AN ORDINANCE APPROPRIATING THE AMOUNT OF FOUR HUNDRED FIFTY

FIVE THOUSAND SIX HUNDRED SEVENTY ONE PESOS AND 70/100

(455,671.70) TO FINANCE THE PROGRAMS AND PROJECTS AND SUSTAIN THE
OPERATIONAL EXPENSES OF THE TASK FORCE ON YOUTH DEVELOPMENT FOR
FISCAL, YEAR 2014.

Whereas As mandated by RA 7160 otherwise known as the Local

Government Code of 1991. The need to enact programs. Plan and budget is
necessary and vital for the provision of basic services to the community.

Whereas With the Suspension of the Supposed Sangguniang Kabataan (SK)

Election last October 2013, programs and projects in line with the vision of
continuos Development for the Youth sector were put into rest;

Whereas Due to this occurrences, the Barangay Council deemed it

essential to create the Task Force on Youth Development and Corresponding
allotment of Ten Percent (10%) Mandatory Budget in connection to the
implementation of various programs and Projects beneficial to the youth
sector of this locale;

NOW THEREFORE, on motion of Kgd. Celso SJ. Ramirez duly seconded by

Kag. Rodolfo R. Delas Armas Jr.

BE IT RESOLVED AS IT IS HEREBY RESOLVED to approve the appropriation of

the amount of Three Hundred Thirty Three Thousand Five Hundred Fifty Five
Pesos and 70/100 (333,555.70). To be appropriated to wit:

RESOLVE FURTHER, that this ordinance be enacted immediately upon approval

by the majority Menbers of the Barangay council:

RESOLVE FINALLY, that the copy of this ordinance be submitted unto concern
government offices for the evaluation and consideration;

RESOLUTION CREATING THE TASK FORCE ON YOUTH DEVELOPMENT

OF THE SANGGUNIANG BARANGAY OG GUINAYANG AND IDENTIFYING
ITS CORRESPONDING DUTIES AND RESPONSIBILITIES THEREOF:

Whereas: As mandated by R.A 1760 otherwise known to as Local

Government Code of 1991. The need to enact
programs, plan and budget is necessary and vital for
the provision of basic services to the community:

Whereas: Due to the cancellation and/or postponement of the

supposed Sangguniang Kabataan (SK) Election last
October 2013, program and projects in line
with the Vision of continuous development of the
youth sector, as well as, its corresponding
Implementation were put into rest:

Whereas: RA 7160 otherwise known to as the Local Government

Code of 1991 provide the Mandatory allotment
equivalent of Ten Percent (10%) of the
yearly Internal Revenue Allotment (IRA) is a must,
which shall be used to finance projects and
Programs purposely for the development of the
youth Sector of every Locale:

Whereas: The Barangay Council founds its essential to create a

corps of youth and/or a group. Which shall be
known to as the “Task Force on Youth
Development” for Barangay Guinayang which shall
mainly function as follows: (a) Prepare plants
& Programs that intends to provide continuous
development for the youth sector of this
Locale: (b) Prepare and propose budget
allocation/requirements for the various Programs and
projects beneficial to the youth sector subject to the
availability of Funds from the Mandatory Ten
Percent (10%) allocation for the Sangguniang
Kabataan (SK) Fund for 2014 : Foresee & Ensure for the
implementation of Approved programs and
projects believed to the favor- able and
complimentary to the youth sector:

Whereas: The “Task Force on Youth Development” shall be

composed of the following:
Kagawad Jimmy SJ. Ramirez Chairman on Health, Family
& Nutrition Oversight Committee on Women and
Children Welfare.

creation of the “Task Force on Youth Development” and the
corresponding functions attached to their position, as well as, its
Chairperson and Members.

RESOLVED FURTHER that this resolution be enacted immediately upon

approval by the majority Members of the Barangay Council.

RESOLVED FINALLY that a copy of which be submitted unto concern

government offices for the Evaluation and considerations.
