Introduction
CNU as a Research University
The Cebu Normal University (CNU) was established in 1902 as provincial normal
school, a branch of the Philippine Normal School. It became an independent institution in
1924, a chartered college in 1976, and a university in 1998. It is one of the oldest
institutions in Cebu.
On June 27, 1998, Republic Act 8688 converted Cebu State College into a state
university to be known as Cebu Normal University. With its autonomous status, the
university provides for higher professional and special instruction for special purposes
and promotes research and extension services, advanced studies and progressive
leadership in education and other fields in the arts, sciences and nursing.
As a state university, CNU has as one of its major functions to promote and
develop researches for knowledge generation and the improvement of life. The
university research activities aims to attain the following goals: creating a
transdisciplinary dialogue between the academia and experts from outside in achieving
the university’s development goals and promoting collaborations in research; advancing
the frontiers of knowledge through the generation and dissemination of research results;
and, building a culture of excellence in research in collaboration with institutions and
organizations across Asia and the Pacific.
These goals will be attained through the identification of research priorities in line
with the university’s research program/s and the regional/national development thrusts;
the generation of publishable research outputs that are responsive to the national
millennium goals and promote development and production; the promotion of research
linkages with private-public, foreign and domestic agencies or organizations as media of
research collaboration, dissemination and utilization.
Research Load – It refers to the faculty teaching equivalent per research project
based on the faculty researcher’s role in the conduct of the project per
computation. It is otherwise known as release time commensurate to the
scope of the research project which is initially approved by the URC.
Research Unit – It refers to the academic departments or colleges in the university such
as the College of Nursing, College of Teacher Education, College of Arts and
Sciences and the Non-Teaching Personnel. This unit is under the supervision
of the College Research Coordinator.
ACRONYMS
CNU has as its governing body the Board of Regents (BOR). The administration
of the university and the exercise of its corporate power reside exclusively in the Board
of Regents and the University President insofar as they are authorized by the Board.
The Office of the Vice-President for Academic Affairs supervises the academic,
research and extension activities of the university with their respective heads of offices.
However, research activities can be placed under the supervision of the Vice-President
for Research if and when such a position has been created.
By virtue of R.A. 8688 known as the CNU Charter, the research activities of the
university are governed by its Research Council, currently known as the University
Research Council or URC (CNU University Code of 2001).
The University Research Council (URC) shall form plans, policies, guidelines,
rules, and regulations governing research activities subject to the approval of the Board
of Regents (BOR Resolution 99, series of 2009). The URC operates at the university
level as a policy-making body and advisory to the University President. Its duties are:
The official research publication of the university is the CNU- Journal of Higher
Education (CNU-JHE). The CNU -JHE Editorial Board consists of one Editor-in-Chief,
two Associate Editors and a Managing Editor. The Editor-in- Chief and Associate Editors
are designated based on their qualifications and their national and international
publication track record for the last 5 years and other qualifications stated in the CMO
13, s. 2009 or the Journal Accreditation System (JAS) and the managing editor is the
Director for Research and Development or the Vice-President for Research as the case
may be.
Composition
Require all faculty members and graduate students who will conduct research
that involves human participants to submit a complete description of the
proposed research using the CNUIRB Protocol Submission Overview.
Review all researches submitted by faculty members and graduate students that
involve human participants to assure, both in advance and by periodic review,
that appropriate steps are taken to protect the rights and welfare of humans
participating as subjects in a research study.
Assess the ethics of the research and its methods, to promote fully informed and
voluntary participation by prospective subjects who are themselves capable of
making such choices (or, if that is not possible, informed permission given by a
suitable proxy) and to maximize the safety of subjects once they are enrolled in
the project.
Approve or disapprove the implementation of the research project or withhold
approval of the implementation of the study pending modifications or changes to
protocol or the consent procedures.
Other Committees
As it deems necessary, the URC may form other standing committees to study
important issues not covered by existing committees.
The Office of the Director for Research and Development is currently known as
the Center for Research and Development (CRD). This Office or center is mandated as
the CNU’s in-charge for research programs. This is currently directly supervised by the
Vice President for Academic Affairs and is headed by a director. The center serves as a
coordinating office for all research activities in the university including those that are co-
sponsored by other agencies. The CRD initiates the implementation of the university
research thrust and agenda to which the colleges anchor their own. The CRD, in the
event of the creation of an Office of the Vice-President for Research, shall be supervised
by the Vice-President for Research and shall be directly under the governance of the
University President. The CRD also serves as a databank for research, instruction and
extension for the university, as well as for other government and non-government
agencies.
The CRD is assisted by the Research Educations Specialists who take charge of
the implementation, monitoring and evaluation of research projects of the university.
The CRD oversees the three existing college research units from the College of
Teacher Education (CTE), College of Arts and Sciences (CAS) and the College of
Nursing (CN) and the other units that shall be created as the need arises subject to the
approval of the Board of Regents.
The CRC shall be designated based on relevant criteria: a) has served the
university as a permanent faculty member for at least one (1) year; b) must have
completed at least one (1) research project (excluding thesis and dissertations) in his/her
field of specialization in the last two (2) years, either as sole researcher or as a co-
researcher; and c) must have published at least one research in a peer-reviewed
research journal, either as sole author or co-author, in the last three (3) years. In cases
where no faculty member in the College would qualify for this criterion, the Dean of the
Unit and the Director of the CRD should unanimously recommend any faculty member
who could best perform the responsibilities of the RUC. It is only when NO ONE from the
faculty of the respective college/unit has published a study in a peer-reviewed research
journal that this criterion could be waived.
2. Provide venues for knowledge sharing and transfer, both local and
international;
The different colleges could adopt any of the following strategic research areas:
The eight Millennium Development Goals (MDG) provided the basic guide in
formulating the university agenda. The National Higher Education Research Agenda, the
Central Visayas Regional Development Agenda and the university vision and mission
were also utilized in determining specific research thrusts and priorities. Four major
areas were drawn from these sources, namely: education, poverty alleviation and health

CLASSIFICATION OF RESEARCH
According to Nature
Institutional Research Grant. Researches conducted by the faculty and staff that can
make use of institutional grants in research either using the pre-paid or post-paid
scheme.
Research Paper Presentation Grants. Faculty and staff with completed researches are
given funding assistance for travel and attendance in scientific paper
conferences as paper or poster presenter.
Externally-Funded Research
The university has been a recipient of research fund grants from the Commission
on Higher Education, Department of Education and other external agencies. It has
government and non-government partners for research and research-related activities.
Professional Researches
Faculty members and staff can conduct researches for professional development
without commensurate funding from the university nor an equivalent research load. The
submission of a completed research requires an internal refereeing of the project before
the Director of Research (or his a person with an equivalent position) can issue a
Certificate of Completion.
The Center for Research and Development (CRD) facilitates the processing for
approval and funding for proposals for research and research grants submitted. These
processes are illustrated in this section.
The research programs and priorities of the university and the external funding
agencies provide the bases in developing the research proposals. Researchers prepare
proposals along these mandates and submit proposals to the appropriate offices. The
Call for proposals will be posted at least two months before June and December of each
year.
A call for application and approval of proposals is done twice a year by the CRD.
The deadline for Research Proposal submission is May 15 and November 15 each year;
the review of proposals is done every June and December and the initial implementation
of the research is immediately after the Notice to Proceed is issued. The release of
funds is done based on the approved Schedule of Deliverables and Tranche Releases
(SDTR- Appendix E). The proposals submitted follow the prescribed format and other
attachments (Appendix A-1)
1. The CRD issues a call for proposals annually based on the university research
agenda.
3. The CRC, in coordination with the CRD, facilitates/organizes a proposal review with at
least two (2) external evaluators. The proposals shall be evaluated based on (a) quality
assessment of the content (Appendix D) , (b) fund allocation (Appendix B) and
man-hours requirement for the research project (Appendix C). The selection of the
external evaluators is based on content expertise, technical research expertise and
publication experience.
4. After the proposal review, this will be returned to the proponent/s for revision and
development of a full-blown proposal.

6. The University Research Council (URC) will convene to deliberate on the research
proposals based on the evaluation of the external referees and decide whether the
research proposal merits funding. . The URC will evaluate the funding appropriate for
each approved research proposal based on the criteria for budgeting as approved by the
BOR (Res. No. 99, S. 2009).
9. The CRD informs the proponents whether the proposed project has been approved or
not.
10. The CRD processes the Memorandum of Agreement for approved research projects
with the corresponding attachments.
11. The finance office will prepare and release the appropriate research funding.
The research project has not received funds from the university or other external
agencies;
The completed projects have been accepted for publication or have been
published in a refereed, accredited or ISI/ Thomson-Reuters Indexed research
journal. Theses and dissertations are not included.
The URC reviews the submitted original copy of the published research and
approves the granting of funds after the submission of complete documentary evidence
is satisfied.

The University Research Council (URC) shall create a technical working group
(TWG) duly approved by the University President which shall be composed of faculty
experts in identified areas in which researches should be enhanced. The TWG shall
formulate the priority research agenda and the description of the research project to be
commissioned with specific research topics per agendum and the corresponding budget
per proposed research project as bases for the commissioned research grants. These
shall be submitted to the Board of Regents for approval.
a) Scope of Work
The research proposal should focus on the research problem applied for in the
commissioned research.
c. The research team should include a faculty member from the Cebu
Normal University in the college under which the commissioned project
is classified.
The maximum duration for activities supported under the commissioned research
grant program is one (1) year. The total funds request should not exceed Php
200,000.00. However, proposals with less than the maximum amount are encouraged.
The URC with the TWG, shall determine the acceptability of the duration and funding per
commissioned research project.
Funding per project shall be released based on three tranches: first tranche: 50%
of the approved budgetary contract (ABC); second tranche: 25% of the ABC and third
tranche: 25% of the ABC. The tranche releases shall be accompanied with scheduled
deliverables prior to each tranche release.
An internal review of the submitted proposals shall be done by the TWG with the
following criteria to be considered: a) track record or competence of the proponents; b)
technical quality; c) dissemination and utilization of results. This shall provide shortlisting
of submitted proposals.
The URC Director/ VP for Research will send shortlisted proposals for
commissioned research to at least one external expert in the field for his assessment.
The external expert will review the proposals using the same criteria. In addition,
external reviewers will be asked to make a judgment as to whether the proposal is
acceptable or unacceptable. Double-blind review shall be utilized.
The successful commissioned proposals will also be posted, along with the
assessments of the TWG and the anonymous external reviewers.

d. For a research project which was not funded by the university and has not been
reviewed either by peer or external experts but was accepted for presentation by
respected conference organizers, the author who will present the paper may be
granted approved official time. Other authors of the project may be given the same
privilege subject to the discretion of the President. However, if the author wishes for
full financial assistance during his/her attendance in the conference (travel
expenses, registration, per diem), the paper has to be internally peer-reviewed
and/or externally reviewed by experts and compliance with the recommendations
for improvement of the paper must be done before approval can be granted.
a. The faculty members requesting for endorsement of his/her research paper for
oral/poster presentation(s) submits/s a letter of request addressed to the
President, with the recommendation for approval from the Dean, Director for
CRD and VP for Academic Affairs.
The Dean will signify that the faculty member has been allowed to make special
arrangements regarding instruction and is being recommended to attend the
conference; while the Director for CRD will signify that the full paper to be
presented (either oral or poster) had been reviewed.
b.2. for oral presentation, a copy of the full paper in standard publishable format;
for poster presentation, lay-out of the textual content to be reflected in the poster;
c. If and when the research paper for presentation has already been externally
reviewed through the CRD, there is no need for re-evaluation or re-submission of
the paper for external refereeing for research papers submitted and accepted for
presentation which have already been peer reviewed as part of the conference
mechanism, peer or expert review will not anymore be done as long as the
author/s submit/s the referees’ or reviewers’ comments as evidence of the review
mechanism.
d. The final endorsement of the application for oral/poster presentation will be done
by the Vice-President for Academic Affairs upon recommendation by the Dean
and Director for CRD.
e. The University President has the final authority to approve or disapprove the
applications.
The following hierarchical levels, duties and responsibilities shall serve as guides
in determining the personnel to be designated in the project:
A research project proposal which met the criteria for funding either by the
university or other funding agencies shall be given approval for its implementation. In
the conduct of the study, the CRD is the office that takes charge of the monitoring and
facilitates the evaluation of research results.
Upon approval of the proposal, the researcher and the funding agency shall enter
in to a MOA / MOU for the project. A Notice to Proceed is issued and the researcher(s)
implement(s) and complete(s) the research project within the approved time. The
release of funds per tranche is observed.
All office supplies and materials for projects shall be purchased or withdrawn
from the Supply Office in accordance with the approved requisition and issue voucher
(RIV).
Purchases made outside for a single item amounting to P1,000 or more requires
the following:
The project leader prepares a requisition form, which contains the desired
specifications of the equipment and the quantity of the item. At least three (3) suppliers
are invited to submit their quotations, which the bidding committee studies. Purchase
negotiations are handled by the Purchasing Section/Supply Office.
Traveling Expenses
Cash Advances/Reimbursement
Other project staff members or project leaders may also use their personal funds
to travel or to purchase needed materials. Such expenses may be reimbursed by
following standard procedures, provided they do not exceed the approved line-item-
budget.
The budget allocation per project under the university research grants is pegged
at a maximum of TWO HUNDRED THOUSAND PESOS (Php 200,00.00) and a
minimum of FIFTY THOUSAND PESOS (Php 50,00.00) per BOR Resolution No. 99,
series 2009. The total budget allocation shall be based on the approved budgetary
allocation of the project. For externally-funded research projects, the approved budget
per project will be disbursed in tranches.
Funds shall be released in accordance with the approved line item budget
(LIB) of the project, terms of references (TOR- See Appendix F) and schedule of
deliverables and tranche releases (SDTR), provided there are no outstanding cash
advances and depending on the availability of funds of the implementing unit. The
schedule of tranche releases will be 50%-50% for institutionally-funded research
projects, specifically those falling under the pre-paid scheme. For the post-payment
scheme, payment will be done on a one-time basis. For externally funded researches
fund releases will be based on the SDTR as stipulated in the MOU/MOA.
The CRD shall conduct a project audit any time during the implementation of the
project study to assist the researchers and identify needs and problems. Monitoring of
the project’s progress will be done at least twice during the research period in
coordination with the RUC. Reports on the progress of the on-going research project
shall be submitted within the specified time stipulated in the Schedule of Deliverables
and Tranche Releases (SDTR- See Appendix E).

Request for Project Duration Extension
Failure to complete the research on the due date may require a researcher to
extend the project duration. In cases where there are such requests, the request will be
deliberated on by the URC and an approval from the University president is required.
The disapproval of such a request obligates the researchers concerned to refund the
entire amount allocated as used for the research project within the same time frame as
the duration of the project through direct re-payment or salary deductions as approved
by the university president.
The researchers are required to write a letter specifying their concern to the CRD
and the CRD endorses the same to the URC for deliberation. The changes in leadership
and membership in team research are allowed for researches funded by CNU. For
externally-funded researches, the authors have to follow the guidelines of the agency.
All information and reports arising from the research activity shall acknowledge
the contribution of the host institution. Researcher/s is/are given the right to publish their
findings regarding the research provided that they acknowledge the contribution of the
host institution.
Selection of Evaluators
The external evaluators of both the research proposal and the completed
research project are recommended and chosen from the pool of evaluators in research
to the University President for approval. The selection of evaluators considers the
expertise of the evaluator based on the research topic to be evaluated, technical
research expertise and publication experiences.
The review of research projects is done semi-annually for proposals every June
and December of each year and evaluation of completed projects is done upon the
submission of report is completed. The review of proposals will be done either in an in-
house review with two external reviewers or evaluation of proposals by two external
reviewers via on-line or slow mail. Evaluation of completed research projects will be
done by two external reviewers and by presentation of papers in the research congress
initiated by the university.
If research is of great priority and the work load entails so many man hours,
the researchers may be given an equivalent research load upon recommendation by
the college dean and approval by the university president. Faculty members who
could not avail themselves of research load credits are entitled to honoraria.
Note: A Table of Man-Hour Requirements Per Research Task is appended for reference.
The research load equivalency will also depend on the role of the researcher/s in
the team with the following distribution: 60% of the total NETU shall be provided for the
study leader per project, or project leader for the total project NETU and the remaining
40% will be distributed to the project or study members.
For externally funded research projects, the researchers shall enjoy the
monetary rates stipulated by the funding institution or agency. Moreover, he shall
enjoy the non-monetary benefits afforded by the university to faculty and staff
undertaking a project.
Note: Faculty and non-teaching personnel who undertake research are given the
option to choose either honoraria or research load equivalency.
Awards
Doing research is tedious, but a fulfilling task. While much has been written about
the contribution of research in various fields, the potential incentives that researchers
could reap not only in doing research but also in the privilege of disseminating their
research outputs (through oral or poster presentations) per se have not been given
adequate emphasis. The incentives that may be obtained in research may come in
different forms such as publication awards and paper/poster presentation incentive
awards.
The aim of these awards is to duly recognize researchers in various fields and
disciplines, thus heightening the research spirit and enthusiasm and consequently
producing an environment conducive to more meaningful and useful researches.
Executive Order 292, Book V provides the legal basis in giving these incentives. Section
2 states that the incentive awards are provided to encourage creativity, innovativeness,
efficiency, integrity and productivity in the public service through the employees’
suggestions, inventions, superior accomplishments and other personal efforts that
contribute to the efficiency of the institution. Section 4.a places research
accomplishments as the idea type contribution, which shall refer to an idea, suggestion
or an invention for improvement that benefits the government. The proposed monetary
incentive award for research publication and presentations is based on Section 7.h,
which states that a monetary award is granted to employees whose contributions in
terms of suggestions or performance functions results in monetary savings and
intangible effects contributing to the welfare of the of the institution.
Awardees will receive cash incentives and plaques of recognition from Cebu
Normal University. Incentives are awarded subject to availability of funds. The awards
are as follows:
Publication Award
Any research output published in a refereed journal will be given the publication
award. An International Publication Award will be given to papers published in journals
indexed in Thomson and Reuters, Hirsch Index, ISI, SSCI, CHED-JAS (as Category A-
1), and other similar journal indexing systems which indicate international quality. A
National Publication Award will be given to papers published in journals accredited by
CHED-JAS. The Publication Award includes a cash incentive and a plaque of
recognition from the university. Researches published in books are also given this
award. Publication awards shall be granted after a thorough evaluation of evidences on
the credibility of the journal or book where the research article was published. The
incentives shall be given subject to availability of funds.

Research papers that are orally presented in research conferences entitle the
researchers to incentives: P 50,000 for international ( outside the Philippines) and P
15,000 for national. Researches which are included in poster presentations in research
conferences outside the Philippines are entitled to P 25,000 for international conferences
and P 10,000 for national conferences. These incentives are provided in cases where
research paper or poster presentations either in international or national conferences are
not funded for transportation, per diem and registration by the university. These
incentives shall not be applicable if travel funding and registration are provided for by the
Researcher/s completed by the faculty shall earn credit in the NBC 461 Faculty
Promotion System.
The university research outputs will be utilized through their diverse results in
research and extension in varied areas of specialization; education, nursing, arts and
sciences.

The university has its official refereed journal publication accredited by the
Commission on Higher Education, the CNU-JHE, which allows qualified research
projects to be published. Researchers can submit their research articles to the Editorial
Board of the CNU-JHE.
All researches being conducted by the university’s faculty and staff must undergo
an ethics review by the CNU Institutional Review Board (CNUIRB) duly created and
approved by the Board of Regents.
Composition
10. The CNUIRB is composed of five members to be designated by the university
president; they will be composed of the chair, secretary and three (3) members.
11. The members must have enough experience, expertise, and diversity to make an
informed decision on whether the research is ethical, informed consent is
sufficient, and appropriate safeguards have been put in place.
12. If the CNUIRB works with studies that include vulnerable populations, the
CNUIRB should have members who are familiar with these groups. It is common
for a CNUIRB to include an advocate for prisoners when considering research
that involves them.
13. The CNUIRB should include both men and women, as long as they aren't chosen
specifically for their gender.
14. The members of the CNUIRB must not be all of the same profession to ensure
that research protocols are reviewed from different perspectives.
15. The CNUIRB must include at least one person who is not affiliated with the
institution.
16. IRB members may not vote on their own projects.
17. The IRB may include consultants in their discussions to meet requirements for
expertise or diversity, but only actual IRB members may vote.
18. In order to vote on a proposal, more than half of the members of the board must
be present. There are exceptions for expedited review, where only the chair of
the committee or a designee reviews research.
Roles of CNUIRB
Informed consent. The participant must be given as much information about the
research to be conducted in order for him/her to make an informed decision. The
consent should be expressed in a form that bears the participant’s signature.
Ethics Standard. The CNUIRB should inform all the stakeholders of the Code
of Research Ethics to be observed in the university.
Academic Freedom. Any faculty member or staff member may receive external
funding for researches on a personal capacity provided that there is no conflict of
interest with regard to his function in the university.
Protocols that do not meet the criteria for expedited review must receive a full
review by all members of the CNUIRB. Under full review, all members of the
CNUIRB receive and review the protocol, consent and any additional materials
prior to the scheduled meeting.
1. The CNUIRB may invite research proponents to answer questions regarding the
research protocol, if the body deems it necessary.
i. The CNUIRB votes for the approval, disapproval or conditional status of the
study.
ii. The proponents/researcher/s shall be furnished with a copy of the decision of the
CNUIRB.

Research work made by any member of the university should uphold the
Intellectual Property Code of the Philippines (R.A. 8293) and should observe ethical
principles in the conduct of their research. The following provisions are strictly mandated
in the university research work:
The university owns the research product but the research grantee reserves
the right to authorship. Ownership of the copyright shall be in the name of the
author(s). The university shall have the first two-year option to publish the manuscript
of the project output.

WHEREAS, THE RESEARCHERS have the technical expertise and experience in the
conduct of the said Research Project Study for the maximum duration of _____months
as reflected in the approved Research Project Proposal submitted to the University
Research Council (URC) through the Center for Research and Development (CRD);
NOW, THEREFORE, for and in consideration of the foregoing premises and of the
mutual covenants herein stipulated, the parties hereto affirm and agree as follows:
1. Submit to the URC, through the CRD, periodic reports on the status, progress and
assessment in the conduct of the research project study following the rules and
guidelines stipulated in the university research guidelines as set by the URC and duly
approved by the Board of Regents.
2. Comply with all recommendations and implement all revisions and improvements
that may be raised by the URC through the CRD for the effective and successful
conduct of the research study.
3. After incorporating all the recommendations of the final output by an external expert,
submit to the CRD three types of the research final report outputs: (a) one hardbound
copy; (b) an electronic file copy, in CD for databank/database, reproduction and
dissemination purposes; and (c) a publishable version of the paper for publication in
local/national or international journals. The prescribed forms of these outputs are
within the guidelines set forth by the URC and the CNU Journal of Higher Education
Editorial Board.
4. Present the research project study results/output(s) in the right forum and take
charge of all technical preparations for the computer-aided presentations for the said
forum to be scheduled by the URC through the CRD;
5. Turn over to the University any item and/or equipment worth ONE THOUSAND
PESOS (P1,000.00) AND ABOVE purchased during the conduct of the Research
Project Study paid for from the research project fund and such items and/or
equipment shall become the legal property of the university to be deposited at the
CRD office;
6. In the event that the study will be recognized and awarded with cash, the award
shall be divided at on a 70 – 30 percent sharing basis in favor of the researchers; in
case of a plaque or citation, the CRD shall be the custodian;
7. Submit to the CRD original copies of all reimbursements and official receipts and any
other required legal document for liquidation purposes of project expenses incurred in
the conduct of the research project study.
1. Provide funding of no more than Ph___________ for the conduct of the approved
research project study upon recommendation by the URC through the CRD based on
the following scheme:
1.3 1.2 Release the next fifty percent (50%) of the project cost upon submission by
the researchers of the liquidation documents (of the fund released for operating
expenses if any) to the accounting office (AO) and upon submission of the
complete, revised and final research project study report to the URC through the
CRD as afore stated under Article I-3;
2. Monitor, evaluate, review and provide technical assistance in the conduct and
progress of the research project study through the CRD throughout the duration of the
project study.
3. The CRD shall have the prerogative to identify and recommend external experts to
review and evaluate the final report.
3. In the event that the researchers cannot, in any way, complete the research project
study of which partial fund assistance had already been released, they shall be made
to reimburse the excess amount released for project expenses vis-à-vis project
accomplishment as jointly determined by the URC through the CRD and the AO in
the most affordable and acceptable schedule. The researchers then waive their rights
to subsequent researcher(s) who shall continue and complete the conduct of the
research project study wherein the latter shall assume the privilege to claim the
remaining fund assistance after duly complying with all legal and just requirements
stipulated in the university research guidelines.

CNU
TERMS OF REFERENCE
COMMISSIONED EXTERNAL RESEARCH GRANT
The University Research Council (URC) shall create a technical working group (TWG)
which shall be composed of faculty experts on identified areas in which researches
should be enhanced. The TWG shall formulate the priority research agenda and the
description of the research project to be commissioned with specific research topics per
agenda and the corresponding budget per proposed research project as bases for the
commissioned research grants. These shall be submitted to the Board of Regents for
approval.
b) Scope of Work
The research proposal should focus on the research problem applied for in the
commissioned research.
b) Eligibility
Principal investigators and members of the teams should meet the following
criteria:
a. Demonstrable credibility and capacity to conduct research on the selected
topic.
b. Educational background: The principal Investigator should have attained an
educational level of at least Masters degree and should have established
a track record in research in the field where the commissioned research
belongs for the last three years.
c. The research team should include a faculty member from the Cebu Normal
University in the college where the commissioned project is classified.
Funding per project shall be released based on three tranches: first tranche: 50%
of the approved budgetary contract (ABC); second tranche: 25% of the ABC and third
tranche: 25% of the ABC. Scheduled deliverables shall be given prior to each tranche
release.
An internal review of the submitted proposals shall be done by the TWG with the
following criteria to be considered: a) track record or competence of the proponents; b)
technical quality; c) dissemination and utilization of results. This shall be used as basis
for the shortlisting of submitted proposals.
The URC Director will send shortlisted proposals for commissioned research to
at least one external expert in the field for his assessment. The external expert will
review the proposals using the same criteria. In addition, external reviewers will be
asked to make a judgment as to whether the proposal is acceptable or unacceptable.
Double-blind review shall be utilized.
The description of the commissioned research project will be posted by the URC
for 15 days in the university website and it shall send invitations to universities and
agencies within and outside the region which are believed to have the human resources
for the research projects to be commissioned. Competitive alternative bidding shall
determine which agency shall be awarded the project subject to provisions of R.A. 9184
(Limited Source Bidding Competitive; RA 9184, Sec. 49).
The successful commissioned proposals will also be posted, along with the
assessments of the TWG and the anonymous external reviewers.
A monthly progress report with documentary evidence shall be required from the
research grantee as soon as the first tranche shall be released until the expected
completion of the project. This is to monitor the timely implementation of the project.
Upon completion of the project, the terminal report submitted by the research
grantee shall be subjected to internal review by the TWG and an external evaluator to
determine the compliance with the objectives of the research project and to evaluate the
quality of the output.
Should the research grantee opt to terminate the project or a portion of the work as
stated in the approved work and financial plan within the project period or any extension
granted thereof, CNU agrees to reduce a portion of the contract price up to fifteen
percent (15%) corresponding to the particular incomplete work due per the approved
work schedule.
Failure by the research grantee to satisfactorily complete the study within the
period stated herein or any extension granted shall mean forfeiture or discontinuance of
the grant and he shall be banned from joining any research project of the university.
The remaining balance of the study shall revert automatically to the CNU fund.
The research grantee and CNU should agree and understand that intellectual
property rights, ownership and enjoyment thereof arising from the project shall be
governed by existing and future policies of CNU on Intellectual Property Rights such as
but not limited to the following:
3. CNU shall have the right to freely use all data and findings for any of the
purposes within its legal mandate. However, the research grantee shall in
writing request permission from CNU regarding his intent to use any of the
data or information contained in the report and the purposes thereof.
4. Copyright, royalties and other economic rights arising from work produced
or developed from the project shall be owned by CNU and the grantee
in accordance with the following proportion:

1. CONFIDENTIALITY
All information gathered in the conduct of the research shall be held with outmost
confidentiality. This includes:
(a) Anonymity and privacy of the respondents and personal background of the
participants shall at all times be respected /held;
(b) Responses /answers to the questionnaires, interviews, focus group
discussions, standardized or teacher–made tests, etc. are strictly
confidential;
(b) Resort to aliases or pseudonyms in focus group discussions and interviews is
allowed;
(c) Blinders or distortion of pictures of the participants should be observed as and
when necessary;
(d) Documents and documentations like CDs, videos, and audio tapes involving
data collection should be stored in a safe place under the custody and
safeguard of the IRB (Institutional Review Board) for five (5) years, otherwise
they can be destroyed or condemned;
(e) To maintain confidentiality of the respondents, the use of codes may be
utilized throughout the study;
(f) The cover page of the questionnaire should clearly state and guarantee
confidentiality;
(g) The information provided shall not be made public or available to anyone
other than those involved in the research project without the participants’
consent.
In the research write ups, the IRB should see to it that the researcher will not give
extraneous clues to and disclosure of the identity of the respondents
When confidentiality has been strictly observed and guaranteed, the respondents
or participants of the study are more open to give their honest and candid answers, which
is a requisite to quality research.
Violation of such will be dealt with accordingly by the IRB following due
process.
Incentives are any form of reward that the researchers opt to give to the
respondents as a way of showing gratitude for their time spent during the research
implementation. The following guidelines are provided so as to maintain ethical conduct
of the study:

(a) Research outputs should generate new knowledge and answer the needs of the
target population of the society like poverty alleviation, literacy, peace and order,
environmental protection, etc.
(b) Research outputs could be used as basis for policy formulation and
implementation.

A. In cases where participants should inquire about the results of the study:
(1) the principal investigator of the study has the sole authority to disclose
the results;
(2) the unit research coordinator may disclose the results in the absence of
the principal investigator;
A. In cases where the unit research coordinator is part of the study, the dean of
the college may disclose the result.
B. The principal investigator shall state in the consent form his/ her name, email
address and contact numbers to facilitate the easy access of the results.

of the Grant. Thus, any and all expenses in excess of the Grant relative to his participation in the
Conference shall be shouldered by the GRANTEE.
D. AMENDMENTS
The parties hereto, upon mutual consent, may amend or modify this Contract by or through an
addendum signed by all parties which shall form an integral part hereof.
