MEMORANDUM CIRCULAR 2011 – 008

SUBJECT : Free birth registration of IP children for beneficiaries of Pantawid Pamilyang
Pilipino Program (4Ps)
DATE : April 12, 2011

In connection with the Pantawid Pamilyang Pilipino Program (4Ps) of the government, efforts
have been initiated by the Department of Social Welfare and Development (DSWD) and the
National Commission on Indigenous Peoples (NCIP) to include Indigenous Peoples for
enrollment as beneficiaries in the program.

One of the primary requirements for enrollment in the 4Ps is the submission of NSO issued
copies of birth certificates (SECPA) or duly authenticated birth certificates for newly registered
births. However, for IPs, levels of civil registration have been very low and only few availed of
provisions of AO3, series of 2004 (IRR Governing the Registration of Acts and Events
Concerning Civil Status of Filipino Indigenous Peoples).

In this connection, I enjoined all concerned to coordinate with NSO Field Offices and field
representatives from NCIP and DSWD for the conduct of free birth registration and other related
initiative for IPs, particularly for the months of April and May 2011 for the preparation of IP
enrollment in the 4Ps by May-June 2011.

As to the verification requirements for birth registration, concerned NSO field offices shall issue
an omnibus certification, indicating that the list of eligible IPs for 4Ps submitted by NCIP have
been verified as “negative” or “no existing records in the CRS database.”
