Resolution Module (12) breeds behavior”
First Aid (Module -13)
Definition : First aid “basic medical treatment
given to a sudden ill or injured person.
Key objective of First Aid:
