GENERAL COMMENTS : There are 2 roads have to be constructed with this project. There is a
same nature of construction will be conducted for both roads except
minor variations. Both of roads are construction of single lane road with
asphalt laying. Road length is varying and width of the roads has to be
finished with 4 m for this road and 3 m for kokunnawa maranidigama
road without shoulder. There is 0.5 m width has to be constructed for one
side of the shoulder. There will be widening for very small sections in the
roads of this project. These roads are constructed in Anuradhapura and
Nochchiyagama areas.

PROJECT / SITE DESCRIPTION : In Perimiyankulama collage to Galkadawala road, length of the


road to be constructed is 4.9 km and existing road is small
section with macadam and long section with gravel roads. This
road is situated in village area and however, considerable houses
can be observed in this road.

SCOPE OF WORK : Same scope of work is done for both roads. First, they will be
done sub base construction for the roads and then implement
ABC layer. Then they will be applied prime coat to the road and
after applying track coat, finally apply asphalt layer. There will
be no sub base construction for existing macadam road section.
They will apply 10 Tons vibration roller for main road
construction such as sub-base, ABC layer and 1 Tons for the
shoulders. After the applying prime coat, finally, they construct
the road with asphalt layering. They did not decide to construct
culverts in this project for now. At this stage, they decided to
construct earth drains for this roads.
The proposer decided to carry out the work during day time.
They will use construction machines and equipment such as,
Excavator, Motor grader, Bulldozer, Backhoe Loader, Dump
Truck, Water Bowser, Rammer, Poker Vibrator, etc.

RISK TO PRINCIPAL PROPERTY : There are no predictable risk for the principal properties

RISK TO THIRD PARTY : In this road, there can be observed paddy fields, houses,
archaeology reservation forest and bare lands etc. Third party
structures section of the road is very long while other types of
surrounding environment having small length of sections. There
can be observed, block walls and sign boards of the road. Third
party houses are made with concrete structure and some of those
can be observed withing 30 ft distance. They will use 10 Tons
vibration roller for the compaction and 1 tons vibration will
implement for construction of shoulders. Therefore, there is a
high third-party risk due to vibration.

FLOOD RISK : Due to rainy conditions, newly constructed road can be


damaged. In the month of October, second inter monsoon season
will be started and there can be expected higher rainfall during
this month comparing to other months. This project will be
implemented withing October month and can be extended to
various reasons. In this road, small section is having small canal
along with road and parallel to the road. Therefore, considerable
flood risk is available in this road.

PROJECT PROGRESS : There can be observed the embankment and shouldering stages
are completing at the time of inspection. Some of the sections are
still completing at this stage. Therefore, 15% of the project can
be noted as project progress at the time of inspection.

length, and long section with gravel. This road is situated in
village area and however, considerable houses can be observed
in this road.

done sub base construction for the roads and then implement
ABC layer. Then they will be applied prime coat to the road and
after applying track coat, finally apply asphalt layer. There will
be no scope of work for the construction of interlock section
section.
They will apply 10 Tons vibration roller for main road
construction such as sub-base, ABC layer and 1 Tons for the
shoulders. After the applying prime coat, finally, they construct
the road with asphalt layering. There are 9 nos. culverts in this
project and 2 are new constructions while others are repairing the
existing damages. At this stage, they decided to construct earth
drains for this roads.

NOTE : This project is stated on 04th of Mach 2021 by mobilizing the site. However, the
project was lapsed due to Covid-19 pandemic situation and the delay of the supply of the
construction materials and machines. According to the conferred person, they required 2.5-3
months, in order to complete the project. During the project completion period, there are no any
claims and damages occurred for work completion.

COMMENTS AND RECOMMENDATIONS :

 Distance to third party properties from trench of excavation must be twice depth of
excavation. All foreseen damages should be excluded from the policy.
 Excess of Rs.150,000.00 Should be added to for third party property damages during
construction.
 According to the conferred person, they did not conduct a crack survey at the sites. It is
advisable to conduct a survey/pre-crack survey for third party properties around the
construction site
 Standard traffic control system should be carried out and bi-road should be arranged to for
the third parties to mitigate the interruption due to construction.
 According to the conferred person, they occupy the site for 24 hrs. throughout the day.
 Excavation and construction areas should be barricaded with relevant sign board and other
protection method.
 Should collect and refer project area existing communication cables as-build drawings,
Existing water lines as-build drawings and other underground utility as-build drawing before
excavation by the contractor.
 It is advisable to take necessary safety precautions in order to protect the construction
materials and equipment.
 Impose higher policy excess towards the flood peril.
 Collect a Detailed inventory of the machinery and the equipment covered.
 Approved BOQ is to be obtained.
