National Rural Employment Guarantee Scheme - Bihar: Mukhyamantri Gramin Peyjal Nishchay Yojana (Jal Nal Yojna)
It has been prepared under the provision of National Rural Employment Guarantee Act, 2005. It
guarantees 100 days of employment in a financial year to any rural household whose adult
members are willing to do unskilled manual work. In case of failure to provide job, the labourer
will be compensated with unemployment allowance. This scheme has been launched in 23
districts of Bihar Viz Araria, Aurangabad, Bhabhua, Bhojpur, Darbhanga, Gaya, Jamui,
Jehanabad, Katihar, Kishangunj, Lakhisarai, Madhubani, Munger, Muzaffarpur, Nalanda,
Nawada, Patna, Rohtas, Samastipur, Sheohar, Supaul, Vaishali from 2nd February 2006.
Bihar State Rural Employment Guarantee Scheme 2005 has been launched by the Government
of Bihar in 15 districts Viz Arwal, Banka, Buxar, Begusarai, Bhagalpur, East Champaran ,
Gopalgunj, Khagaria, Madhepura, Saharsa, Saran, Seikhpura, Sitamarhi, Siwan, West
Champaran from 2nd February 2006. Bihar State Rural Employment Guarantee Scheme is being
implement with state fund and on the same pattern as Bihar Rural Employment Guarantee
Scheme 2005.
This programme is being implement through P.R.I.s 50% of Total available fund is made
available to the Gram Pancahayat 30% to the Panchayat Samiti and 20% to the Zila Parishad.
Objective is To provide potable (safe & drinking) water facilities in 58,612 rural wards of
4,291 Gram Panchayats out of a total 1,14,691 rural wards in 8386 Gram Panchayats in
the state.
FY 2019-2020 : Against a cumulative target to provide potable (safe drinking) water
facilities to 58,612 rural wards, work is under progress in 35,775 rural wards and has
been completed in 28,665 rural wards. Work has not been started in 14,119 rural wards so
far.
The objective is to provide all weather connectivity and drainage facilities in all 1,14,691 rural
wards of 8,386 Gram Panchayats in the state.
Construction of 1,181 units is in progress against 1435 approved units. 1,043 Panchayat
Sarkar Bhawans have been completed, 909 newly built Panchayat Sarkar Bhawans
transferred and 613 Panchayat Sarkar Bhawans are under construction.
LSBA aims to achieve an Open Defecation Free Bihar by improving the cleanliness index of
rural areas with special focus on Behavioural Change Communication (BCC) among the
community members. The objective is to make 8404 GPs of 534 blocks in 38 districts of rural
Bihar ODF, covering a total of 1.6 crores.
Jal jeewan Hariyali
Under this scheme, the farmers of the state will be able to build ponds to get subsidy by the state
government. The objective is to promote tree/ sapling plantation. It will help to make ground
water recharge a part of sustainable development. Seeing the long term goal it will help in water
shortage problem and pure air.
These are the main programmes run by bihar government, with the help of panchayti raj
department and other departments of bihar government.
