To further improve the Maintenance Management System for Road and Bridges in the
Philippines for expeditious, proper and effective maintenance works implementation, the
Department is introducing the Database System for Road Slope and Bridge Repair which was
developed under the JICA-TCP III, titled" Maintenance Information on Road Slope
and Bridge Repair (MIRB)" with the main purpose to provide readily available technical
information on road and bridge maintenance works for easy reference in the preparation of
midterm maintenance plan and annual budget plan as well as any appropriate future
maintenance/repair works that has to be undertaken for the safety of the travelling public.

Henceforth, starting January 2019 all Regional and District Engineering Offices are hereby
directed to establish Maintenance Information on Road Slope and Bridge Repair in the
Database system, following the guidelines and procedures as provided in the MIRB User's
Manual as Annex "A".

For successful implementation and usage of the System, the following Bureau/ Service
Office are responsible to oversee its implementation:

a. Bureau of Maintenance
• Ensures the establishment of MIRB in the Database System for all Regional and
District Engineering Offices thru the Maintenance Division/Section, and
• Provide OJT on the System Operation and usage of the Database System

b. Information Management System

• Ensures the renewal of software license, and
• Provide support on IT requirements.

This Order shall take effect immediately.
