1.0 INTRODUCTION
1.1 GENERAL

China ZhenHuaOil Co., LTD. (ZhenHuaOil, hereinafter referred to as Company) holds


rights for development and production of the contract areas East Baghdad South Oilfield
(EBS Oilfield) which is located in the 14km of northeastern Baghdad, the capital of Iraq,
70 km northwest of Ahdeb oilfield. The oilfield extends about 60km in the NW-SE
direction and 12km in the SW-NE direction. The concession of EBS oilfield covers 658
km2.

EBS oilfield is located in the agricultural area of alluvial plain formed by Tigris and
Euphrates Rivers, 30~40m above sea level. Tigris River is close to the northern part of
the field located in an agricultural area with some villages. The transportation is
convenient, an expressway joins Baghdad and Basra passes by the oilfield.

Except for a few old wellheads, EBS oilfield is completely new to be developed.
According to preliminary development plan, EBS oilfield plans to be comprises of 134
new wellheads, 46 cluster well PADs, 2 OGMs, 1 FPF and 1 CPF. Produced water, water
injection system and also the supporting utilities and infrastructural facilities need to be
developed for the oilfield. The oil production is estimated to reach 40,000 BOPD.

For some applications, the sour oil to be conveyed may be very corrosive, containing
high values of H2S and/or CO2.The requirements shall be following this specification.

1.2 WEATHER AND GEOLOGICAL DATA

The Field is located in the dry and hot tropical desert climate zone. In summer (from
May to September), the temperature ranges from 38°C to 50°C. Winters are cool (from
October to April) with the temperature ranging from 2.1°C to 11°C. Winter is the main
rainy season with the average rainfall of about 100mm. Local meteorological data are
shown in the table below:

2.0 SCOPE
2.1 GENERAL

This Specification provides technical specifications and general requirements for the
materials, manufacture, testing, inspection, supply and shipment of BNS seamless pipe
to be used in provision of PIPILINE CORRIDOR FROM FPF TO CPF.

This specification covers carbon steel pipes used for sour service.

3.0 CODES, STANDARDS AND REGULATIONS


2.1 GENERAL

The carbon steel pipes shall be manufactured, inspected and tested in accordance with
the requirements of this Specification, the referenced project documents and other
documents referenced herein. The latest revisions available at the date of issue of the
enquiry shall apply.

The Codes, Standards and Regulations which follow are the industry codes and standards
normally referenced for carbon steels pipes used for sour service. All pipes shall conform
to all relevant national regulations, local codes and standards listed below.

4.0 FUNCTIONAL REUIREMENTS


4.1 MANUFACTURING PROCESS

All seamless pipes which used under this specification shall be in accordance with API
SPEC 5L-2018 unless otherwise required by this specification. All pipes shall be Grade BNS
PSL2, normalized. The chemical composition shall be in accordance with API SPEC 5L-
2018 and normalized as shown in Table 4.2-1 herein.

All pipes which used for sour service shall meet requirements of API SPEC 5L-2018 AnnexH
and NACE MR0175/ISO 15156.

For seamless pipes, steel shall be made by basic oxygen or electric furnace methods,
utilizing low sulphur and low phosphorous refining process, fully killed, with a fine grain
practice. Steel shall be processed using inclusion shape control, spheroidizing inclusion
shape to minimize the occurrence of elongated nonmetallic inclusions. The steel
production shall be continuously. For seamless pipes the body ASTM Standard E112 ferrite
grain size shall be 8 or finer. Cold-expanded pipe is not permitted.

For all pipe grades, the entire pipe shall be Stress Relieved by heat treatment. After
Stress Relieving, the Micro hardness shall not exceed 240 HV10. Pipes will be mechanically
expanded up to a maximum expansion ratio of 1.5%.

4.2 CHEMICAL COMPOSITION

Two product analysis of the pipe body shall be made on each heat. Sample locations shall
be 1/4 Wall Thickness or 3/4 Wall Thickness rather than the pipe surface. Analysis shall
be performed and reported for all elements covered by this Specification. Ladle and
product analysis shall meet the requirements of Table 4.2-1.

5.0 INSPECTION AND TEST


5.1 NON-DESTRUCTIVE EXAMINATION OF PIPES

All NDE shall be performed in accordance with relevant code and standard of pipes. Pipes
used for sweet gas or oil shall meet NDE requirements of API SPEC 5L-2018 Annex E. Pipes
used for sour service shall meet NDE requirements of API SPEC 5L-2018 Annex E and Annex
K. Both surface and volumetric techniques shall be used to examine for:

• Laminar imperfections in pipe body;

• Laminar imperfections at pipe ends over a width of a least 25mm using ultrasonic
testing with compression wave probe for seamless pipes. Any defects shall be
removed as a cylinder and pipe re-tested;

• Cracks at pipe ends over a width of at least 100mm using ultrasonic testing with
shear wave probes. Any cracks shall be removed as a cylinder and pipe re-tested;

• Thickness testing;

In all cases where grinding repairs are made as a result of imperfections disclosed by non-
destructive testing, the repaired area shall be given an additional non-destructive test
after the grinding operation.

All personnel performing NDE and interpretation of results shall be qualified to ISO 9712
or ISO 11484 or equivalent.

In the event of any failure to meet the requirements of relevant code and standard as
amended by this Specification, the reason for failure shall be investigated by
VENDOR/BIDDER.

All pipes in the batch to which the failed test relates shall remain rejected and segregated
until COMPANY accepts the results of such investigation as satisfactory.

NDE for final acceptance of the pipe shall take place after all heat treatment, expansion
operations and before hydrostatic testing. The NDE procedure(s) shall be qualified prior
to commencement of production.

5.2 MECHANICAL PROPERTIES AND TESTS

Testing shall be carried out after all manufacturing process and prior to hydrostatic
pressure testing. Mechanical properties required, and the tests to assess them, shall
comply with the requirements of relevant code and standard with the additions/changes
given in the following sections.

For all pipes, with frequency of once per test unit of not more than 100 pipes with the
same cold-expansion ratio, Charpy V-Notch tests shall be performed at the temperature
of -10℃ and in accordance with the requirements of API SPEC 5L-2018 and relevant Codes
and Standard of pipes.

The minimum average (of a set of three test pieces) absorbed energy for each pipe, based
upon full-size test pieces shall be given in Table 5.2-1.

Note:
When full-size test pieces are not available, the subsize test pieces with the greatest
possible width between 7.5mm and 5mm shall be used, the required minimum average
(of a set of three test pieces) and individual absorbed energy values shall be the
corresponding required values for full-sized test pieces times the ratio of the specified
width of the subsize test piece to the specified width of the full-size test piece.

Tensile Testing

Tensile test with frequency of once per test unit of not more than 100 pipes with the
same cold-expansion ratio according to the requirements of ASTM A370 and relevant code
and standard of pipes. The tensile properties shall be given in Table 5.2-2.

Hardness Test

Hardness tests shall be performed on a cross section ring using the Vickers DP test
method. Nine hardness impressions shall be made in each quadrant of the cross section,
three near the OD surface, three at mid-wall and three near the ID surface.

Hardness shall not exceed 240 HV10.Testing shall be conducted in accordance with the
requirements of API SPEC 5L-2018 and relevant Codes and Standard of pipes.

Four-quadrant hardness is only required 1test/size(MPQT). After that, one quadrant


hardness should be tested, the frequency is 1test/ 100 pipes.

Additional qualification testing is also included in Appendix A.

Macro/Micro Examination

Cross sections shall be taken from one pipe from each heat used at least one per shift
and prepared for macro/micro examination. Micro examination shall show a fine grain
structure and a freedom from Martensite. Macro/Micro examination shall be performed
at the same frequency as 1test/ heat.

Hydrogen Induced Cracking Test (HIC only for sour service)

HIC test shall be performed and reported in accordance with NACE TM0284-2016 and the
requirements for sour service as detailed in clause H 7.3.1 of API SPEC 5L-2018.The test
for evaluation of resistance to hydrogen-induced cracking shall meet the following
acceptance criteria, with each ratio being the maximum permissible average for three
sections per test specimen when tested in Solution (Environment) A as per ISO 15156-2,
Annex B B.5 &Table B.3:

a) crack sensitivity ratio (CSR) ≤ 2 %;

b) crack length ratio (CLR) ≤ 15 %;

c) crack thickness ratio (CTR) ≤ 5 %.

Inspection frequency: One test for each of the first three heats applied, thereafter, not
less than one test per each ten heats of steel.

Sulphide Stress Corrosion Cracking Test (SSC only for sour service)

Sulphide stress cracking test shall be performed in accordance with NACE TM-0177-2016
and the requirements for sour service as detailed in clause H 7.3.2 of API SPEC 5L-2018.
One test for each pipe provide for manufacturing procedure qualification.

5.3 HYDROSTATIC TESTING

Pipe shall be hydrotested in accordance with relevant code and standard of pipes with
the following additions:

• Hydrostatic testing pressure shall be that required to generate a hoop stress of at


least 95% of pipe SMYS;

• Test pressures for all sizes of SMLS pipe shall be held for not less than 5 s.

• Hydrostatic testing apparatus shall be equipped to provide test pressure and


duration records for each length, and shall be recorded in the Manufacturing
Record Book or PQR;

• Each hydrostatic test failure shall be made known to the COMPANY. Failed pipes
shall be identified as rejected and placed in a quarantined area and shall be
available for inspection at the COMPANY’s discretion.

5.4 JOINTERS

The delivery of jointers is not permitted.

5.5 REJECTION OF PIPES

In addition to the re-test requirements as given in the API SPEC 5L-2018 and relevant
Codes and Standard of pipes the following shall apply: In the event of repeated failure,
defined as more than 2% failure in case of the pipe-by-pipe testing to meet the
mechanical property requirements of this Specification, the reason for failure shall be
investigated by the VENDOR/BIDDER and presented to COMPANY. All pipe in the batch to
which the failed tests relate shall remain rejected and segregated until the COMPANY
accepts the results of such investigation as satisfactory.

Before resumption of acceptance inspection, the VENDOR/BIDDER shall inform the


COMPANY of any additional or increased inspection by the VENDOR/BIDDER required to
ensure that any pipes accepted from the lot produced under upset conditions comply with
minimum requirements herein. Agreement on any additional or increased inspection by
the VENDOR/BIDDER shall be at the discretion of the COMPANY. Inspection level shall
return to that specified in the manufacturing procedures, after correction of production
anomalies and clearance of all rejected pipes.

If any test fails because of a machining or testing error, a single replacement test piece
shall be cut from the original test ring, and the initial failure shall be ignored. In all other
instances, if any test fails, then two retest pieces shall be cut from that batch. If either
of these fails, the heat will be rejected.

If any heat is rejected because of failures both in original tests and permitted retests,
individual pipes from that heat may be retested, and those pipes that pass shall be
accepted.

In addition to the requirements of API SPEC 5L-2018, the following shall be applicable:

• Any imperfection that reduces the wall thickness below the specified minimum
shall be considered a defect and the pipe shall be discarded;

• Surface laps, shells, slivers, laminations and all sharp edged imperfections, e.g.
gouges, are unacceptable defects;

• Dents or gouges that are deeper than 2mm or extend in any direction more than
5% of the pipe outside diameter shall be considered defects.

For retests sorting and reprocessing the requirements of ISO 404 apply.

5.6 DEFECT REPAIR

Correction of defects shall comply with API SPEC 5L-2018 and relevant Codes and Standard
of pipes.

5.7 DIMENSIONAL TOLERANCES

Dimensions and weights of pips as well as extent of testing shall comply with API SPEC 5L-
2018 and relevant Codes and Standard of pipes, unless mentioned below.

Length

Pipe lengths shall be minimum 11.7m, maximum 12.7m, with a minimum average for 50
pipes of 12.2m (for double random length).

Jointers and cropped blowers are not permitted.

Pipe End Shape

The pipe ends shall have the following bevel configuration:

Bevel Angle: 30 degree ~ 35 degree, root face 1.6±0.8mm.

Internal tapering in any shape or form is not allowed.

Pipe end Dimensions

Diameter

The outside diameter shall be within the tolerances given in API SPEC 5L-2018 Table 10.

The pipe body and the end of each pipe shall conform to the requirements for out of
roundness in accordance with the requirements of API SPEC 5L-2018 Table 10.

Wall Thickness

The pipe body and the end of each pipe wall thickness tolerance shall conform to the
requirements for wall thickness tolerance in accordance with the requirements of API
SPEC 5L-2018 Table 11.

Eccentricity

In addition to the wall thickness tolerance requirement the eccentricity at the pipe ends
shall not exceed 15% of the nominal wall thickness with a maximum of 2mm, i.e. the
difference between the minimum and maximum wall thickness at the pipe ends shall be
limited to 15% of the nominal wall thickness with a maximum of 2mm.

6.0 MARKING
6.1 COATING

All internal and external pipe surfaces shall be free from scale or any other defects that
may interfere with the application of the selected coating systems. Scale is defined as
material that cannot be normally removed by a blasting operation. Unless otherwise
specified, the internal and external pipe surfaces shall be suitable for application of
coatings by being free from oil, grease and surface defects.

Coating requirement shall be accordance with the order.

If coating required,it shall be accordance with Specification for Three Layer


Polyethylene Line Pipe Coating(EBS1-FPFA00-SAMC-SPPA-1002).

6.2 MARKING

Marking shall comply with the requirements of API SPEC 5L-2018, relevant Codes and
Standard of pipes and any instructions included herein, and shall be applied to the outside
surface of the pipe near one end of the pipe. All markings shall be in English.

The following data shall be paint stencilled clearly on the outside surface of one end of
each pipe and Die stamping shall not be used.

• Name of VENDOR/BIDDER and Pipe Mill;

• Data Sheet Number;

• Mark of the Inspection Organisation;

• Size (Diameter, Wall Thickness, Length);

• Heat Number;

• Grade of Steel;

• VENDOR/BIDDER Unique Number;

• Project Name and Operator’s Identity;

• Sour service.

Any requirements for additional marking or for special locations or methods of marking
are subject to agreement by COMPANY.

7.0 PREPARATION FOR STORAGE , HANDLING AND TRANSPORTATION


7.1 GENERAL

The VENDOR/BIDDER shall perform all COMPANY’s requirements for handling, stacking
during storage and securing pipe for shipment, in accordance with requirements in
Standard for Packing and Packages for equipment preservation and preparation for
shipment and shall comply with requirements as specified in material /technical
Requisition.

No pipe shall be prepared for transport or transported from the mill storage yard without
prior approval in writing from the COMPANY’S representative.

No welding of temporary attachments for handling, stacking or securing shall be


permitted.

All handling, loading and unloading shall be performed in such a manner as to avoid
mechanical damage and corrosion.

All handling shall be performed with nylon slings, or padded hooks approved by the
COMPANY.

7.2 BEVEL PROTECTORS AND PROTECTIVE END CAPS

Bevel protectors and protective end caps of a type suitable for a minimum of 12 months
preservation and approved by the COMPANY shall be supplied and installed by the
VENDOR/BIDDER before stockpiling of the pipe takes place.

7.3 TRANSPORT

Rail cars, trucks, lighters, ships or other conveyance shall be cleaned of debris or any
substance that might damage the pipe prior to loading.

Suitable timber and other dunnage shall be used to protect the pipe against damage in
transit.

Loading onto or into rail cars, trucks, lighters, ships or other conveyances shall be
performed in accordance with API RP 5L1, API RP 5L5 or API RP 5L6 as appropriate. In all
cases loading shall be in accordance with a procedure approved by the COMPANY.

No on-deck overseas shipment is allowed without prior written approval by the COMPANY.

Loading and unloading of pipe may be witnessed by the COMPANY’s representative, whose
decisions on the suitability and acceptability of pipe protection and handling during
loading and unloading shall be final.

7.4 PROTECTION

Finished Pipe to be stored for a significant period of time at the mill or marshalling yard
shall be stored in a manner to prevent corrosion. The preservation shall be suitable for
12 months after delivery.

Pipe shall not rest on projections which could result in point stresses or be allowed to rub
on an adjacent object. Pipe loading shall be limited to prevent stresses which result in
out-of-roundness.

8.0 TEST CERTIFICATES AND RECORDS


All certificates and records of tests indicated herein shall be fully identified with the
specific materials they represent. Records shall be available for examination at the time
and place of inspection, whether at the point of manufacture or other locations. The
VENDOR/BIDDER shall keep the following certificates and records for three (3) years after
pipe have been shipped:

• Certificates of Compliance of required non-destructive testing;

• Ultrasonic Testing and Magnetic Particle Examination records for review at the
discretion of the COMPANY;

• Charts or other records of required hydrostatic and other tests. Test logs shall
include test data, a description of the item tested, a traceable identifying number
and the signature of the COMPANY’s inspector witnessing the test.

Manganese, Phosphorus, Sulphur, Silicon, Magnesium, Nickel, Chromium,

CEIIW and Pcm formulas);

• Mechanical properties of each heat of steel giving Yield strength, Tensile strength
and Elongation;

• HIC and SSC test reports;

• Mill hydrostatic test report.

All certificates shall be in the English language, use metric units of measure and shall be
signed by both the VENDOR/BIDDER and the COMPANY.

The VENDOR/BIDDER shall supply the COMPANY all the mentioned reports and certificates
prior to shipment. Delivery of pipe which has unsatisfactory reports and certificates will
not be accepted.

Appendix A – Manufacturing procedure qualification


GENERAL

Pipes MPS shall be qualified by actual testing.

A.2 WRITTEN PROCEDURE SPECIFICATION

Written procedures shall contain the following minimum information:

• Steel maker and steel making processes, including selection and percent
of scrap and details of hot metal treatment secondary refining techniques,
ladle treatments, degassing, casting techniques and equipment used for
continuous casting, if applicable;
• Amount of plate or round removed from front and end of pour, method of taking
ladle analysis, procedures for sulphur prints or macros of plate, scarfing practice;

• Chemical Composition and Target Chemistry;

• Details of heat treatment;

• Details of cold straightening and cold sizing including maximum cold strain;

• The VENDOR/BIDDER shall supply data on pipe with a similar chemistry and
manufacturing process that shows adequate field weldability;

• Pipe hydrotest and NDE procedures;

• Essential variables for each manufacturing step are to be established. The


following changes in the manufacturing processes for line pipe will require re-
qualification of the MPS;

• Any change in raw material scrap content, when relevant, above that qualified;

• Any changes in steel making process, alloying practice, rolling or working condition
and heat treatment;

• Increase in ladle analysis of 0.02%C or 0.03 in Pcm values above that qualified;

• Any change in pipe forming process;

• Any change in final heat treatment condition;

• Pipes used for low temperature: mechanical test results (including Charpy V-Notch
Test at low temperature)

A.3 MANUFACTURING PROCEDURE QUALIFICATION TEST

The Manufacturing Procedure Specification shall be qualified by the Manufacturing


Procedure Qualification Tests prior to commencement of production. The mandatory
tests specified in Table A-1 shall be carried out at the beginning of the production.

On the first day of production, one (1) pipe submitted by the VENDOR/BIDDER for
acceptance, shall be randomly selected from the first batch of 50 finished pipes produced
from the first day of production for each diameter and wall thickness combination, for
examination and testing in accordance with the requirements of API SPEC 5L-2018 and
the following:

• The test pipe shall be examined visually on both surfaces for compliance with the
quality requirements of this Specification;

• All of the inspection, measurement, testing and NDE requirements for production
pipe contained in the main body of the Specifications shall be performed on the
test pipe.

A.4 CHARPY V-NOTCH TRANSITION CURVE

Charpy V-notch energy and shear area curves are to be established by testing at least 5
sets of coupons from one of the test pipes. Testing shall be as nominated in Data Sheets.
The minimum average Charpy energy shall be in accordance datasheets, API SPEC 5L-2018,
relevant code and standard.

A.5 WELDABILITY TEST (IF REQUIRED)

VENDOR/BIDDER shall provide weldability data for pipe with grade, similar size, wall
thickness, chemistry and manufacturing process required under this Specification to
demonstrate the level of weldability. Data shall include details of pipe composition, size
wall thickness, grade, composition, weld procedure and consumable Data Sheets.

This data shall be provided to COMPANY prior to the start of production.

The cold-expansion ratio is designated by the VENDOR/BIDDER, and is derived using the designated before-
a expansion outside diameter or circumference and the after-expansion outside diameter or circumference. An
