SUBJECT : MISCOORDINATION OF OPERATIONS DETAILS TO COMMUNICATIONS DIVISION

This is to bring to your attention an incident where the Operations Division, under the management of Lt.
Dumalay Galang (Ret.), failed to advise the Communications Division of the correct assembly time for the traffic
law enforcement operation scheduled today, 17 March 2021, resulting in the absence of news coverage from
our office as well as our media network partners.

According to the statement of our Communications Officer John Louis Moreno, who is in charge of
Communications–Operations coordination for special operations matters, the initial assembly time in The
Columbia Tower advised yesterday was at 2:00pm of 17 March, 2021, with deviations or changes to be advised
that same night.

However, this was not the case. The assembly time for the special operations scheduled for today, 27 March
2021, was moved to 5:00am instead without proper advisory. It was not until 3:00am when Mr. Moreno
received a message from Ms. Jennifer Salen advising of the correct assembly time, where the Communications
team at this time was immobile.

It is important to note that the Communications team relies on the information relayed by the Operations
Division, as this serves as our reference point for the invites we send out to our media partners who are
interested in joining and reporting on our operations necessary for increased public awareness of I-ACT’s
mission and initiatives. Consequently, the pertinent details guide our deployed Communications personnel,
who are tasked to cover the activity for posting on our social media page.

As the Communications team had already sent out its media invites the night before, furbished with the initially
scheduled time, we then had to send a cancellation notice to remedy the situation. However, these matters can
easily translate to unprofessionalism with reoccurrence, and we intend to prevent the same.

Hence, miscoordination and failure to keep us in the loop greatly affects not only our workflow and duties, but
also our reputation as Communications Officers as well.

In this regard, we request that a dialogue be held to address this issue.
