1.0 PURPOSE

1.1 This method statement shall provide DAEWOO E&Cminimum Guideline for installation
Static Machinery, JAZAN REFINERY and TERMINAL PROJECT Package 12-Naptha and
Aromatics in accordance with Project Drawings and JGC/DAEWOO Project Specifications.

2.0 SCOPE

2.1 This specification covers the minimum requirements for installation of Static Machinery to
be applied at JAZAN REFINERY and TERMINAL PROJECT Package 12-Naptha and
Aromatics.

4.0 RESPONSIBILITY

4.1 DAEWOO Construction Manager shall responsible for all HSE matters and to study,
analyze and schedule all construction activities with his department to include manpower
and equipment line up as well as other possible resources required for the successful
implementation of the construction work activities. Study all aspects of work procedure as
per JGC/DAEWOO Technical Scope of Work.
4.2 Mechanical Superintendent/Supervisor shall study and review all necessary documents for
the Erection works in his area to include, technical scope of work, specification, bill of

quantities, planned milestone dates and construction procedure in support to his Mechanical
Foreman. He shall monitor the availability of materials in accordance with the schedules and
construction analysis. He shall be directly reporting to the Construction Manager. He shall
coordinate with other discipline to visualize possible conflicts in the drawings as well as in
the schedules to provide other options in preventing unnecessary delays and obstructions.

4.3 The Welding Supervisor and/or Foreman are solely responsible to ensure that all welding
works are in conformance with applicable codes, standards, specifications and approved
procedures.
4.4 Mechanical Supervisor/Foreman shall be responsible for the direct work supervision at site
and ensured that the work is performed in accordance with JGC/DAEWOO Technical Scope
of Work and latest approved for construction drawings. He shall monitor the availability of
materials in line with his required schedule.
4.5 QC Inspector shall be responsible in monitoring and inspection of the work and ensure that
the work is performed in accordance with JGC/DAEWOO Technical Scope of Work and
Standards.
4.6 Field Supervisor shall be responsible in monitoring safety aspects and ensuring that the work
is done in accordance with JGC/DAEWOO Safety Standard Procedure He shall discuss to
the workers the characteristics of related materials and Status of work area giving reminders
as an additional point to work safely.

5.0 SAFETY PRECAUTION


5.1 Obtain the approval of the work permit from the concerned JGC/DAEWOO Representative
before starting any work.
5.2 A Fire Watcher with fire distinguisher shall assign for any hot work activity.
5.3 Work execution shall be carried out in accordance with method statement. And
incompliance with Saudi ARAMCO General Instruction G.1.7.028, Crane Lifts; Types and
Procedure.
5.4 Continuous monitoring and inspection shall be implemented to detect and correct unsafe
practices while performing the work activities.
5.5 Provide warning sign and sufficient barricade on working area and only assigned personnel
will be allowed in the area.
5.6 All workers shall wear as a minimum PPE required below.

5.7 All rigging equipment shall be in good condition and possess a valid certification from
authorized certifying and inspection departments. Incompliance with Saudi ARAMCO
General Instruction G.I.7.030 Inspection and Testing Requirements for Elevating/lifting
Equipment.
5.8 Man lift users shall be trained and certified to operate and use the equipment.
5.9 Field Supervisor shall monitor the work activities to help and to protect all assigned workers
against exposure to safety hazards. He shall ensure thatPersonal Protective equipment
(PPE’s) are supplied and used and comply with JGC/DAEWOO applicable standards.
5.10 Housekeeping shall be maintained and working area shall be kept in a clean and tidy
manner.
5.11 Job Hazard and Risk Assessment (JHRA) of this method statement shall be disseminated
and explained to workers for safety awareness.

6.0 MANPOWER
6.1 QC Inspector shall be directly reporting to QC Supervisor in accordance to schedule. Q.
6.2 Safety Supervisor shall control all HSE Matters at site.
6.3 The Mechanical Supervisor shall control the overall activity of equipment installation. The
basic manpower under him shall consist but not limited to the following:

8.0 METHODS / PROCEDURES


8.1 Jobsite Receiving and Inspection:
8.1.1 Upon withdrawal and receipt of equipment from JGC/DAEWOO warehouse, receiving
inspection shall be conducted immediately as per applicable SATIP and SAIC to verify
compliance and latest revision of vendors drawing.
8.1.2 Record of inspection shall be documented as per applicable SATIP and SAIC (Material
Receiving Inspection); findings and deviations shall be documented in Quality control
Inspection Report (QCIR) and Non Conformance Report (NCR).

8.2 Equipment Preservation/Protection:


8.2.1 In general, Vendor’s/Manufacturer’s recommendation for equipment preservation shall
be followed Applicable provision to S-000-1630-003 (Material and Equipment
Protection Program).

8.2.2 Equipment Rust Preservation shall be done using applicable vendor/manufacturer’s


documents.
8.2.3 When the equipment arrived at site, shop preservation shall be checked. Where
necessary damage to preservation shall be rectified without delay.
8.3 Preparatory Works:
8.3.1 Secure work permit prior to work commence.
8.3.2 Tools and equipment shall be made operational and available for use. Ensure tools are
color-coded accordingly.
8.3.3 Prior to the arrival of equipment on site, JGC/DAEWOO shall review the
manufacturer’s requirement and the requirements of this specification regarding on site
storage of the equipment. These requirements shall be incorporated to site preservation
plan and adhere to in all respects.
8.3.4 All opening on nozzles shall remain closed during construction stage. If there are some
opening remained, they may be closed with normal Plugs of malleable cast iron or with
blind flanges applying corrosion inhibitors.
8.3.5 Install barricades to confine the area for authorized personnel only.
8.4 Foundation Preparation for Static Machinery:
8.4.1 Confirm acceptances & turnover of civil works foundation/pedestals with a signed copy
of works release notice prior to installation of static equipment.
8.4.2 If the foundations release, the following points shall be checked with the latest relevant
drawing.
 * Distinct position (center) marking and height (level) marking on the foundation, It will
be referred for alignment work of level and position.
* Size and number of anchor bolt and nuts, position of anchor bolts with projection.
* Existence of damages and rust of threaded of buried anchor bolts with projection.

8.4.3 Using theodolite establish centerline of the static equipment unit. Mark centerline on
concrete foundation using paint/ prick punch.
8.4.4 Trace centerlines of foundation bolt holes with reference to gridlines. Check
Verticality/plumbness of anchor bolt.

8.4.5 Clean the surface thoroughly by blowing with oil-free from air compressor.
8.4.6 Centerlines lost due to chipping operations will retrace anew.
8.4.7 Anchor bolts shall be protected properly to avoid damages during chipping/padding
work and keep it up to the equipment installation.
8.4.8 The elevation of the chipped top foundations shall allow for at least 25mm of grout
under the base plate as per SAES-Q-005 Concrete Foundation.
8.4.9 The top of concrete shall be a minimum of 150mm above finished grade.
8.4.10 The bottom of the equipment bases shall be cleaned and free of laitance, oil or grease.
8.4.12 In case that leveling jack bolts are not provided on the equipment base frame, it shall
be perform using straight liners on both side of bolts basically.
8.4.13 Laitance shall be removed from the surface of the foundation and boxes by chipping to
ensure good adherences of padding and grout materials to the surface preparation.
8.4.14 The minimum anchor bolt diameter shall be 20mm, except when specified by the
vendor for small equipment.( ref. SAES-Q-005 para. 4.8.5 )
8.4.15 Anchor bolt and top of concrete are in compliance with SA Standard Drawing AA-
036322-001.
8.5 Grouting
8.5.1 This grout shall meet the requirement of STS 03600 when used in high fluidity range.
Compressive strength shall be in excess of 34.5 Mpa (5000 psi) when mixed according
to manufacturer instructions.
8.5.2 Grout shall be mixed in accordance’s with grout manufacture’s instruction. DAEWOO
shall prepare sufficient quality of grouting material, clean tools and equipment and
suitable water mixture at site to complete the job.
8.5.3 Grout inside skirt for vertical vessel must be filled with slope, and an all opening for
drainages must be provided under the base plate to be toward the nearest surface drain.
Instruction shall be issue for item by item by DAEWOO.

8.6 Padding:
8.6.1 Pads and liners shall be machined flat parallel and larger than the roof of base frame.
8.6.2 Pads material shall be in accordance with ASTM A283 Gr. C, D or equivalent.

8.6.3 Pad shall be hot dip galvanized in accordance with ASTM A123 or coated with zinc
rich epoxy primer in APCS-1C of SAES-H-101V as applicable.

8.6.4 In general, the distance between pads shall not exceed 800mm. If the distance becomes
more than 800mm, an additional pad shall be added in between.
8.6.5 Pad size shall be selected as per the anchor bolt size as follows:
8.6.5.1 Bolt diameter M24 or 1 inch and below Pad width 50mm
8.6.5.2 Bolt diameter M30-M48 or 1-1/4 to 2 inches Pad width 75mm
8.6.5.3 Bolts diameter M56 or 2-1/4 inches and above Pad width 100mm
8.6.6 Number of pads shall be determined so the load pressure will be less than 30kg/cm².The
supporting load can be calculated as per following formula.

L=W/NxAxB
L: Load supported by liner (kg/cm2)
W: Lifting load of equipment (kg)
N: Number of pads
A: Width of base plate for equipment (cm)
B: Width of liner (cm)

8.6.7 The length of pad shall be 20 mm to 30 mm longer than the width of the equipment
bases.

8.6.8 The thickness of the both taper and straight liners shall be at least 10 mm and the
minimum thickness of the tapered ends shall be 2 mm. Adjustment allowance shall be 4
to 6 mm.
8.6.9 The wedge liners may be applied to tower and vertical vessel, if necessary. The gradient
of the wedge liners shall be generally less than 1/30, and two wedge liners shall be used
in back to back so as to make their top and bottom faces in parallel.

8.6.10 After finishing padding work, following points shall be checked.


8.6.10.1 Position of center and elevation line of foundation
8.6.10.2 Elevation and position of pads
8.6.10.3 Cleanliness of concrete surface
8.6.10.4 Condition of anchor bolts
8.7 Setting of Liner
8.7.1 Prior to the installation of liners and equipment, the liners and grouting portion of
foundation shall be chipped and all concrete laitance shall be removed from portion.
8.7.2 Flat liners shall be installed at the designated position with pads of cement grout at least
seven days before equipment installation. Incase non-shrink grout material is used; the
curing duration shall be according to the manufacture’s recommendation.
8.7.3 In case that wedges liners are used the level of padding with a flat liners need to be
adjust to meet with the final equipment elevation.
8.8 Lifting of Static Equipment
8.8.1 Prepare lifting location were the crane will be located and position.
8.8.2 Prepare and set all rigging accessories according to arrangement.
8.8.3 Checked wind condition, lift shall not proceed when wind velocity is greater than
required of crane.
8.8.4 Stabilized ground areas where crane will be located and positioned. Crane mats shall be
provided in accordance to findings of soil bearing pressure.
8.8.5 Install static equipment on top of the foundation as per approve lifting plan.
8.8.6 Crane lift & rigging requirement shall refer to G.I. 7.025.

8.8.7 Equipments shall be protected by wooden blocks, rubber or other suitable material that

will prevent equipment from damages caused by sling wire.


8.8.8 When installed check for final alignment and elevation. Tolerances shall be as describe
in Para 8.11.
8.8.9 Prior to the installation work, the foundation shall be checked for the following:
8.8.9.1 Distinct marking on foundation (center marking and level marking)

8.8.9.2 Level of pads on the chipped surface.


8.8.9.3 Completely free from foreign material especially on chipped surface and anchor
boxes.
8.8.10 Prior to the installation work, the equipment shall be checked for the following points.
8.8.10.1 Appearances of equipment such as damages. Rust etc.
8.8.10.2 Number and appearances of auxiliary system.
8.8.10.3 Orientation marking
8.8.10.4 Center of gravity
8.8.10.5 Sling points
8.8.11 Equipment shall be set and aligned at the proper position, elevation, levelness and
perpendicularity in accordance’s with the drawing.
8.8.12 With regards to horizontal type equipment requiring allowances for thermal
expansion, full attention shall be paid to the position relation between the anchor bolts
holes of the place and anchor bolts themselves and the nuts for sliding end anchor if
any shall be loosen after curing of grout material.
8.8.13 The alignment of tower and vertical vessels, which height is 20m and longer, shall be
done before dawn or cloud days to avoid deviations to weather or heat.
8.8.14 Upon completion of alignment, the plural liners shall be intermittently welded to each
other.
8.8.15 Where sliding plate is used, the surface to the vessel shall be cleaned and plastered
with anti-seizing agent.
8.8.16 Shims used for level alignment shall be as follows:
 Less than 0.0110”(2.5 mm) thick shall be stainless steel.

 Shim thicker than 0.100”(2.5 mm) shall be carbon steel.


 The number of shim, shall be 4 (four) plates at one hold down bolts.

8.9 Setting of Static equipment on Foundation:


8.9.1 Setting of equipment shall be done after the base plate's grout sampleshave attained
design strength from the compression test conducted.

8.9.2 Fit-up, insert bolt, and then proceed to preliminary tightening of nuts as per (SAIC-M-
2009) High Strength Bolts Tightening Inspection and Testing ASTM A325 or A490
bolts.
8.9.3 Any abnormal wear on the equipment and parts during installation and assembly shall
be corrected. Prior to the commencement action written work procedure shall be
prepare and approve by contractor/company.
8.10 Setting and Alignment:
8.10.1 Machinery shall be aligned at the proper position, elevation and levelness within the
Tolerances specified in Para 8.11.
8.10.2 When leveling jack bolts are not provided on the equipment shims maybe used for
leveling. All shims shall straddle the hold down bolt if the machine foot mounted, the
shims shall be the size of the foot. When shims are used directly under channel or "H"
beam sub bases, the shims shall cover the entire width of the channel "H" Beam and
shall bea minimum of 4 (four) times as the diameter of the both.
8.10.3 Check elevation, levelness, squareness and plumbness as per SATIP-D-001-01
Typical Inspection Plan Pressure Vessel Installation.
8.11 Alignment Tolerances:
8.11.1 Position ±3mm
• Every 90 degree orientation of base plate shall be measured with reference to the
Orientation of the foundation.
8.11.2 Elevation ±3mm
• The bottom of the plate shall measure with reference to the level marking of the
foundation. At least, one point of the base plate shall be aligned within these Tolerances.
8.11.3 Levelness 1/1,000 (for horizontal equipment)

• The centre line of equipment shall be in alignment with the horizontal line within the
tolerances of 1/1,000. If slope is required, the inclination shall be considered.
8.11.4 Perpendicular ±8mm for each 1Om (for vertical equipment only)
• The center line of the equipment shall be in alignment with vertical line within the
Tolerance of ±8mm for every 1Om length of the equipment, in principle, provides that
such tolerance 20m and longer equipment shall not exceed ±25mm.
8.11.5Alignment and elevation check shall comply with the requirements of PIP VEFV 1100.
8.12 Assembly and Installation of Accessories:
8.12.1 Tower, Vessel and Drum
• Platform, ladders and davit, etc which are attached directly to equipment shall Installed
in accordance with relevant specification and drawing.
• Assembly and installation of internals for equipment shall be performed in accordance
with relevant specifications, drawing and instruction by JGC/DAEWOO and Vendor.
8.12.2 Packages Equipment
• All parts supplied by Vendors such as structure, platform, internals, piping and
Instrument shall be assembled in accordance with Vendors drawing and instruction.
8.13 Installation of Associated Piping:
8.13.1 Installation
• All protective covers and plugs on the equipment nozzles shall be maintained until piping
is ready to connect to nozzles.
• Piping shall be installed toward the equipment from the first anchor point.
• Unsupported piping shall be installed on the equipment.
• Welding on piping connected to equipment is not allowed unless the welding machine
ground lead is connected directly to the part being welded. This is to avoid damages to
the equipment by stray electrical currents.
8.14 Damages and Nonconformity:
8.14.1 Any damages and defects and nonconformity found at site and laydown yard shall be
reported immediately in accordance with (S-000-1520-1 02) Field Quality Control
Procedure.

8.15The approved Safety Instruction Sheet shall be made available to inspection personnel for
their use and reference.( ref. SAES-A-005 Section 5)

9 QUALITY CONTROL

9.1 QC Personnel shall be assigned to ensure the quality control and assurance requirement of the
project.
9.2 QC Personnel well coordinate with JGC/DAEWOO inspector to conduct inspection as
required..
9.3 QC Inspector shall be responsible to conduct all required inspection/documentations and to
ensure that all applicable requirements, codes, and standards are complied with SAIC/SATIP.
9.4 Contractor has to utilize the applicable SAIC for every activity.
9.5 Calibration shall be done as required for all machines and tools going to be used in the work
in accordance with schedule Q.

• When two or more people are carrying pipe, carry pipe
on shoulders and walk out of step of each other and

Evacuation Plan • All medical response personnel shall be updated on the
latest live saving techniques as may necessary in order to
refresh their skills in emergency medical response.

• Emergency response procedures shall be in accordance


with provisions of Aramco Manual.
13.2 Inadequate emergency rescue procedures • Every workforce shall be assigned with appropriate M
