AN ORDER LIFTING THE SUSPENSION OF GAMBLING AND GAMING

ACTIVITIES IN BISLIG CITY EXCEPT COCKFIGHTING

WHEREAS, the Local Government Code of 1991 (RA 7160) accords every local
government unit the power and authority to promote the general welfare within its
territorial jurisdiction;
WHEREAS, Mayor Florencio C. Garay signed Executive Order No. 7 suspending
all gambling activities in the City of Bislig;
WHEREAS, Governor Alexander T. Pimentel has issued Executive Order No. 16
lifting the suspension order on gambling and gaming activities in the Province of
Surigao del Sur;
WHEREAS, the Local IATF of Bislig City has recommended to lift the
suspension of gambling activities to the exclusion of cockfighting because of its high
percentage of spreading Covid-19;
WHEREAS, there is an apparent increase of positive cases of Covid-19 in the
City of Bislig and the same might surge higher if gambling activity like cockfighting
will be permitted due to the inevitable physical contact of its participants;
WHEREAS, there is a need to exclude cockfighting in the lifting of the
suspension of gambling and gaming activities;
NOW, THEREFORE, I, FLORENCIO C. GARAY, Mayor of Bislig City, by the
virtue of the power and authority vested in me by law, do hereby order the lifting of the
suspension of all gambling and gaming activities in the City of Bislig except
cockfighting.
