Prime Minister of India, Shri Narendra Modi has been awarded the Ig Nobel Prize 2020 for Medical Education.
He has been awarded the prestigious award for “using the COVID-19 pandemic to teach the world that
politicians can have a more immediate effect on life and death than scientists and doctors can”. PM Modi is
the second Indian Prime Minister to be honored with the Ig Nobel Prize. (After Atal Bihari Vajpayee)
Apart from this, the governments of India and Pakistan jointly won the Ig Nobel Peace Prize 2020 for having
their diplomats surreptitiously ring each other’s doorbells in the middle of the night, and then run away

Time Magazine has released the TIME 100 Most Influential People List 2020. Prime Minister of India, Shri

 RBI Announces Measures to Foster Orderly Market Conditions


The Reserve Bank of India has announced the following measures to ensure the orderly functioning of
financial markets in India (weakened due to COVID-19):

Additional special open market operation of Rs 20,000 crore: The Reserve Bank will conduct additional
special open market operation involving the simultaneous purchase and sale of Government securities
for an aggregate amount of Rs. 20,000 crore in two tranches of Rs. 10,000 crore each.
Term repo operations for an aggregate amount of Rs. 100,000 crore: The Reserve Bank will conduct
term repo operations for an aggregate amount of ₹100,000 crore at floating rates (i.e., at the prevailing
repo rate) in the middle of September 2020 to assuage pressures on the market on account of advance
tax outflows. The banks which had availed of funds under the previous long-term repo operations
(LTROs) may reduce their interest liability by returning funds taken at the repo rate prevailing at that
time (5.15 per cent) and availing funds at the current repo rate of 4 per cent.
Increase of HTM up to an overall limit of 22 per cent of NDTL: Currently, banks are required to maintain
18 per cent of their net demand and time liabilities (NDTL) in SLR securities. The extant limit for
investments that can be held in HTM category is 25 per cent of total investment. Banks are allowed to
exceed this limit provided the excess is invested in SLR securities within an overall limit of 19.5 per cent
of NDTL. RBI has decided to allow banks to hold fresh acquisitions of SLR securities acquired from
September 1, 2020 under HTM up to an overall limit of 22 per cent of NDTL up to March 31, 2021.

 RBL Bank launches cardless cash withdrawal facility through ATMs via MoBank app in partnership with
Empays Payment Systems
 Aditya Birla Idea Payments Bank and Westpac Banking Corporation ceased to be a banking company: RBI
 SIDBI in association with the Maharashtra state government will be setting up a Project Management
Unit (PMU), in order to boost the MSME ecosystem in Maharashtra.
The role of PMU will be to design schemes and programs in the areas of equity support, interest
subvention, resolution of stressed MSMEs, and supporting them. It will also facilitate other need-based
interventions based on an evaluation of the existing status of MSMEs.
Apart from Maharashtra, the bank has already appointed an agency that would look at setting up PMUs
in 10 other states- Assam, New Delhi, Haryana, Rajasthan, Uttar Pradesh, Uttarakhand, Gujarat,
Karnataka, Andhra Pradesh and Tamil Nadu.
 RBI Releases Revised Priority Sector Lending Guidelines
The Reserve Bank of India has reviewed the priority sector guidelines to align it with emerging national
priorities and bring a sharper focus on inclusive development.
Some new categories eligible for finance under the priority sector have been added like- Bank finance to
start-ups (up to Rs 50 crore); loans to farmers for installation of solar power plants for solarisation of
grid-connected agriculture pumps and loans for setting up Compressed Bio-Gas (CBG) plants.
Some of the salient features of revised PSL guidelines are:

To address regional disparities in the flow of priority sector credit, higher weightage have been assigned
to incremental priority sector credit in ‘identified districts’ where priority sector credit flow is
comparatively low.
The targets prescribed for “small and marginal farmers” and “weaker sections” are being increased in a
phased manner.
Higher credit limit has been specified for Farmers Producers Organisations (FPOs)/Farmers Producers
Companies (FPCs) undertaking farming with assured marketing of their produce at a pre-determined
price.
Loan limits for renewable energy have been increased (doubled). from Rs 15 lakhs to Rs 30 lakhs
For improvement of health infrastructure, credit limit for health infrastructure (including those under
‘Ayushman Bharat’) has been doubled.

LazyUPI is a first of its kind digital credit card that combines the power of UPI and the Buy-Now-Pay-
Later concept to enable users access to real-time credit using Unified Payments Interface (UPI) across
omnichannel networks..
 Finance Minister launches Doorstep Banking Services by PSBs
Union Minister of Finance, Smt. Nirmala Sitharaman launched the Doorstep Banking Services by Public
Sector Banks (PSBs).
The service aims to provide banking services to the customers of Public Sector Banks at their doorstep
via three modes-
Call Centre (18001037188 or 18001213721)
Web Portal (www.psbdsb.in)
Mobile App (Doorstep Banking(DSB)
The targetted customers are- Senior citizens, Defense personnel, CRPF, widows, Divyangindividuals,
Students, Salaried employees, Corporate clients, Retail shopkeepers and street vendors.
The service is available in 11 languages. It aims to deliver the services in 3 hours. For this 100 Doorstep
banking centres have been established across India.
All 12 Public Sectors banks have been covered in this scheme.
Available Services: Services like- Cheques/DD/PO, New cheque book requisition, 15G, 15H forms, IT
Challan, Standing Instructions request, A/c Statement, Non-personalised Cheque Books, DD, PO, Prepaid
instrument/Gift card, TDS / Form 16 Certificate issuance, Term Deposit Receipt /Acknowledgement can
be availed by the customers at their doorsteps.
 SBI managing director C S Setty has announced that State Bank of India will launch a loan product,
SAFAL, for organic cotton growers who don’t have any credit history.
It stands for Safe and Fast Agriculture Loan (SAFAL). SBI will use Artificial Intelligence (AI) and Machine
Learning (ML) for this purpose.
 Bank of Baroda has topped the EASE Banking Reforms Index 2.0. State Bank of India and erstwhile
Oriental Bank of Commerce are second and third respectively.
EASE (Enhanced Access and Service Excellence) reform index is prepared by the Indian Banking
Association (IBA).
 ICICI Bank has launched a new product named iStartup 2.0, to cater to the banking needs of startups and
entrepreneurs.
 RBI defines Role and selection criteria of Chief Compliance Officer (CCO) in Banks
The Reserve Bank of India has released the guidelines to be followed by commercial banks for the
appointment of Chief Compliance Officer (CCO).
Scheduled Commercial Banks (Excluding RRBs), Local Area Banks, Small Finance Banks and Payment
Banks have to appoint a Chief Compliance Officer (CCO) to have an effective compliance culture,
independent corporate compliance function and a strong compliance risk management programme at
bank and group level.
Here are some of the norms to be followed by banks for the appointment of a CCO:
Tenor for the appointment of CCO – minimum fixed tenure of not less than 3 years.
Eligibility Criteria for appointment as CCO
Age – Not more than 55 years;
Experience – The CCO shall have an overall experience of at least 15 years in the banking or financial
services, out of which minimum 5 years shall be in the Audit / Finance / Compliance / Legal / Risk
Management functions;
Rank – The CCO shall be a senior executive of the bank, preferably in the rank of a General Manager or
an equivalent position (not below two levels from the CEO).
 Mastercard has announced that it has launched a Central Bank Digital Currencies (CBDCs) Testing
Platform that will enable Central Banks to assess and explore national Digital Currencies.
 Titan partners with SBI to launch contactless payment watches “Titan Pay”
 Mexico has become the first country in the world to issue a sovereign bond linked to the sustainable
development goals set by the United Nations. It has raised EUR 750 million ($890 million) by such bonds.

 Bandhan Bank launches new vertical named Emerging Entrepreneurs Business (EEB) to focus on small
businesses
 ICICI Home Finance launches home loan scheme ‘Apna Ghar Dreamz’ for skilled workers

 The Karnataka Vikas Grameena Bank (KVGB) has launched a special gold loan scheme titled ‘Vikas Laghu
Suvarna’ with a reduced interest rate of 7.25 percent.
 State Bank of India has launched a programme named “Mahila Atmanirbharshil Aachani” (meaning-
Women Self-Reliance programme) in order to accelerate Self Help Group (SHG) finance in the Bank.
 IDFC First Bank will launch a contactless debit card-based payment facility, SafePay. It will allow
transactions up to Rs 20,000 per day. ( to be launched in September 2020 end)
The per transaction limit will be Rs 2000 under this payment facility of SafePay.
 The Reserve Bank of India (RBI) will implement the “’Technology Vision for Cyber Security’ for Urban Co-
operative Banks (UCBs) – 2020-2023” to enhance the IT security system of Urban Co-operative banking
to prevent, detect, respond to and recover from cyber-attacks.
RBI will achieve this objective using its five-pillared strategic approach ‘GUARD’. GUARD denotes:
G – Governance Oversight,
U – Utile Technology Investment,
A – Appropriate Regulation and Supervision,
R – Robust Collaboration
D – Developing necessary IT, cyber security skills set.
To accomplish the five pillared approach, RBI has established 12 specific action points.
The implementation of this Technology Vision document will strengthen the cyber resilience of the
Urban Co-operative Banks.

 RBI to introduce Positive Pay System for Cheque Truncation System from January 01, 2021
The Reserve Bank of India has announced to launch the facility of Positive Pay System for Cheque
Truncation System (CTS) i.e the cheques cleared through CTS (movement of the image of cheque in
place of physical movement of cheque).
Positive Pay in CTS will be developed by NPCI which manages the CTS in India.
Under this facility, the issuer of the cheque will submit the important details (like date, name of the
beneficiary / payee, amount, etc.) of large value cheques to the drawee bank. These details will be
crossed checked against the actual cheque that is presented on the CTS. This will help in preventing
cheque fraud.
NPCI will make this facility available to the commercial banks. These banks in turn will make this facility

however mak this facility compulsory for cheques with the amount of Rs 5 lakh and above.
Positive Pay System will be implemented from January 01, 2021.
 RBI approves 3-member committee of directors for Lakshmi Vilas Bank; Head- Meeta Makhan
 The Reserve Bank of India has extended the timeline for which banks can avail funds under the marginal
standing facility (MSF) at the rate of 3% of its NDTL till March 31, 2021.
Normally, banks are allowed to avail maximum funds under MSF from RBI at 2% of its net demand and
time liabilities (NDTL). After COVID-19, RBI had allowed banks to dip 1% extra to this limit, that is now
banks could borrow money from RBI under MSF, at 3%.
 SBI Card has launched its new brand campaign titled ‘Contactless Connections’, which aims to spreads
the message that love and care can be shared even during this difficult period where social distancing is
the norm.

 Durgapur, West Bengal based CSIR-CMERI (Central Mechanical Engineering Research Institute) has
developed the World’s Largest Solar Tree, which has been installed at the residential colony of the
institute.
The installed capacity of the Solar Tree is above 11.5 kWp (kilowatts peak) on a daily basis. The solar tree
has an annual capacity to generate 12,000-14,000 units of Clean and Green Power. There are a total of

 Child Mortality Rate in India declined substantially between 1990 and 2019: UNICEF Report
According to the new mortality estimates released by UNICEF, India’s child mortality rate has declined
substantially between 1990 and 2019.
The under-five mortality rate (deaths per 1,000 live births) in India declined to 34% in 2019 from 126% in
1990.
The Levels & Trends in Child Mortality’ Report 2020 is a joint work of UNICEF, the World Health
Organization (WHO), the Population Division of the United Nations Department of Economic and Social
Affairs and the World Bank Group.
Key Points

India registered a 4.5 percent annual rate of reduction in under-five mortality between 1990-2019.
The number of under-five deaths in India (i.e the probability of dying at age less than 5 years) reduced to
824,000 in 2019 from 3.4 million in 1990.
The infant mortality rate (deaths per 1,000 live births) in India declined from 89 in 1990 to 28 in 2019.
Globally, the number of global under-five deaths dropped to its lowest point on record in 2019 down to
5.2 million from 12.5 million in 1990.
 Ministry of Shipping has launched the SAROD-Ports’ (Society for Affordable Redressal of Disputes –
Ports) which is a Dispute Redressal Mechanism for all kind of disputes of the maritime sector.

The Ministry of Housing and Urban Affairs (MoHUA) has launched the Climate Smart Cities Assessment
Framework (CSCAF) 2.0.
Objective: To provide a clear roadmap for cities towards combating Climate Change while planning and
implementing their actions, including investments.
The initiative was launched by Hardeep Singh Puri, Minister of State (Independent Charge) for Housing
and Urban Affairs on 11 September in a virtual event organised by the Smart Cities Mission.
The framework comprise of 28 indicators across five categories. They are:
Energy and Green Buildings,
Urban Planning, Green Cover and Biodiversity,
Mobility and Air Quality,
Water Management and
Waste Management.
The CSCAF 2.0 initiative will be implemented by the MoHUA, with support from the Climate Centre for
Cities under National Institute of Urban Affairs (NIUA).
CSCAF initiative will inculcate a climate-sensitive approach to urban planning and development in India.

 PM Modi lays foundation stone of nine highway projects worth Rs 14,258 Cr in Bihar; launches Ghar Tak
Fibre project
Prime Minister of India, Shri Narendra Modi laid the foundation stone of nine highway projects worth
Rs. 14,258 crore in Bihar through video conferencing on 21 September 2020.
These highway projects includes constructing road length of about 350 kilometres at a cost of Rs. 4258
crore and three bridges.
PM Modi also inaugurated the Ghar Tak Fibre project, under which all the 45,945 villages of Bihar will be
connected through Optical Fibre Internet Service.
 India and the Maldives have launched the first ever Direct Cargo Ferry Service on 21 September 2020 to
boost trade between the two countries.
The cargo ferry service will connect the Indian ports of Tuticorin and Cochin ports with Kulhudhuhfushi
and Male ports in the Maldives.
 Railway plans to complete 100 % electrification of its broad gauge routes by 2023
 Government Increases SDRF Spending Limit by States from 35 percent to 50 percent to tackle COVID
situation. For 7 states with high COVID-19 cases. These are- Andhra Pradesh, Maharashtra, Karnataka,
Punjab, Tamil Nadu, Uttar Pradesh and Delhi.
 Prime Minister Narendra Modi interacted with fitness experts, citizens and influencers from across the
country during a nation-wide online Fit India Dialogue on 24 September 2020, to mark the one-year
anniversary of Fit India Movement.
PM Modi also launched the ‘Fit India Age Appropriate Fitness Protocols’ during the event.
This fitness protocols have been prepared with the help of fitness enthusiasts for fitness and good
health.
It has been prepared for three age categories which includes:
5-18 years category
18-65 years category
65 plus age category
 On 29 September 2020, Prime Minister Narendra Modi inaugurated six mega projects in Uttarakhand
under the Namami Gange Mission through video conference.
These projects include:
Construction of a 68 MLD (million liters per day) STP and up-gradation of the existing 27 MLD STP at
Jagjeetpur, in Haridwar
Construction of an 18 MLD STP at Sarai, in Haridwar.
Inauguration of a 26 MLD STP at Lakkadghat, in Rishikesh
7.5 MLD STP in Chandreshwar Nagar
5 MLD STP at Chorpani
2 STPs with capacities of 1 MLD and 0.01 MLD at Badrinath
Other inaugurations done by PM Modi includes
“Ganga Avalokan”, the first museum on River Ganga, located at Chandi Ghat, Haridwar. The museum
will showcase the culture, biodiversity and rejuvenation activities done in Ganga river.
A book titled, ‘Rowing down the Ganges’, co-published by National Mission for Clean Ganga & Wildlife
Institute of India.

 India’s top regulator of medical education, National Medical Commission (NMC) comes into existence,
replacing Medical Council of India (MCI).
Dr Suresh Chandra Sharma, former head of the All India Institute of Medical Sciences (AIIMS-ENT
department), Delhi, has been appointed as Chairman of NMC for a period of three years.
 The Researchers at the Indian Institute of Technology (IIT) Madras have come up with an indigenously-
made Microprocessor, named ‘MOUSHIK.’
 The Union Home Minister Amit Shah inaugurated the ‘Destination North East-2020’, through video-
conferencing on 27 September 2020. The theme for ‘Destination North East 2020’ is ‘The Emerging
Delightful Destinations’.

 The Shiromani Akali Dal (SAD), the oldest ally of Bharatiya Janata Party-led National Democratic Alliance
(NDA), has quit the coalition due to the differences over the three farm bills which were recently passed
by Parliament.

 Defence Minister Rajnath Singh has launched a life insurance scheme named “Chhavni COVID: Yodha
Sanrakshan Yojana”, for the employees working in cantonment areas across India.
The Chhavni COVID: Yodha Sanrakshan Yojana is a group life insurance scheme that will provide a cover
of Rs five lakhs each to more than 10,000 employees in all 62 cantonment boards, in the event of any
unfortunate fatal calamity.
The scheme will be implemented by the Life Insurance Corporation (LIC) of India.
 The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has approved ‘Mission Karmayogi’
a National Programme for Civil Services Capacity Building (NPCSCB).
Mission Karmayogi is a unique skill building programme for civil servants across the country to prepare
them for the future by making them more creative, constructive, imaginative, innovative, proactive,
professional, progressive, energetic, enabling, transparent and technology-enabled.
The main objective of this Mission is to build future-ready civil servants with right attitude, skills &
knowledge, with focus on competency led capacity building.

 The state government of Assam re-launched an old scheme titled ‘Swami Vivekananda Assam Youth
Empowerment (SVAYEM)’ on 4 September 2020, which aims to provide self-employment to around 2
lakh youths of the state.
The SVAYEM scheme was launched by the government in 2017-18. The scheme has been re-launched
with a budget of Rs 1000 crore.
 The Karnataka Cabinet has approved a project titled ‘Rejuvenating Watersheds for Agriculture Resilience
through Innovative Development (REWARD)’. The total cost of this project is Rs 600 crore.
 Chief Minister of Andhra Pradesh, YS Jagan Mohan Reddy has launched two nutrition schemes ‘YSR
Sampoorna Poshana’ and ‘YSR Sampoorna Poshana Plus’ to provide nutritious food to pregnant women,
lactating mothers and children in the state.
YSR Sampoorna Poshana will cover the urban and rural areas lying in plain lands while YSR Sampoorna
Poshana Plus is intended to supply nutritious food exclusively in 77 Tribal areas covering 8320
Anganwadi Centres.
 PM Modi launches PM Matsya Sampada Yojana and e-Gopala App
Pradhan Mantri Matsya Sampada Yojana has been launched in 21 states with an outlay of Rs 20,050
crore for a period of 5 years (during 2020-21 to 2024-25). The scheme aims to bring about the Blue
Revolution through the sustainable and responsible development of fisheries sector in India.
The government aims to double fish exports in the coming 3-4 years.
The e-Gopala app is a comprehensive breed improvement marketplace and information portal for the
direct use of farmers. It will give all the information related to cattle care, from productivity to its health
and diet. The app will help the farmers to choose better quality livestock without the help of
middlemen, which will make it easier for cattle owners to buy and sell animals.

 Atal Innovation Mission (AIM), NITI Aayog has launched the Aatmanirbhar Bharat ARISE-Atal New India
Challenges to foster innovation in Indian MSMEs and startups.
The programme will support research-based innovations by providing funding support to MSMEs and
startups up to Rs 50 lakh.
The programme will be driven by Atal Innovation Mission (AIM) along with Indian Space Research
Organization (ISRO) and four Government Ministries– Ministry of Defence; Ministry of Food Processing
Industries; Ministry of Health and Family Welfare; and Ministry of Housing and Urban Affairs.

 Govt increases scholarship amount under ‘Pragati and Saksham’ schemes for J&K students to Rs 50,000
Pragati scheme- This scheme provides scholarships to the girls of UT Jammu and Kashmir who belong to
families having an annual income of less than Rs 8 lakh and who shall be admitted in the AlCTE approved
institutions for the session 2020-21.
Saksham scheme– This scheme provides scholarships to all specially-abled students with 40% disability
and belonging to families with annual income less than Rs 8 lakh. They should be pursuing technical
education at degree or diploma level.
 The Department of Posts has launched a new scheme called Five Star Villages, to ensure universal
coverage of flagship postal schemes in rural areas of the country.
The scheme aims to bridge the gaps in public awareness and reach of postal products and services,
especially in interior villages.
 The Chief Minister of Odisha, Naveen Patnaik launched a new scheme named ‘GARIMA’ which aims to
ensure the economic safety and social dignity of core sanitation workers in the state.
Initially, the state government has allocated a corpus fund of Rs 50 crore for the scheme.
 India’s ‘largest piggery mission’ launched in Meghalaya. The overall cost of the project is estimated at
Rs. 209 crore.
It will be funded by the National Cooperative Development Corporation (NCDC).
 The Insurance Scheme announced under Pradhan Mantri Garib Kalyan Package for health workers who
are fighting to contain COVID-19 has been extended for another six months till March 2021.
 Maharashtra launches ‘My Family, My Responsibility’ campaign to tackle Covid-19
 Karnataka Chief Minister B.S. Yediyurappa launched the “Arthika Spandana” programme on 16
September 2020, under which loans worth Rs. 39,300 crore would be disbursed through various
cooperative institutions, for helping people during the times of COVID-19 and floods.
 Chief Minister of Gujarat, Vijay Rupani has launched a scheme named Mukhyamantri Mahila Utkarsh
Yojana (MMUY) that will provide interest-free loans to women’s groups in the state. Under the scheme,
Gujarat State Govt will provide an interest-free loan of Rs 1 lakh to these one lakh women JLEGs.
 The Government of India has approved a total outlay of Rs.600.00 crores for the PM SVANidhi scheme.
 The Union Ministry of Youth Affairs & Sports and the United Nations Children Fund (UNICEF) have signed
a “Statement of Intent” to establish YuWaah-Generation Unlimited (GenU), a global multi-stakeholder
platform in India, to equip young people in India with the skills they need to fulfil their potential and lift
up their communities.
The YuWaah initiative is linked to the global Generation Unlimited (GenU) movement of UNICEF, which
began in New York in September 2018.
 The Chief Minister of Rajasthan, Shri Ashok Gehlot has approved the Rajasthan State Road Transport
Corporation’s scheme called ‘Moksha Kalash Yojana-2020’.
This Moksha Kalash Yojana aims to allow free bus travel to two members of the family of the deceased
to immerse ashes of their loved ones in the Ganga in Haridwar.
 Assam Government launches Mukhyamantrir Grammya Paribahan Achoni to improve rural connectivity
 The Pradhan Mantri Sahaj Bijli Har Ghar Yojana -“Saubhagya Scheme” has completed three years of
inception on 25 September 2020.
 Madhya Pradesh CM launches ‘Mukhyamantri Kisan Kalyan Yojna’ on lines of PM-Kisan Scheme. Under
the Mukhyamantri Kisan Kalyan Yojna, the MP state government would transfer Rs 4,000 to accounts of
1,75,000 farmers in the state.
