Executive summary
This document is an update of the Radio LTE key performance indicators of the Orange Group,
featuring KPIs for different official Orange 4G suppliers: ALU, E///, Huawei and Nokia.
This release has been updated for the following network releases (most of the formulas should
also be good for earlier and later releases):
 ALU LR13.3&LR14.1&LR15.1
 E/// L13B & L14B & L15B
 Huawei eRAN6.0 & eRAN8.0 & eRAN11
 Nokia RL60 & RL70 & FL-15
Due to the unavailability of some counters, sometimes it is impossible to provide similar
mapping for different suppliers & sometimes the supplier counters do not match Orange
requirements. In this case, an approximate formula is provided.
The first main objective of this release is to review the availability of all the KPIs for the
latest eRAN releases and update some formulas to improve alignment across suppliers. The
second main objective is to add a section dedicated to temporal, spatial and multi-vendor
aggregation. Section 2 ‘KPIs Aggergation’ has been included to avoid misunderstanding
about how KPIs should be aggregated.
The most critical changes concern Nokia, as definitions of CSSR and DCR have been changed
due to disappearance of some counters in the recent Nokia eRAN releases.
Some samples taken from the field allowed to correct some errors in the formulas created in the
previous releases of this document (e.g. VoLTE).
This document aims at describing the current knowledge on radio LTE KPIs, which can be
used for different Orange Networks for instance for the reporting in Morpheus.
This update of the LTE Radio KPIs was possible thanks to the contribution of experts from
different countries.
KPIs marked as  should be reported via Morpheus portal from H2 2016.
The corporate network performance monitoring tool OSIRIS will be updated with new KPIs
before end of Q2 2016. Affiliates using Osiris will be able to access new KPIs through Morpheus
module in Osiris.
If not stated otherwise, the KPIs in this document refer to both LTE FDD and LTE TDD.

1. INTRODUCTION

The work performed in this document is based on the contribution of the different LTE MCOs and
other entities in the Orange Group.

Each indicator table contains the following information:

A network status indicator is used in order to measure the Radio Access Network characteristics.
There is no associated target or objective. A performance indicator is used to measure the
performance of the Radio Access Network.

For MCOs which have more than one eUTRAN suppliers, they have to report the values separately as
indicated under Morpheus.

2. KPIS AGGREGATION

The type of aggregation used to calculate the final KPIs is crucial for consistent results. Each KPI
needs to be aggregated in time and space domain, and in case of multi-vendor environment
additional, multi-vendor calculation rule needs to be applied. Moreover, the type of aggregation
depends on the metrics, this is a case for multi-vendor environment in particular, where weighting
different KPIs (calculated for each vendor separately) is often more relevant than summarizing
counters from different vendors (ratios are comparable between different vendors but expressions
contributing to these ratios might be incomparable).
The two tables below present recommended aggregations in time/space domain and for multivendor
environment.

This KPI shows the eNB (radio part) observed probability to set up an end to end
connection for VoLTE. Under the end to end, a connection to be provided with an
either initial or additional E-RAB at request is meant.
This KPI consists of four phases: RRC, S1, ERAB QCI_5 (VoLTE default bearer) and
ERAB QCI_1 . Both initial and additional ERAB setup attempts and successes are
included in the KPI. RRC and S1 are calculated for all types of services and only
ERAB parts consider typical QCI’s required by VoLTE.

It is assumed that statistically RRC SSR and S1 SSR for VoLTE is the same as for any
other type of
of service. The ERAB component considers initial setups of QCI 5 and

The KPI describes the setup success ratio of the elementary E-RAB setup procedure
used to setup the E-RAB between MME and UE. It indicates the E-UTRAN
contribution to network accessibility for the end-user, not the whole end-to-end
service accessibility. This KPI can be used to evaluate the ERAB setup success rate of
the VoIP service in a cell or a cluster. This KPI is calculated based on the counters
Calculation rule (both the ERAB setup attempts (QCI1) and the successful ERAB setup (QCI1)
counters) measured at the eNodeB.

This KPI includes both initial and additional eRAB setups.
