BRIEF BACKROUND
The project entails in the acquisition and development of proposed project site that passed the site
selection parameters, specifications and standard of the agency. The concept of the project in the
provision of basic amenities to the families affected by typhoons “QUINTA, ROLLY and ULYSSES” last 2020
in various barangays of Malilipot, Albay by providing them homelots, shelter and livelihood and other
services support facilities.
Since time is of the essence during emergency cases and in order to prevent further damage to loss of life
or property, the immediate need of providing permanent housing units to those families affected by
typhoon Quinta, Rolly and Ulysses whose structures were totally damaged by typhoon, Last February
2021 the Management have requested the Board of Director to conduct negotiated procurement under
emergency cases pursuant to section 53.2 of IRR of RA 9184 (“Emergency Cases. In case of imminent
danger to life or property during a state of calamity, or when time is of the essence arising from natural
or man-made calamities or other causes where immediate action is necessary to prevent damage to or
loss of life or property, or to restore vital public services…, the procuring entity has the option to
undertake the project through negotiated procurement or by administration…” )
By virtue of Board Resolution No. NHA-BR-6832 dated March 4, 2021, the request to conduct Negotiated
Procurement was approved and confirmed by the Board of Director.
