The distribution of power in the government is one of the influences that

affect the framing of the Philippine Constitution. This distribution of powers among

the governments organized by the Commission, the presumption will always to be in

favor of the smaller subdivision, so that all the powers which can properly be

performed by the municipal government. The result of this process may be

necessary to secure and enforce faithful and efficient administration by local officers.

I believe that in this way it shall make proof of their capacity in counsel and their

sense of responsibility in the exercise of political power, and that the success of this

step will be sure to clear our view for the steps which are to follow. The proper

distribution of power will influence the framing of Constitution in a positive way by

doing step by step we can extend and perfect the system of self-government in the

by making test of them and modifying them it discloses their successes and their

failures, so that we should put more effort and actions under the control. The

essential instruments of their life, their local instrumentality of government, their

schools, and all the common interests of their communities,which all the world will

see to be suitable to a people whose dealing under their own control.
