1.0 INTENT
This Technical Purchase Specification is used to procure the Manual three way valve for
Anhydrous Ammonia System. This is further defined by the data sheet for Manual three way
valve used in Anhydrous Ammonia System.

2.0 INTRODUCTION
An equipment that provides a safe, efficient method of switching from an active Pressure Relief
Valve to a standby, maintaining system overpressure protection.

3.0 SCOPE
This specification covers design, manufacture, inspection, testing, marking, identification,
packing and supply of manual three way valve selector as per the specification mentioned in
Appendix A.

This is a general specification dealing with technical requirements as specified under scope.
Contract requirements and special requirements (if any) for a particular project are specified in
Section-6.

The extent of supply stated herein is not necessarily exhaustive and shall not relieve the vendor
from his responsibility to provide goods and services necessary to satisfy the performance
criteria and guarantees specified.

4.0 REFERENCE

5.0 LOCATION OF USE


This system shall be used in:

a. Ammonia Forwarding System.


b. Ammonia Storage Tanks.

6.0 DETAILED REQUIREMENTS OF EQUIPMENT


6.1 General
The necessary process conditions such as fluid, design pressure, design temperature and sizing,
other necessary information for quoting the Manual three way valve are all captured on the
design & record sheet List. For location of Manual three way valve refer Appendix -B.

6.2 Terminal Points


The Seller shall furnish all equipment and details necessary to connect the equipment to
the Buyer’s system.
6.3 Industry Reference Documents (Codes and Standards)
At a minimum, all work performed and materials provided by the Seller must be in accordance
with applicable International Codes & regulations.

The equipment will comply with the applicable portions of the following Codes and Standards.
The applicable revision of each of these Codes and Standards will be the current edition with
addenda or the edition adopted by the controlling jurisdiction at the time of the purchase order.
In the event of a conflict between these documents and the specification, the Seller shall submit
a written request for an interpretation by Buyer. In general, the most stringent requirement shall
govern.

6.4 Spare Parts


Seller shall provide a list of recommended spare parts including start-up and commissioning
spares and special tools, and a schedule of part replacements based on the operation and service
conditions specified. The commissioning spares shall be included in the main offer and the list of
spares with quantity to be quoted shall be clearly indicated by seller.

7.0 EQUIPMENT, MATERIALS AND SERVICES BY SELLER


The Seller’s scope of supply includes, but is not necessarily limited to:

a. Complete Manual three way valve assembly ready to be installed in the intended
location as per Appendix - B.
b. Equipment and ancillaries as defined in Data sheet(s) located in Appendix-A of this
document.
c. For General arrangnement drawing refer to appendix -C
d. Commissioning spares
e. Special tools if required.
f. Manuals and instructions for storage, installation, commissioning, operating and
maintenance.

8.0 PERFORMANCE GUARANTEES


The equipment provided by the Seller shall operate in accordance with the performance data in
the Data sheet(s) included in Appendix-A. Should it be determined during this period that the
equipment has failed, or is failing to achieve specified performance, the Seller shall be obligated,
as a condition of warranty, to take whatever steps are necessary and/or required by the Buyer
to correct the non-performance, all at the Seller’s cost.

The equipment shall meet all applicable code requirements so that all required inspections are
passed and permits obtained. The Buyer and/or Owner may conduct Field tests during start up
and after commercial operation of the installation for a period determined by the terms and
conditions of purchase.

9.0 QUALITY ASSURANCE AND QUALITY CONTROL (QA & QC)


9.1 Quality Control
The supplier must include in the supply a proven quality control and quality assurance system
that will ensure the quality of the Manual three way valve. The quality control system must
follow ISO 9001 guidelines.

9.2 Quality assurance


The supplier shall be responsible for providing the necessary Quality Assurance and Quality
Control procedures, maintaining continual surveillance and inspection activities during the entire
periods of the Fabrication and Testing. Inspections report and tests to be provided to the BHEL
during the fabrication period and before shipment of the Manual three way valve.

Vendor quality plan shall be submitted for BHEL approval.

10.0 TECHNICAL DOCUMENTATION


The following technical manuals shall be provided. Total of two (2) hard copies and one (1) copy
on magnetic media (USB memory stick or CD-ROM) shall be provided sixty (60) days after issue
of purchase order.
a. Operation manual.
b. Safety instruction.
c. Maintenance manual.
d. Repair and overhaul manual.
e. Complete and comprehensive Parts Catalogue (including pictures if applicable)
manufacturer P/N and OEM P/N.

Note: The above listed documents can be combined & supplied as Operation & Maintenance (O&M)
Manual.

f. Supplier shall submit a separate quoted (including prices) recommended spare parts list.
The list should be cover all spare parts consumption for 3 years’ operation.
g. All spare parts list to be provided in "Excel" format. Data files in digital media shall
contain the following information:

• Material catalogue (Information as: Material catalogue number, Description, Unit of


measurement, Material type)

• BOM (Bill of materials)

11.0 DOCUMENTS TO BE FURNISHED WITH THE PROPOSAL


11.1 Product literature and drawings in support of the offer shall be submitted with the
quotation to evaluate the offer.
11.2 Manual three way valve technical specification.
11.3 Manual three way valve general arrangement drawing.
11.4 The supplier shall return a copy of this specification and note at the end of each
paragraph if the offered equipment complies or not with this specification with
supplier sign and seal.
11.5 Operation manual.
11.6 Safety instruction.
11.7 Parts Catalogue with detailed Bill of material (BOM) and weight particulars.
11.8 Recommended spare parts list.

12.0 DOCUMENTS TO BE FURNISHED AFTER AWARD OF CONTRACT


12.1 Packaging procedure detailing the list of components shall be despatched individually
with identification and with details of preservation and storage.
12.2 Manual three way valve - Design & Record Sheet including drawings and design
information shall be submitted to get approval from End user/owner of the boiler or
by purchaser.
12.3 Warranty certificate shall be furnished by the vendor.
12.4 Material test certificates
12.5 Operation & Maintenance (O & M) Manual
12.6 O & M manuals should be submitted to BHEL/Tiruchirappalli prior to despatch of the
equipment.

13.0 INSPECTION
13.1 All test certificates shall be furnished for buyer’s reference and records.
13.2 Manual three way valve Equipment shall be inspected and tested as per approved
quality plan. The certificates and documents generated during inspection of above
shall be furnished to BHEL.

14.0 FINAL TESTS AND ACCEPTANCE


The Manual three way valve shall be tested in the site together with BHEL’s representative
to demonstrate conformance to the specification and functioning. The following tests shall
be performed:

14.1 Checking and repairing of voyage damages.


14.2 Visual test and Complete equipment check-up.
14.3 Functional test.

Acceptance certificate will be issued after successful completion of the acceptance tests and
submission of all relevant documentation.

15.0 WARRANTY

Seller shall guarantee for trouble free operation and against defects of quality, workmanship of
the product for a period of 18 months from the date of supply or 12 months from date of
commissioning, whichever is earlier.

16.0 GENERAL
The language used shall be “English only” in offer, O & M manual, Labels, Drawings etc.

Notes on data sheet:


1. ASME section VIII, Div 1 vessel, or UL 132 rated.
2. No zinc, copper, or alloys bearing these elements allowed.
3. The 3 way valve shall be constructs so that the arrangement of the shutoff valve is such as always to
afford the full flow capacity specified on the relief valve data sheet through non-isolated pressure relief
valve which shall remain operative.
