SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

That I, Steve Ian L. Balboa, Filipino citizens of legal age, and resident of 67 Dao Road
Pilar Village, Las Piñas City have named, constituted and appointed and by these presents do name,
constitute and appoint Jessica Mclynn De Vera, Filipino, of legal age, and resident of Blk. 61, Lot 6,
Soldiers Hills Village, Putatan, Muntinlupa City, to be our true and lawful attorneys-in-fact for us and in
our name, place and stead and for our own use and benefit, to do and perform the following act:

1. To process the application for new water service connection at Maynilad Water
Services Inc. in Las Piñas City Office;

2. To pay, follow-up and/or transact with the agency:

3. To sign, execute and deliver any and all documents which maybe required or
necessary in connection therewith;

4. To do such other acts and things which maybe required or necessary in the
accomplishments of the afore-said powers and duties;

HEREBY GIVING AND GRANTING unto my said Attorney-in-fact full power to

do and perform every act and thing whatsoever required and necessary to be done in and about the
premises, as fully to all intents and purposes as I might or could do if personally present and hereby
ratifying and confirming all transactions of all kinds that my said Attorney-in-fact shall do or cause to be
done by virtue of these presents.
