REPORT

This pertains to the request of Barcelona Heritage and Development Council for
a collaboration work with the DepEd to restore, reconstruct and refurbish the Spanish
Ruins Coral Stone Building. The letter was directly addressed to the Office of the
Secretary and was referred to DepEd SDO Sorsogon for report and recommendation.

In so far as the Barcelona Heritage and Development Council is concerned, it

had no known past engagement or meaningful collaboration work with the division o{Iice
or with any school within its jurisdiction. In fact, this is the only instalce that the o{hce
gained information of the organization. Honest effort was made by the division legal
omcer to contact the Council but to no avail. Several attempts to communicate with
them through the contact number and the srnail sddlsss provided in their letter were
made but proved futile. Moreover, Barcelona Herifage and Development Council holds
no office in Brry. Tagdon, Barcelona as it purportedly represents. Residents of the said
barangay does not even know of its existence.

The Spanish stone building mentioned in the letter still stands today. However,
v/hat remains are the stone walls. (See dtaahed plctures.) According to local history
the stone building served as the school of the town of Barcelona during the Spanish
occupation. The structure is located opposite the Barcelona Central School. It stands
on the other side of the provincial road.

Portion of the stone building occupies the parcel of land with survey number 326
and an area of six hundred (600) square meters. This is declared in the name of tJle
Deparunent of Education. (See dttached tox declaratlon-l

Although DepBd is the declared owner of the realty in the tax declaration, it has
never been used by Barcelona Central School for academic purpose. The ruin of t}re
stone building is a reminder of tJ:e town's Spanish heritage.

The local government of Barcelona has a plan to preserve and develop the area
to boost its local tourism industry, although there is no official communication from
them now. Considering the strategic location of the stone building, on its northem part
stands also the ruins of ttre century old Spanish Presidencia, it is likely that the
municipality of Barcelona may request for the conveyance of the realty in their favor for
the purpose.

At present the ownership of two parcels of land in the name of DepEd has been
requested by the local government of Barcelona to be reconveyed in thet favor for
tourism purposes.

For the purpose of collaboration and pa-rtnership work for whatever development
plans involving the stone building and the Barcelona Central School, it is most beneficial
to engage the local government of Barcelona. Much support has been extended by them
to the Barcelona Central School through the school's brigada eskwela program and
other development projects. Ultimately, it is part of the Philippine government and a
stakeholder of the school.
