Luciad Air Force related references

Introduction
This document provides a non-extensive list of public references of Air Force related systems
that integrate Luciad technology.

Note that specifically in NATO context Luciad covers every level in the entire picture of Air
Command and Control systems. At the highest strategic level (JFAC or Joint Force Air
Component) there is ICC. At the mid-level (Air Operations Center or AOC, and Combined Air
Operations Center or CAOC) there is ACCS and MASE. At the lower, tactical, WOC and
SQOC level (Wing Operations Command and Squadron Operations Command) NATO uses
NEC CCIS. While ICC is used throughout NATO on all levels and by all forces.

NATO - MASE/MICE
The Multi-AEGIS Site Emulator (MASE) is a flexible, low cost, state-of-the-art solution to
support the execution of air operations. The system provides capabilities for production of a
real-time RAP based on input from active/passive sensors and civilian air traffic control
identification, real-time Battlespace Management and provision of weapons guidance
solutions.
The usage of the LuciadLightspeed has helped to achieve the required real-time
performance for the display and allowed the development team to save significant time; the
ready to use solutions, design patterns and guidelines helped to achieve a solid and
consistent design of the application.

NATO NEC - NEC CCIS


NECCCIS aims to be the Air C2 tool for the lower tactical WOC and SQOC level (Wing
Operations Command and Squadron Operations Command). On this level both commanders
and pilots on wing and squadron level, who often don’t know where they will be deployed
during the next operation, need fast access to information on any device at their disposal.
The versatile browser-based setup of NECCCIS is key in this regard. Based on LuciadRIA
and the latest browser capable technologies, it runs a fully enabled application on any device
equipped with a browser while providing desktop-like performance.

NATO - ACCS
NATO needed a new automated system designed to support the operational and tactical
command and control of air forces and sensors assigned to NATO and the NATO countries
in Europe. The Air Command and Control System (ACCS) program, valued at approximately
$500 million, will support all offensive and defensive air operations, as well as military air
traffic control, command and control resource management, and airspace management.
LuciadLightspeed is currently the geospatial HMI for the entire Non Real Time (NRT) portion
of ACCS. ACCS will be deployed from 2012-2016 in all major NATO air sites (JFAC, CAOC
and AOC level).

NATO - ICC
ICC stands for “Integrated Command and Control System” and is part of NATO’s standard
C2 architecture for the last 15 years. ICC evolved over the years from a tool destined for Air
Command and Control operations to a true Common Operation Picture and Intelligence tool.
As ICC evolved over time, its geospatial requirements expanded as well. For more than 15
years, Luciad has consistently been able to meet the NCIA’s evolving needs by continuously
increasing its product capabilities.

Airbus Defense & Space - Alliance Ground Surveillance


NATO is acquiring the Alliance Ground Surveillance (AGS) system that will give commanders
a comprehensive picture of the situation on the ground. NATO’s operation to protect civilians
in Libya showed how important such a capability is. A group of Allies is acquiring five Global
Hawk remotely piloted aircraft (RPA) and the associated command and control base stations
that make up the AGS system. NATO will then operate and maintain them on behalf of all 28
Allies.
Airbus D&S has developed the Mobile Ground Component using LuciadLightspeed.

Airbus Defence & Space - GIADS


The German Improved Air Defence System or GIADS, is a control and reporting center
developed by Airbus Defence & Space for German national and NATO air surveillance, air
picture production, airspace management and coordination, threat evaluation and mission
control.
GIADS is a state-of-the-art air force C2 system designed for the current and future
requirements of the German air force. It is the command and control system for tactical air
control operations and is in use in all control and reporting centers of the German air force.
The system processes air traffic information delivered by different ground-based radars. The
military air situation displayed is automatically supplemented with civil ATC data (e.g. air
situation from Eurocontrol, flight plans) and forwarded to relevant partner systems.
GIADS is using Luciad products for connecting to, visualizing and analyzing all the real-time,
dynamic and static geospatial information coming in from various military and civil data
sources and sensors.

Havelsan - Turkish Air Force Information System


The Turkish Air Force Information System (TIS) is an Integrated Command and Control
Information System for the Turkish Air Force and is built by Havelsan. The overall goal of TIS
to provide the Air Force with all the integrated core business processes and data to manage
its strategic, tactical and operational planning and decisions.
Havelsan relied on Luciad to develop the system's core visualization capability. The
LuciadLightspeed solution enables the Air Force staff to visualize all info coming from
different sources on one single map view.

Colombian Air Force - SIIOC2


The SIIOC2 is an integrated system supporting all intelligence and ground/air operations
within the Colombian Air Force.
It allows mission planners to consider all relevant intelligence data, human resources,
equipment, weapons, communications, and geographic and meteorological information while
planning and execution their missions.
By integrating all this information, coordination of operations with other armed forces is
facilitated.
Available modules include operations simulation, communication with crew and
management, monitoring and control of activities indirectly related to the mission. Examples
of such indirectly related activities are recruitment processes, training or education, health,
occupation, premium flight payments, aircraft maintenance and equipment, fuel and weapons
control, agreements, systems of integral action, etc.
LuciadLightspeed is used in the operational modules, supporting planning, simulation and
analysis.
LuciadFusion is responsible for information management for the different areas of the Armed
Force. It offers user-friendly integration of data previously collected by the user.

DECSEF - SIVA
DECSEF, a Luciad Certified Partner, developed a prototype for the Air C2 Surveillance
System for the Mexican Air Forces (SEDENA). This system, called SIVA (Sistema de
Informacion para la Vigilancia Aerea), makes use of Luciad products on client and on server
side and was used as the basis for the final system.
On client side they choose LuciadRIA for the browser application and Lucy for the desktop
application. Both applications display live and recorded tracks, ground units with military
symbology (Mil-STD2525b), flight plans and background data.
The client was particularly impressed by the ability of LuciadRIA to declutter labels of of
ground and air troops, visualize units with military symbologies and the powerful filtering
capabilities. All directly in the browser.
The server, based on LuciadFusion, provides the clients with supplement ground unit
information, which are retrieved out of an Oracle database and background data from various
other sources.
