MGA PANUNTUNAN NG PAARALAN

Mga Minamahal na mga Magulang,

Magandang buhay po!!!

Ang pangasiwaan ng Paaralang Elementarya ng Sto. Tomas ay bumuo ng mga


panuntuan/kasunduan para sa mga mag-aaral nang sa gayon ay maging maayos at tahimik ang
samahan sa loob ng paaralan.

1. Ang lahat ng mag-aaral ay nararapat pumasok labinlimang minuto bago ang itinakdang oras
ng kanilang klase. Ang pang-umaga ay magsisimula sa ika-6:00 hanggang ika-12:15 ng
tanghali mula baitang I-VI. Ang panghapon naman ay magsisimula sa ika-12:30 hanggang
6:45 ng gabi. Ang mag-aaral ay kailangan sunduin sa itinakdang oras ng uwian.
2. Ang mga mag-aaral na nasa loob na ng paaralan ay hindi na pinahihintulutang lumabas upang
mapangalagaan ang kanilang kaligtasan. Labas ang paaralan sa anumang mangyari sa mag
aaral sa oras ng itinakdang oras ng uwian.
3. Ang mga magulang na maghahatid at susundo ay maaari lamang pong maghintay sa labas ng
paaralan upang hindi makaabala sa mga nagkaklase.
4. Ang anumang uri ng sasakyan ay hindi pinahihintulutang ipasok sa loob ng paaralan, maliban
na lamang kung ito ay may kaugnayan sa paaralan at mga panauhin.
5. Ang mga mag-aaral ay kailangang magsuot ng malinis na kasuotan o uniporme. Ang
kasuotang pang-ibaba ng mga batang lalaki ay tama lamang ang luwang at hindi lawlaw.
Mangyari pong pakitingnan kung may sira ang kanilang kasuotang pang-ibaba.
6. Ugaliing isuot ang kanilang ID bago pumasok at sa loob ng paaralan.
7. Ang buhok ng mga batang lalaki ay kailangang maikli, walang kulay. Ipinagbabawal ang
paglalagay ng hikaw, gayundin ang pagsusuot ng kuwintas. Ang mga batang babae naman na
may mahabang buhok ay kinakailangang nakatali o nakaipit.
8. Ang bawat mag-aaral ay kinakailangang magbigay ng Liham ng Paghingi ng Paumanhin o
Excuse Letter na nilagdaan ng magulang o guardian sa pagkakataong lumiban ito. Sa bawat
pagliban ng bata, inaasahang ang magulang o guardian ay makipag-ugnayan sa guro upang
malaman ang kadahilanan ng kanyang pagliban sa klase. Ang pagliban nang mahigit sa
limang araw na sunud-sunod o mahigit pa ay maaaring maging dahilan ipatawag ang
magulang at posibleng hindi na siya tanggapin pa ng kanyang guro.
9. Ang pagliban na lumabis o humigit sa 20% o 41 araw ng bilang sa Araw ng Pagpasok
(Number of School Days) pagkatapos mabigyan ng babala at hindi nakipag-ugnayan sa guro,
ay tatanggalin sa listahan/talaan ng paaralan ayon sa Regulasyon ng DepEd.
10. Ang mga magulang o guardian ay mangyari lamang na maghintay sa waiting shed sa labas ng
paaralan sa oras ng pagsundo sa kani-kanilang mga anak. Hindi sila pinahihintulutang
makapasok at maghintay sa tapat ng silid-aralan habang may klase.
11. Panatilihin po natin ang kalinisan at kaayusan ng paaralan. Inaasahan po ang
pakikipagtulungan ng mga magulang sa pagpapanatili ng kalinisan ng paaralan. Iwasan ang
pag-iwan ng mga basura sa loob ng paaralan lalo na’t kung ito ay galing sa labas.
12. Responsibilidad ng bawat mag-aaral na pangalagaan at pagmalasakitan ang mga kagamitan
sa loob ng silid-aralan gayundin ang mga halaman sa kapaligiran ng paaralan. Anumang
masira o mawala sa mga kagamitan ng guro o ng paaralan ay pananagutan ng magulang ng
batang
13. Sa mga magulang na may suliranin tungkol sa kanilang mga anak, mangyari lamang po na
maghintay sa oras ng uwian ng mga bata upang hindi makaabala sa nagkaklase o kung
kinakailangan (urgent) makipag-ugnayan sa opisina ng Punung-Guro.
14. Inaasahan ang pagdalo ng mga magulang sa pagtitipong itinakda ng guro/paaralan, lalong
higit sa mismong araw ng bigayan/pagpapakita/pagpirma ng Form 138 (School Report Card)
ng mga batang mag-aara at panahong may patawag ng meeting ang guro.

CHILD PROTECTION POLICY

Policy and Guidelines on Protecting Children in School


From Abuse, Violence, Exploitation, Discrimination, Bullying And Others of Abuse

I. Title: The Department Order shall be known as the “ Sto. Tomas Elementary School Child Protection Policy’.
II. Statement of Policy:
Article II, Section 13 of the Philippine Constitution states that “ The State recognize the vital role of the youth in
nation building and shall promote and protect their physical, moral, spiritual, intellectual and social well being.
Pursuant to the 1987 Constitution, the state shall defend the right of children to assistance, including proper care
and nutrition and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions
prejudicial to their development. (Article XV, Sec.3)
The Convention on the Rights of the Child (CRC) aims to protect children from all forms of physical or mental
violence, injury and abuse, neglect or negligent treatment, maltreatment and exploitation, including sexual abuse. It is
mandated that all appropriate measures be undertaken to ensure that school discipline is administered in a manner
consistent with the child’s human dignity and in conformity with the CRC.
Sto. Tomas Elementary School, in collaboration with Child Protection Committee, its partners and stakeholders, has
adopted the policy to provide special protection to children who are gravely threatened or endangered by circumstances
which affect their normal development and over which they have no control and to assist the concerned agencies in
their rehabilitation.
Sto. Tomas Elementary School fully recognizes its responsibilities for child protection. Through our Christian values
and ethos, we will work towards providing a safe, secure and positive environment in which all members of the school
community can work and learn.
III. Definition of Terms:
A. The term child abuse is used to describe all the ways in which children are harmed usually by adults and
often by those they know and trust. It refers to the damage that has been or maybe done to a child’s
physical or mental health. An adult may abuse a child both by inflicting harm or by failing to prevent
harm. Alternatively, a child may abuse another child. There are four categories of abuse:
1. Physical Abuse – An act of another party involving contact intended to physical pain, injury or other physical
suffering or bodily harm.
2. Emotional Abuse- A form of abuse characterized by a person subjecting/exposing another behavior that may
result in psychological trauma, including anxiety, chronic depression/post traumatic stress disorder.
3. Sexual Abuse – Forcing undesired sexual behavior by one person upon another.
- Any sort of non-consensual sexual contact
4. Neglect- Passive form of abuse in which a perpetrator is responsible to provide care for a victim who is unable to
care for himself of herself, but fails to provide adequate care, his or her growth and development or in the
child’s permanent incapacity or death.
B. Discrimination against children- refers to an act of exclusion, distinction, restriction or preference which
is based on any ground such as age, ethnicity, sex, sexual orientation and gender identity, language,
religion, political or other opinion, national or social origin, property, birth, being infected or affected by
Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (AIDS), being pregnant,
being a child in conflict with the law, being a child wih disability or other status or condition, and which
has the purpose or effect of nullifying or impairing the recognition, enjoyment or exercise by all persons,
on an equal footing, of all rights and freedom, procedures and structure.
C. Child Protection- refers to programs, services, procedures and structures that are intended to prevent
and respond to abuse, neglect, exploitation, discrimination and violence.

IV. Duties and Responsibilities:


A. Duties and Responsibilities of School Heads
The School Heads shall have the following duties and responsibilities:
1. Ensure the institution of effective child protection policies and procedures and monitor compliance
thereof.
2. Ensure that the school adopts a child protection policy.
3. Ensure that all the pupils, student learners, school personnel, parents, guardians or custodians and
visitors and guests are made aware of child protection policy.
4. Organize and convene the Child Protection Policy of the school.
5. Conduct disciplinary proceedings related to bullying or peer abuse.
6. Maintain a record of all proceedings related to bullying or peer abuse.
7. Ensure that the school adopts a Student Code of Conduct to be followed by every pupil, student or
learner while on school grounds or when traveling to and from school or during a school-sponsored
activity, and during lunch period whether on or off the campus.
8. Ensure that all incidents of abuse, violence, exploitation, discrimination, bullying and other similar
acts are addressed.

B. Duties and responsibilities of School Personnel


Article 218 of the Family Code of the Philippines provides the following responsibilities of school
administrators, teachers academic and non-academic and other personnel.
1. Exercise special parental authority and responsibility over the child while under the supervisor,
instruction, and custody. Authority and responsibility shall apply to all authorized activities whether
inside or outside the premises of the school entity or institution.
2. Keep them in their company and support, educate and instruct them by the right precept and good
example.
3. Give them love and affection, advice and counsel, companionship and understanding.
4. Enhance, protect and preserve and maintain their physical and mental health at all times.
5. Inculcate the value of respect and obedience.

C. Duties and Responsibilities of Pupils, Students and Learners

Pupils, students and learners shall have the following duties and responsibilities:
1. Comply with the schools regulations as long as they are in harmony with their best interests. They
shall refrain from:
a. Engaging in discrimination or leading a group of learners to discriminate another with one’s
physical appearance, weaknesses and status of any sort.
b. Doing any act that is inappropriate or sexually proactive
c. Participating in behavior of other students that is illegal, unsafe or abusive.
d. Engaging in fights or any aggressive behavior.
e. Introducing into the school premises or otherwise possessing prohibited articles such as deadly
weapons, drugs, alcohol, toxic and noxious substances, cigarettes and pornographic materials.
On allegation that any of these acts has been committed shall not be used to curtail the child’s
basic rights.
2. Conduct themselves in accordance with their level of development, maturity and demonstrated
capabilities with a proper regard for the rights and welfare of other persons.
3. Respect another person’s rights regardless of opinion, status, gender, ethnicity, religion as well as
everyone’s moral and physical integrity.

V. Establishment of Child Protection Committee


A. The CPC composed of the following:
1. Rhea DM. Bilbes (School Head) – Chairperson
2. JoyzelP.Revilla (Guidance Counselor/Teacher III – Vice – Chairperson
3. Merry Ann S. Quintillano (Faculty Club President) – Representative of the Teacher
4. Valentina M. Prada (PTA President) – Representative of the Parents
5. Queen Diana Sophia Casandra P. Leonida (SPG President) – Representative of Pupils
6. Eduardo Dimaranan (Barangay Council, Committee on Education) – Representative from the
Community.

B. The CPC shall perform the following functions:


1. Draft a school child protection policy with a code of conduct and a plan to ensure child protection
and safety which shall be reviewed every three (3) years.
2. Initiate information dissemination programs and organize activities for the protection of children
from abuse, exploitation, violence, discrimination and bullying or peer abuse.
3. Develop and implement a school- based referral and monitoring system.
4. Establish a system for identifying pupils who may be suffering from significant harm based on any
physical, emotional or behavioral signs.
5. Identify, refer and report to the appropriate offices cases involving child abuse, exploitation,
violence, discrimination and bullying.
6. Ensure that the children’s right to be heard are respected and upheld in all matters and procedures
affecting their welfare.
VI. Protective and Remedial Measures to Address Child Abuse, Exploitation, Violence, Discrimation, Bullying and
other Acts of Abuse.
A. Procedures in handling bullying incidents in school. A complain for bullying or peer abuse shall be acted
upon by the School Head following the procedures herein set forth:
1. Bullying – Upon the filling of a complaint or upon notice by a school personnel or official of any
bullying or peer abuse incident, the same shall be immediately reported to the School Head who
shall inform the parents and guardians of the victim and the offending child, in a meeting called for
the purpose. The victim and the offending child shall be referred to the Child Protection Committee
for counseling and other interventions. The penalty of reprimand, if warrantee, may be imposed by
the School Head in the presence of the parents or guardians.
If bullying is committed for a second or subsequent time, after the offending child has receive
counseling or other interventions, the penalty of suspension for not more than one (1) week maybe
imposed by the School Head, if such is warranted. During the period of suspension, the offending
child and the parents or guardians may be required to attend further seminars and counseling. The
School Head shall likewise ensure that the appropriate interventions, counseling, and other services
are provided for the victim or victims of bullying.
2. Bullying that results in serious physical injuries or death.
If the bullying or peer abuse resulted in serious physical injuries or death, whenever appropriate, the
case shall be dealt with in accordance with the provisions of Republic Act 9344 and its Implementing
Rules and Regulations.

3. Procedure – In all cases where the imposable penalty on the offending child is suspension, exclusion
or expulsion, the following minimum requirements of due process shall be complied with:
a. The child and the parents or guardians must be informed of the complaint in writing;
b. The child shall be given the opportunity to answer the complaint in writing, with the assistance
of the parents of guardians;
c. The decision of the School Head must be in writing stating the facts and the reason for the
decision.
d. The decision of the School Head may be appealed, as provided in existing rules of the
Department.

4. Implementation of Non-Punitive Measures


Depending on the gravity of the bullying committed by any pupil, student or learner, Depending on
the gravity of the bullying committed by any pupil, student or learner, the school may impose other
non-punitive measures. In lieu of punitive measures, in accordance with the Principle of Positive and
Non-Violent Discipline.

VII. Policy Review


This policy will be reviewed every three (3) years by the governing body.

VIII. Effectivity
The Department Order shall take effect immediately upon issuance

IX. Consistency of Policies/Documents


This policy should be read alongside other school policies such as the Anti-Bullying Policy and the Behavior
Policy.
