MARINE NOTICE

Taking into the account the great amount of concerns related to whether or not it is
safe to call Japan ports because a nuclear power plan in Fukushima prefecture is
facing fewer levels of waters for the cooling down of systems of reactors and spent
nuclear fuel rods, we believe it is necessary to forward the news made public by the
Japan government:

On March 15th, the Japan Coast Guard promulgated a Local Navigational Warning as
follows:

Promulgation TIME 161420 JST MAR.
HONSHU, E-COAST, FUKUSHIMA NA 1 NUCLEAR ELECTRIC POWER.
37-25.5N, 141-0.2E.
VESSELS ARE ADVICED TO KEEP MORE THAN 30KM FROM THE PLANT.

Today Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) updated
its homepage as follows:

Currently the level of radiation in Tokyo City and Yokohama City were as shown in the
attachment at very safe level of health.

We believe the aforementioned news is correct and accurate and therefore the
Panama Administration does not impose any restrictions or advices in addition to those
made public by the Japan authorities.
