AS AT 1 OCTOBER 2007
The Australian Fair Pay Commission announced its second federal wage increase decision on 5 July 2007. The decision,
effective from the first pay period on or after 1 October 2007, will see the Federal Minimum Wage and all Pay Scales
providing for wages of up to $700 per week, increased by $10.26 per week. Pay Scales providing for wages in excess of
$700 per week will be increased by $5.30 per week.
These increases will flow on to junior employees, employees to whom training arrangements apply and employees with a
disability.
Attached for your convenience is a NAPSA Pay Summary for the Retail Industry (State) Award. The details contained in
the NRA produced NAPSA specific Pay Summaries includes calculations for applicable loadings and allowances.
Who does the NAPSA summary apply to?
The attached NAPSA Pay Summary applies to employees whose terms and conditions of employment were determined
by a Federal or State award prior to the commencement of the new federal workplace relations system on 27 March 2006
and whose employers are part of the federal workplace relations system.
Who do the pay scales not apply to?
The pay scales do not apply to:
employees covered by the five year transitional federal award system;
employees covered by Australian Workplace Agreements (AWAs) or certified agreements approved prior to the
commencement of WorkChoices on 27 March 2006; and
employees covered by preserved state agreements.
Will the Fair Pay Commission publish the Pay Scales?
It has been announced that the Fair Pay Commission will now be responsible for publishing the adjusted Pay Scales.
Once available, these documents will be legally binding, in that employers will be able to rely on them to determine
employee rates of pay. However, the first of these Scales (considered to be priority) are not expected to be published until
October and do not include all retail pay scales.
The interim Pay Scale Summaries published by the Department of Employment and Workplace Authority (DEWR) may be
used in the meantime. However, these summaries still only contain the basic hourly rate with no further guidance given for
the calculation of penalty rates, casual loadings and other relevant rates of pay.
For these reasons, the NRA has again developed more comprehensive Pay Scale Summaries in order to assist members
with these calculations. It is important to note that neither DEWR nor the Workplace Authority has approved this document.

only. The information contained within the NAPSA summaries has been produced in good faith based on the NRA’s

(b) OVERTIME PAYMENTS:
1. Monday to Saturday (all employees) Time and a half for the first three hours and double time thereafter
of the ordinary part time rate.
2. Sunday (full time and part time employees) Double Time of the ordinary part time rate.
3. Sunday (casual employees) Double Time of the casual rate.
(c) EXEMPTION RATES: Employees paid 25% per week (as above) or more in excess of rate of adult shop
assistants are exempt from the award except for holidays, sick leave, long service leave,
superannuation and penalty rates for public holidays.
(d) JUNIOR RATES FOR ANCILLARY EMPLOYEES are as detailed above except for cleaners, lift attendants
and watchmen/gatekeepers, for which only Adult rates apply.
* Shop Assistant includes floorlaying employees
** First level supervisor includes Section Heads and Floorlaying Hands
