District Muzaffarghar- Gender Equality vs. Equity - the case of education provision and enrolment!
The data in tables (a) and (b) above highlights a very important issue regarding provision of education with respect
to gender. Whilst the institutional provision at primary level (katchi to Grade 5) is almost equal in Muzaffarghar
district the enrolment of girls is 6% less than boys
The data is however, more stark and illustrative at the middle level (Grades VI-VIII), where the provision for girls’
institutions is higher than boys but enrolment is much lower at 37% for girls and 63% for boys. Thus, on the one
hand, gender equality in provision is available, but gender equity is not which is based on: addressing issues such
as, distance and security of travel to the school, security within the school, quality of education with respect to
teacher provision, conducive learning environment with adequate facilities, positive attitudes and of course
poverty.
Another important point to consider from the data is that there are only 17% enrolled girls in middle schools when
compared to their enrolment at the primary level! This also reinforces the transition gaps from primary to middle
level of education, which in turn is a disincentive for many households who do not see a future for girls’ education
or for that matter of boys as primary graduates!
These are critical policy and planning issues that need advocacy and must be addressed urgently
There are 109 Union Councils (UCs) and the target schools for the project have been selected from 15 UCs. These
are Ahmad Mohana ,Bakaini, Baseera, Beelay Wala,Dani,GES Usman Coria ,Khan Garh,Manak Pur,Manka
Bhutta,Meer Hazar Khan,Muzaffargarh,Shah Jamal,Sharif Shajra,Usman Korea,Utra Sandeela, Nine schools in
need of urgent support have been identified for Whole School Improvement Program (WSIP), and will be provided
both, infrastructure and soft interventions of construction, and capacity building. There are 37 schools additionally
Enrolment in 9 WSIP schools is 999 and of these 93% are girls. The number of teachers is 20.
Enrolment in 9 target schools will be increased during the project period by 15-20% (1150 -1200) at primary
level through, improvement in infrastructure, community mobilization, teachers’ training and learning materials.
In the 37 cluster schools, there are 98% girls. Enrolment is targeted to increase by at least 10% during the project
period in primary grades.
The average PTR of 9 target schools is 1:50, significantly above the government ratio of 1:40. In primary
schools with 6 grades, multi-grade teaching is a reality with an average of only two to three teachers. Teachers are
entitled to many official holidays as per government leave rules. Missing facilities in schools compound the quality
challenge. For an ideal of classrooms in 9 schools, there are only 22 rooms available and 7 classes are held in
verandahs in multi-grade setting. Washrooms, electricity, clean drinking water, furniture all need urgent attention
for a conducive learning environment.
The School Councils are present but are ineffective. Classrooms observations reveal on a scale of 1-5 an average
of 2, in classroom environment measured across 12 indicators.
The Muzaffargarh district takes the name from the town where the headquarter is situated. Muzaffargarh literally
means "Fort of Muzaffar", and is so called because the old town lies inside the walls of a fort built by Nawab
Muzaffar Khan of Multan. The area of the district is 6052 square miles.

Muzaffargarh is a district in the south of the Punjab province. It is spread over an area of 8,435 km². It forms a strip
between the river Chenab on its east and Indus river on its West. It is one of oldest districts of Punjab. According to
the 1998 census of Pakistan, the population of the district was 2,635,903 of which 12.75% is urban

Petroleum Products, Poly Propylene Bags, Power Generation, Readymade Garments, Solvent Extraction, Sugar,

Muzaffargarh is a large district with a population of 2.63 million. The district is administratively divided into

According to 1998 National Census, Muzaffargarh District has a population of 2.63 million with 47.91% females.
The rural population makes up 87.1% of the total population. The overall literacy rate of Muzaffargarh District is
28.5% where rural literacy rate is 24.1% and urban is 55.5 %. Female literacy rate is 14.8%, while male literacy
rate is 40.9%. Projected population growth rate for Muzaffargarh District is 3.38% (DCR 1998). Muzaffargarh is
ranked 33 out of 34 districts in Punjab in terms of literacy rates.

Grade 1:
In WSIP schools district MuzaffarGarh, the students of grade 1 have got the average of 35%
in English and 54% in mathematics. In both areas, the result is average. Results show that
students are week in both subjects and there is an intense need to improvement.
Grade 2:
The average result of English is 40%, the result of mathematics is 35% and G. Science is
28%. Students are weakest in G.Science. The result is below average in all areas/ subjects
(English, Mathematics & G. Science).
Grade 3:
The average result of English is 29%, the result of mathematics is 41% and G. Science is
52%. Result shows that the students are weakest in English. Results are satisfactory in
mathematics and G.Science.
Grade 4
The average result of English is 12%, the result of mathematics is 17% and G. Science is
31%. The result is below average in all areas/ subjects (English, Mathematics & G. Science).
Grade 5:
The average result of English is 11%, the result of mathematics is 13% and G. Science is
17%. Results in all areas are below average.
The average results of students’ learning levels at district level in the areas of math, English
and Science are as follows:
The results of MuzaffarGarh district are weakest in English and barely passing in Maths and
Science. There is an urgent need to support teachers, both in content and pedagogy to
improve the learning levels of students.

Summary:
The status report of learning environment of all WSIP schools in MuzafferGarh shows that the conditions of classroom/learning environment are
below standards and not satisfactory. The condition in GGPS Mehray Wala, GGPS Ahmad Mohana No 2 and GGPS Gulab Wala is very weak. .
There is an intense need of improvement in all assessed areas. Assessment result shows that Teachers need help and training on how they can
managed their classrooms for effective learning and how they can improve classroom sitting arrangements, teaching style, and students’ participation
and displays in classroom. Teachers also need support in making good lesson plans, activities and how they can link topics with different areas of
learning for student’s better understanding. The teachers need special help on they can assess their students, make useful worksheets for assessments
and learn to interpret results for early action. Teachers also need to be trained on the effective use of supplementary books in schools for enrichment
activities (reading club, use of dictionary, washing lines and art work etc) for students.
