2021 EXTEMPORANEOUS SPEAKING CONTEST MECHANICS AND

GUIDELINES

1. The theme of the competition is "Kabataan Tayo Mismo: Malikhain at Matapang na

Pagtugon sa Anumang Hamon ng Panahon", which shall focus on values of youth
empowerment, resourcefulness, active citizenry, participation in nation-building, and the Fipino
core values of Pakikipagkapwa, Pagiging Maka-Diyos, at Mapagmahal sa Pamilya. It shall also
focus in the demonstration of teamwork, community partnerships against drugs, terrorism and
the pandemic.

2. The participants of the Extemporaneous Speaking Contest must be a bonafide resident of the
Municipality of Katipunan in the Province of Zamboanga del Norte and must be able to show a
recent Barangay Certification and Birth Certificate as proof of residency and age.

3. It is open to participants ages 15 - 25 years old.

4. Each participant shall be given one topic, which shall be expounded and discussed in English.

5. Pursuant to the Guidelines against Mass Gathering and Social Distancing, only ten (10)
participants are allowed to join the 2021 Extemporaneous Speaking Contest.

8. The first ten (10) registrants having complete requirements shall automatically qualify for the
contest.

9. The topics shall be given an hour before the commencement of Extemporaneous Speaking
Competition proper.

10. The use of cussing, profanity and defamatory words shall cause the automatic
disqualification of the participant.

11. Registration and confirmation of registration shall be made simultaneously thru the KKDAT
Page or to any of the KKDAT Officers.

12. The contestants are given a minimum of 3 minutes and maximum of 5 minutes. The first bell
shall signify that the contestant has 15 minutes left before the 5-minute maximum time is
reached. The second bell shall signify that the 5-minute time is done.

13. The judges for the Extemporaneous Speaking Contest will choose the top 3 Best Posters and
the top three winners shall receive the following prizes, viz.:

Champion – Globe Home Pre-Paid Wifi Modem

1st Runner-Up - Desk Fan
3rd Runner-Up - 64 GB USB Flash Drive
Consolation prizes – Customized Key Chain and Certificate

14. The date of the competition shall either be on May 6 or 7, 2021 in Brgy. Daanglungsod as the
tentative venue.
15. The judges' decision shall be final and irrevocable.

Criteria for Judging:

1. Content, Clarity and Organization: 50%
2. Delivery/Stage Presence (eye contact, poise, personality): 30%
3. Enunciation and Diction – 20%

2021 POSTER MAKING CONTEST MECHANICS AND GUIDELINES

1. The theme of the competition is "Kabataan Tayo Mismo: Malikhain at Matapang na

empowerment, resourcefulness, active citizenry, participation in nation-building, and the Fipino

the pandemic.

2. The participants of the Poster Making contest must be a bonafide resident of the Municipality
of Katipunan in the Province of Zamboanga del Norte and must be able to show a recent
Barangay Certification and Birth Certificate as proof of residency and age.

3. It is open to participants ages 15 - 25 years old.

4. Each participant is only allowed one entry and it must be based on the theme.

5. Pursuant to the Guidelines against Mass Gathering and Social Distancing, only twenty (20)
participants are allowed to join the 2021 Poster Making Contest.

8. The first twenty (20) registrants having complete requirements shall automatically qualify for
the contest.

9. 1/4 Illustration Board, pencil, eraser, ruler, color pastels, crayons, and pentel pens shall be
provided to each contestant.

10. The use of violent, sexual and offensive (cusses) drawings and words shall not be allowed.

11. Registration and confirmation of registration shall be made simultaneously thru the KKDAT
Page or to any of the KKDAT Officers.

12. The contestants are only given forty-five minutes (45) to construct/create their posters. The
first sound of the bell shall signify that the contestants only have 5 minutes left to wrap up their
entries. The second bell signifies the end of the 45 minutes, and the contestants must
immediately stop and submit their entries to the working committee.

13. The judges for the Poster Making Contest will choose the top 3 Best Posters and the top three
winners shall receive the following prizes, viz.:

Champion – Globe Home Pre-Paid Wifi Modem

1st Runner-Up - Desk Fan
3rd Runner-Up - 64 GB USB Flash Drive
Consolation prizes – Customized Key Chain and Certificate

14. The date of the competition shall either be on May 6 or 7, 2021 in Brgy. Daanglungsod as the
tentative venue.
15. The Katipunan PNP Force and the KMPS – KKDAT will have rights to the Top 3 Winning
Entries of Poster Making Contest, and shall be incorporated in the publication of ‘The
Peacekeepers’, the official publication of Katipunan MPS.

The judges' decision shall be final and irrevocable.

16. The top three winners shall automatically compete for the Provincial Level 2021 Sining
Bayanihan National Competition: A Kabataan Kontra Droga at Terorismo (KKDAT) Arts and
Culture Project.

Criteria for Judging:

1. Relevance to the Theme: 50%
2. Originality, Creativity, and Style: 30%
3. Demonstration of teamwork, community partnerships against drugs, terrorism and pandemic
in the entry – 20%
