INSTRUCTIONS TO BIDDERS:
This invitation for bids is to solicit pricing and specifications from qualified asphalt paving and sealing contractors
who can provide asphalt repair, sealing and painting services.
This Invitation For Bid – in its entirety - shall be incorporated into the final contract terms.
BACKGROUND: St. Paul parish parking lot was completely repaved approximately 5 years ago, and has been
resealed once since then.
DUE DATE: Interested parties are invited to visit the campus and inspect the parking area.
Bids shall be due on or before Tuesday May 3rd, 2011. Bid submissions received by the closing date shall be
reviewed within 2-3 weeks, and it is anticipated that the parish will award this work by mid-late May, with work
expected to commence in June 2011.
To aid reading and understanding, this document is divided into the following sections:
The parish reserves the right to accept or to reject any or all proposals and to waive any technicalities or
informalities in the proposals. Any proposal submitted will be binding for 45 calendar days after the date the
proposals are submitted. Proposals may be withdrawn on written request prior to the time of acceptance.
Negligence on the part of the respondent in preparing the proposal confers no right of withdrawal after the time
fixed for the acceptance of the proposals

b) OBJECTIVE
i) The objective of the parish is to extend the use and investment in the existing paved surfaces for
another five to seven years, by means of selective corrective repairs, crack filling, resealing and
repainting of the existing asphalt paved areas.

2) Desirable factors
Contractor is invited, after conducting the site survey, to identify specific areas (as a written supplement to
your proposal) where, beyond the specific stated scope of work, your firm sees opportunities for further
extending the life of this parking surface. Such opportunities identified by the submitting contractor shall
provide specific details, methods to be employed and associated costs/savings to the parish.

IV. Specifications
TECHNICAL SPECIFICATIONS:
I. Contractor will perform selective pavement repairs, and crack filling, and sealing of parking lot areas
(identified as Workzones #1 through 3).
a. Crack repair
i. The parish’s parking areas currently have several types of asphalt cracks evident:
1. Transverse cracks and longitudinal cracks (more than 3/8" wide) are to be properly
prepared to provide a reservoir for the crack filler / sealant. Contractor shall
remove all vegetation and debris from cracks to a minimum depth of ½".
Contractor shall ensure all cracks are blasted clean with compressed air, routed,
and dried before application of crack filler/sealant.
2. Fatigue cracks - The contractor shall, upon their site assessment, determine in their
professional opinion, if this condition is caused by a weakened base course or
subgrade, too little pavement thickness, overloading, or a combination of these
factors. Corrective actions may include full-depth repair, or application of a 2”
asphalt overlay.
3. Edge cracks - longitudinal cracks developing within one or two feet of the outer
edge of a pavement surface.
ii. Hot crack sealing is to be used using a rubberized filler material applied at a temperature of
approximately 375 to 400°F, (to ensure adherence to the side walls of the cracks in the
asphalt)
1. Crack Sealant: Must be certified for compatibility with the refined coal tar
emulsion by the manufacturer of the refined coal tar emulsion.
b. Pavement repair
i. The parish’s parking areas also have several types of other asphalt cracks evident:
1. Depressions (bird-baths), localized low spots in the pavement surface, caused by
settlement or other failure in the lower pavement layers or by poor construction
techniques in earlier paving. Contractor shall specify partial, full-depth or
injection patching for these areas.
2. Upheavals, localized upward movements in the pavement due to swelling of the
subgrade, or “close to surface” root activity. Contractor shall identify method of
correction of the underlying deficiency and repair of these areas.

3. For selected areas, where the nature of the defect can not be remedied with a
surface patch, and pavement removal is necessary, full depth replacement shall
mean replacement of subbase with 6” of compacted aggregate and 5.5” HMA
pavement (3.5” of HMA base course + 2” HMA wearing course). A tack or bond
coat must be applied between each HMA course
Saw cutting for removal to neat edges is required.
a. Payment for Pavement Patching shall be made at a unit rate per square
yard of removal area for saw cutting, removal and disposal of asphalt and
unsuitable stone base material, and new HMA base course material at least
5” thick.
c. Resealing
i. The choice of spray or squeegee application shall be specified by the contractor after they
have taken into account from their site survey, the pavement age, degree of deterioration,
local climate, and conditions of use of our surfaces.
ii. Before sealing, contractor shall prepare the lot for sealing; power sweep, blow off debris,
and spot prime existing oily spots. (Oil Spot Primer: Must be certified for compatibility
with the refined coal tar emulsion by the manufacturer of the refined coal tar emulsion)
iii. Contractor shall apply two (2) coats of Coal-Tar Emulsion containing not more than 50%
solids, & conforming to (ASTM) D-5727-00 Specifications. The material shall be capable
of application & complete coverage, by squeegee, brush, or spray, to the bituminous
surface at a spreading rate of 2.0 gallons per 10 square yards in a Two Coat Application.
1. Contractor shall properly “cure” new asphalt pavement surfaces so that there is no
concentration of oils on the surface. A period of at least 90 days must elapse
between the placement of a hot mixed asphaltic surface course and the application
of the seal coat. Contractor shall perform a water-break-free test to confirm that
the surface oils have degraded and dissipated. (Cast one gallon of clean water out
over the surface. The water should sheet out and wet the surface uniformly without
crawling or showing oil rings.)
2. Application rates for sealcoat are not to exceed 0.18 gal/yd .20 /coat, and at no
time are total coats to exceed 0.51 gal/yd.
3. A designated technical representative from the parish will verify contractor
sealcoating materials purchased from the local refined coal tar emulsion
manufacturer by reviewing all shipping papers for the order.
4. Contractor shall provide 4 to 6 hours for adequate drying time between costs of
sealcoating material. Traffic shall not be permitted on the newly sealed surface for
24 hours after the final coat has dried.
d. Painting
i. Once the asphalt sealing is complete, Contractor shall stripe all existing traffic lines,
parking stalls, arrows, symbols, letters, & speed bumps in compliance with local codes &
ordinances. and clean and repaint (and repin as needed) all existing bumper blocks bright
traffic white
ii. Contractor shall use 100% Acrylic Fast Dry Water Base Traffic Paint

1. Work shall be completed in accordance with accepted practices. Contractor shall deliver to the parish
MSDS sheets for all sealants, paints and chemicals to be used at the jobsite.
2. Contractor shall provide documentation regarding the type of hot mix asphalt (mix design) that is being
proposed including type of oil, gradation of aggregate and any filler used in the mix. The parish may
utilize a testing company to ensure that the asphalt specified in the contractor proposal is the asphalt
that was installed. Testing of newly installed asphalt shall be done at the sole discretion of the parish,
and may be performed within one (1) years of pavement installation. Should there be a significant
variance between test results and the pavement specification, contractor at their own expense shall
remove the asphalt in question and replace it with pavement matching the proposed specification.
3. Materials shall be applied in accordance with manufacturers’ application directions.
4. Adequate personnel and equipment shall be provided to permit the timely completion of the project.
5. To facilitate traffic flow during the project, and minimize operational disruptions, the Contractor shall
notify Sam Mattai, the parish Buildings and Grounds Manager not less than 3 business days before
arriving onsite to begin work.
6. The Contractor shall check in and out of the facility when working at the property.
7. The Contractor shall clean up after EACH DAY’S WORK, including proper, off-site disposal of job-
related materials and trash.
8. All personnel assigned to this project must be uniformed with Contractor’s name clearly visible for
easy recognition.
9. PERMITS and FEES:
It shall be the responsibility of the Contractor to comply with all applicable Florida Statutes, and
ordinances of Hillsborough County, FL by securing necessary permits. The costs of any permits or fees
shall be incorporated into the costs of the job, and shall be quoted as such.
10. INSURANCE PROVISIONS:
a. Contractor shall provide documents to the parish not less than one (1) week prior to
commencement of work, that proves the contractor maintains:
i. General Liability: $1,000,000.00 per occurrence Combined Single Limit (Bodily Injury
& Property Damage), $2,000,000.00 aggregate, including Contractual Liability
specifically referencing this contract. St. Paul Catholic Church shall be shown as
additional named insured on Contractor’s insurance certificate.
ii. Contractor must also provide proof of in-effect Workers Compensation coverage.
iii. Vehicle Liability : $1,000,000.00 per occurrence Combined Single Limit (Bodily
Injury & Property Damage), $2,000,000.00 aggregate, including Hired and Non-
Owned Autos Coverage and Medical Payments Coverage of $10,000.00 per person,
$50,000.00 per occurrence.
iv. Each of the coverages listed above shall be written by a company with a minimum
rating of “A” by the Best’s Insurance Rating Guide.
v. The contractor acknowledges that it will maintain or cause to be maintained, for the
duration of this Agreement, such policies of insurance as will protect the parish. The
contractor shall be responsible for the payment of any deductibles required by the
insurance policies.

11. PAYMENT –
a. The Contractor shall submit an invoice at the end of the project (100% completion). Such
statement to include a detailed breakdown of all charges. Upon inspection and acceptance of
the work, the parish will render payment within thirty (30) days after receiving the invoice.

VII. References.
I. If contractor does not have an active website, Contractor shall provide hardcopy brochures and catalog
that describe the company, its scope of services.
II. Contractor shall provide four (4) business references of local Tampa Bay pavement restoration projects
of similar (or larger) size you have completed in the past six (6) months.
