Experience in commercial real estate transactional practice and title (but not “conveyancing” practice, i.e.,
residential mortgage loans and closings).

estate, construction, contract, regulatory and enforcement work.

Position Summary
Under the Director of Risk Management and Safety general direction, develops, implements and
administers occupational health, safety and environmental programs in accordance with federal, state and
local regulations, industry standards and District policy; works closely with District management,
operating
supervisors, union representatives and employees to identify and evaluate potentially hazardous
conditions and formulate recommendations for preventive or corrective action; interprets federal, state
and local safety and environmental regulations and assists management in achieving and maintaining
compliance; works closely with contract medical and industrial hygiene specialists to monitor conditions
and their possible effect on the health of employees; develops and provides employee safety training;
participates in emergency preparedness and contingency planning activities; supervises staff in
performance of administrative duties related to health, environment and/or safety, and additional duties
as assigned.
Essential Responsibilities
• Develops, implements and evaluates safety policies, procedures and programs to reduce work-related
accidents, eliminate potentially hazardous conditions and control financial losses
• Responsible for assigned existing and on-going safety and environmental programs such as Blood Lead,
Hearing Conservation, Respiratory Protection, Hazardous Waste tracking, etc.
• Investigates causes of accidents and recommends changes in procedures, equipment usage, and/or
work environment to correct problems and prevent recurrence
• Reviews results of corrective actions
• Participates in regular safety meetings with Bus, Ferry, Bridge and District Division employees to
discuss
potential environmental and/or safety problems, interpret procedures and discusses other safety-
related issues

Summary
Provides support to the Authority's Real Estate division with expert experience and knowledge of all
facets of real estate transactions including leasing, acquisitions and disposals, contract review and
negotiation, survey and title review. Assists in the negotiation and closing of complex transactions
involving multiple internal and external parties.
Responsibilities
Provide expertise and support for all real estate transactional activities including acquisition of
new real property, disposition of surplus lands.
Negotiate and prepare lease documents for commercial and industrial leasing, and management of
lease documents and reporting requirements.
Negotiate, draft and analyze a broad range of real estate documents related to real estate matters,
including contracts, deeds, easements, permits and other real estate related documents.
Support leasing activities for Client’s White Plains Office
Support the real estate closing and permitting process for the department.
Provide the Manager Corporate Real Estate with informed recommendations pertaining to the
acquisition or disposal of Client’s real property and complex leasing transactions as both
landlord and tenant.
Ensure that the Eminent Domain Procedure Law and other applicable statutes are properly
followed in cases involving Client’s appropriation/acquisition of real property.
Confer on Client’s transactional related real estate activity with all appropriate Federal and State
agencies.
Assist the Legal Department in the defense of claims against the Authority and participate in the
settlement of existing and potential claims.
Ability to prepare real estate related legal documents, including draft contracts of sale, option
agreements, settlement documents, and closing papers, in association with the purchase and
sale of real estate and interests in real estate prior to final legal review by the Law Dept.
Ability to assist with real estate tax valuation issues (including Payments in Lieu of Tax issues)
and analysis.
Knowledge of the application of appraisal techniques of income approach, replacement cost and
comparable sales.
Knowledge of surveying and Geographic Information System preferred..
Understanding of the Public Authorities Accountability Act (PAAA), and how it applies to the
acquisition and disposal of interests in Real Property.
Knowledge and experience in appraisal review and techniques, surveys and GIS, contract and
document negotiation, title review and Eminent Domain procedures, preferred.
Knowledge of surveying, engineering, and construction methodology is preferred
Strong negotiation skills; skilled in conflict resolution
