• Basically it is an institutional
mechanism in the LGU that
facilitates and implements
children’s programs.
• It is a council organized in all
levels (Prov, City, Municipality and
Barangay) that serves as the
umbrella organization for
children’s concerns.
• It is a council fully harnessed to be
an efficient and effective advocate
of child rights, and implementor of
all children’s programs in the

Councils for the Protection of Children. - Local Councils
for the Protection of Children (LCPC) shall be established in
all levels of local government, and where they have already
been established, they shall be strengthened within one (1)
year from the effectivity of this Act. Membership in the LCPC
shall be chosen from among the responsible members of the
community, including a representative from the youth sector,
as well as representatives from government and private
agencies concerned with the welfare of children.

• One percent (1%) of the internal revenue allotment of

barangays, municipalities and cities shall be allocated for the
strengthening and implementation of the programs of the
LCPC: Provided, That the disbursement of the fund shall be
made by the LGU concerned.

•Enjoined the Local Chief Executives to appropriate in the
LGU’s Annual Budget one percent (1%) of its IRA for the
Strengthening and Implementation of the Programs, Projects,
and Activities of the LCPC per section 15 of RA 9344
•LGUs may increase allocation for the LCPC from 1%
requirement to ensure that all plans for children are provided
with funds and implemented.
•LGUs are likewise encouraged to outsource funds or to
engage in partnership with private organizations,
establishments, and entities that provide financial assistance
for the implementation of LCPC programs, projects, and
activities.
•The aforementioned undertakings may likewise be charged
against the 20% LDF of the LGU.
Inter-Agency Monitoring Task
Force (IMTF)
IMTF shall be created in every level (Municipal,
City, Provincial/HUC and Regional) to monitor
and evaluate the functionality of the LCPC.
