DepEd Order No. 32, s. 2017 or otherwise known as Gender Responsive Basic Education
Policy in line with its Gender and Development,
RA No.9710 or the Magna Carta of Women,
RA No. 10533 or the Enhanced Basic Education Act of 2013,
Philippine International Human Rights Commitments to the Universal Declaration of Human
Rights (UDHR),
Convention on the Elimination of All Forms of Discrimination Against Women (CEDAAW),
and the
Convention on the Rights of the Child (CRC),

Pursuant to Republic Act No.9710 or the Magna Carta of Women, Section 36 of

Chapter VI provides all departments including different agencies, offices and other

instrumentalities shall adopt gender mainstreaming as a strategy to promote women’s human

rights and eliminate gender discrimination in the system, policies, thrusts and programs.

In line with the mandate, the General Appropriation Act of 2013, Republic Act No.

10352 requires all agencies including the Department of Education to formulate a Gender and

Development (GAD) Plan and Budget designed to address gender issues and implement

applicable provisions under Republic Act No. 9701 that Gad Plan and Budget shall be

integrated in the regular activities utilizing the five percent (5%) budget of the agency.

This policy seeks to enable the DepEd to undertake gender mainstreaming in

Education to address both enduring and emerging gender sexuality-related issues in Basic

Education, to promote the protection of children from all forms of gender related violence,

abuse, exploitation, discrimination and bullying and to promote gender equality and non-

discrimination in the workplace and within the DepEd.
