CHAPTER ONE

INTRODUCTION

BACKGROUND OF THE STUDY

1. Sri Lanka Air Force's flying formations carry out daily aircraft maintenance
services, as well as aircraft preparation, flight inspection after the flight. Therefore, all
the tools needed to carry out these services are provided in the tool store of the
respective flying formation.

2. In SLAF flying formations, the current method adopted for making in/out of
tools appears to be more time-consuming due to manpower and book recording. Also,
when a number of emergency services occur in the flying formation, the equipment is
frequently issued and received, which in turn increases the likelihood of any mistakes
or omissions by the service personnel involved. Being more efficient in the aircraft
maintenance service of the flying formation while increasing the productivity of the
aircraft as well as the entire Sri Lanka Air Force. The point is that the extra time spent
on acquiring service related tools.

3. In the event of an overload of maintenance services, and in particular the


receipt of written instruments and the proper inspection and return of the instrument,
it is not possible for the individual service person to do the work alone. However, the
work done to a certain extent by employing not a single service person, but a few has
reduced the manpower required for other services. This reduces the efficiency and
effectiveness of the maintenance service.

4. However, in many other sectors and in various organizations, they are


increasingly using modern technology. For example, when purchasing a product from
a supermarket complex, the name and the price of the product can be delivered to the
customer using the latest technology, rather than simply handing over the bill to the
customer. (With the help of Barcode reader).

5. Therefore, it is timely to consider the effective management of personnel and


the use of modern technology for necessary work.

6. Therefore, this research seeks to propose such a methodology by using modern


technology to create a more effective and efficient and practical method for out and in
tools on a daily basis in aircraft flying formations.

SIGNIFICANCE OF THE STUDY

7. Sri Lanka Air Force as a professional military has to ensure national security
and maintain the operational readiness throughout fulfilling all maintenance
requirements. The following are particularly relevant.

a. Proper management of man power.

b. Utilitation of resources effectively and efficiently

c. Make the best use of modern technology.

8. That is, by efficiently performing the Air Services and Maintenance Services
of the Air Force flying formation, thereby increasing the effectiveness of the flying
formation as well as the overall Air Force with the higher productivity. However still
we have been using a manual system for tool in and out which consuming time.
Therefore, the focus is on the use of new technology to manage the ground support
equipment for aircraft and to suggest an in / out procedure that requires less
manpower and flexibility for the 2025 Smart Sri Lanka Air Force Concept.

RESEARCH PROBLEM

9. The following scenario can give you a better idea of the time spent on tool
management in aircraft flying formations.
a. For the minor service of aircraft, 60 tools in need to be released.

1) In the current method with all records writing on book, the time
it takes to release one tool is one minute.

2) So it takes 60 minutes to release the required 60 tools.


(1 minute*60 = 60 minutes)

3) That is, it takes at least one hour to release the tools according
to the existing method.

b. With the introduction of new technologies and new technologies in the


world, these tools can be released in as little as 30 seconds.

1) Then the total duration is 30 minutes.

2) That means the new system has 30 minutes left.

3) Using that spare time, we can take care of another aircraft if we


need it. Otherwise, the maintenance of the aircraft can be checked
again and the quality can be improved.

c. This means that it is important to develop a system to release and


reload equipment using the latest technology to increase the efficiency and
effectiveness of aircraft maintenance.

SCOPE OF THE STUDY

10. The Sri Lanka Air Force has 12 flying squadrons. Although all of these
squadrons have the issue being discussed, the research study is about No.01 Flying
Training Wing.

LIMITATIONS

11. The limitations of the study are as following.

a. With the academic schedule, it is difficult for the researcher to go


through all the flying formations in SLAF.

b. There is only limited number of books in academy library regarding


tools and technologies.

RESEARCH QUESTIONS

12. Followings are the research questions of the study.

a. What are the impacts for the maintenance of aircraft from the
procedure adopted for the efficiency and effectiveness in flying formations?

b. Are human factor effected on the efficiency of the maintenance aspects


of flying formations because of currently used manual tools in out procedure?

c. What are the procedures adopted by other organizations to enhance the


productivity in tools in /out and is it applicability to SLAF?

RESEARCH OBJECTIVES

13. The objectives of this research are,

a. To identify the impact for the maintenance of aircraft from the


procedures adopted for the efficiency and effectiveness in flying formations.

b. To identify whether human factor effect on the efficiency of flying


formations because of using manpower to current tools in out procedure

c. To identify the procedures adopted by other organizations to enhance


the productivity in order to implement them to improve the efficiency and
effectiveness of the tool in / out procedure in SLAF flying formations.

INTRODUCTION TO THE CHAPTERS

14. The study was organized under following chapters.

a. Chapter One. The first chapter of this research contains a brief


introduction on tool in / out system in SLAF flying formations and about
procedures that going on regarding tool in / out in SLAF flying formations.
Description of research problem, research objectives, research questions and
the significance of research was also mentioned in this chapter.

b. Chapter Two. All the literature found with regard to the subject area
and the theories related to the tools management and controlling have been
discussed in detail under this chapter.

c. Chapter Three. This chapter describes the methodology of the study


which include methods and sources of data collection, sample planning, and
analyzing method, limitations of the study, conceptualization and
operationalization.

d. Chapter Four. Data presentation and analysis and findings of the


research and discussions.

e. Chapter Five. Conclusion and recommendations to propose a best


procedure to be implemented in efficiency and effectiveness of tool stores in
Sri Lanka Air Force flying formations.
