1.0. PURPOSE

Ensure works and procedure associated to steel erection for the executed in compliance
with the technical specifications of the Masinloc Power Plant Expansion Project.

2.0. SCOPE

The present work instruction is applicable to steel erection for building in of Masinloc Power
Expansion Project.

3.0. REFERENCE
 AISC 303-05 Code of Standard Practice for Steel Buildings and Bridges. (Section 7. 5)
 Approved related erection drawing and shop drawing

4.0. ROLES & RESPONSIBILITIES


4.1. VPCI Site Manager - shall be the overall responsible for the implementation of this
procedure ensuring that works are completed on schedule and in conformity with
drawings and specifications.
4.2. VPCI Project EHS Manager shall ensure safe implementation of this procedure
promoting an Incident and Injury Free environment.
4.3. VPCI & GTC Global Inc. Site Manager shall be responsible for the implementation
of work procedure, perform or assign person to develop site work instruction and
inspection plans and tests. Coordinate and control resources to execute activities in
accordance with quality and schedule of project.
4.4. VPCI & GTC Global Inc. QA/QC Engineer shall be responsible for the
implementation of field quality assurance and control program and establish the
inspection plan and test accordingly.
4.5. GTC Global Inc. Site Engineer shall control the site application process and verify it
is accomplished accordingly and location that works comply with safety and quality
standards. The overall responsibility for the direction, monitoring, coordination and
control of all the construction activities are required.
4.6. GTC Global Inc. EHSS Engineer along with the Safety Officer shall ensure
implementation of all safety procedures, safety measures related to the nature of
works being carried out.

5.0. WORK PROCEDURE

5.1. Member Checking


Shall verify the member from shop drawing of the project, member are fabricated
according to approved shop drawing and specification.

5.2. Preparation for Erection

5.2.1. Reception of Materials


The fabricated members shall be received in lay down or near erection area and
placed properly on wooden supports. The material shall be segregated drawing
wise as pre identification numbers already marked by the manufacturer. Material
handling shall be carried out in a manner to minimize damage and lifting belt shall
be used during the steel structure handling.

5.2.2. Leveling Plates


a. The levelling plates shall be made of steel plates free from burr.
b. The plates are set on support surface of concrete using non-shrink grout with
small amount of water.
c. Verify before erection of any structure that the mortar supporting levelling plates
has been cured and visually inspected.

5.2.3. Structure Erection


a. The erection of steel structure is executed according to indicated in erection
drawing, following adequate sequence related to works and specialist.
b. In erection, sequence is based on the schedule where the project can meet the
target considering the safety procedure. Anchor bolts and nuts shall be checked
before erection.

6.0. ERECTION PROCEDURE

a. Column shall be prepared before erected, erection ladder and flat form will be
installed prior to erection. Flat form shall be erected on 1 meter below from column
splice area. Fabricated lifting lugs in 25mm thick with 6 pieces of M24 bolts should
be fixed at each column. Two Ø 25mm wire rope sling shall be used and two 12
tons shackle for lifting of the column.

b. Wire rope shall be set at top part of each column to support it after the erection. Lift
the column at designated location and secure the wire rope support. Adjacent
foundation should be used as anchors/dead man and support wire rope shall be
removed after the erection beam/ girder connecting the two column.

c. Install safety line post on girders or beams and set Ø 10mm wire rope as life line
prior to erection. Guide ropes shall be tied to steel members during erection for safe
guiding. Secure the member to be erected and check the preparation. Install sling
belt at the member and lock it with shackle then attach the other end to crane hook
for lifting. Tie a rope at the end of the member to serve as guide when lifting. Lift the
member slowly to designated position and fix it, insert bolt and hand tight at joint
point to secure the member.

d. Prepare crane girder before erection by installing safety line post on crane girder
and set Ø 10mm wire rope as life line prior to erection. Guide ropes shall be tied to
steel members during erection for safe guiding the lifted piece. Secure the member
to be erected and check the preparation. Install sling belt at the member and lock it
with shackle, attach the other end to crane hook for lifting. Tie a rope at the end of
the member to serve as guide when lifting. Lift the member slowly to designated
position and fix it, insert bolt and hand tight at joint point to secure the member.

e. Truss shall be assemble on level ground and bolted according to specification


before the erection, safety post shall be installed on truss prior to erection together
with Ø 10mm wire rope life line. Install lifting wire/sling belt and lock it by shackle
and the other end to crane hook for lifting the truss. Tie a rope at the end of the
member to serve as guide when lifting. Lift the member slowly to designated
position and fix it, insert bolt and hand tight at joint point to secure the member.

f. All members to be erected shall be checked for the weight and shall use lifting belt
or wire that has the lifting capacity greater than the weight of member to be lifted.

g. Safety net shall be installed every under the beam of each floor and truss.

h. Before releasing the steel structure from crane hook, erector must install at least
10% of bolt and hand tight prior to release of crane hook.

i. The final bolt tightening, structure levelling and alignment shall be checked
according to the applicable drawing, standards and specification.

j. Scaffolding access shall be provided upon erection of floor for access, otherwise
permanent stair access can be installed to use

7.0. TOLERANCE

The tolerances for erection shall not exceed those indicated in section 7.13 AISC Code
of Standard Practice for Steel Building and Bridges (AISC 303)

9.2. Setting anchor bolt


Check the alignment and projection by surveyor.

9.3 Inspection of materials checked by QA/QC Inspector

(Anchor bolt materials should be already inspected and approved prior to the
settlement of installation.)

9.3. Surface Chipping Works

Levelling and chipping for roughing concrete surface by chipping hammer and
chisel.

9.4. Padding

9.4.1. Civil inspection, then start of work based on standard points.


9.4.2. Formworks and Padding (Approved Non-shrinkage grout cement)
9.4.3. Using 125mmx125mmx9mm steel plate moulded for levelling pad.(min
100mmx100mmx9mm)
9.4.4. Pattern marking.
9.4.5. Water curing for 3 days followed by level inspection.

9.5. Column Erection


9.5.1. Erection of structure will be using one (1) 120T, (1)70T Hydraulic Crane
9.5.2. Delivery of materials checked by QA/QC supervisor.
9.5.3. Segregation of Materials by section prior to Erection.
9.5.4. Preparation of Erection
 The crane must be in proper position and the hydraulic crane (or
outriggers for mobile crane) have sufficient platform.
 All lifting equipment (wire rope, web sling, shackles, etc.) must be
properly checked.
 Install working platform on the ground prior to lifting.
 Install rope taglines when lifting column.

9.5.5. Barricade the working area and put signage.
9.5.6. Signal man must be in position and equipped with whistle, flag and radio.
9.5.7. When the column is already in position, tighten the anchor nuts.

9.5.8. Install the wire rope/ guy wires to support the column.
9.6. Girder Erection

9.6.1. Barricade the working area and put signage.


9.6.2. Signal man must be in position and equipped with whistle, flag and radio.
9.6.3. All workers working at height must have a full body harness and two-hook
lanyard.
9.6.4. Install climbing ladder to column prior for erection and rope for rope grab.

※ Span of columns should be about +20 - +30mm wider than dimension described
in the drawing. After main reached at setting position, the span should be
adjusted by chain blocks, etc.

9.7. Survey prior to Bolt Tightening


Structural Framing Assembly, then doing alignment, plumbness and elevation
inspection by the surveyor will follow.

9.8. Insertion of High Strength Bolts


Under any circumstances, high strength bolt should not be inserted by hammering
for bolt itself. If insertion is too hard, bolt holes should be bored by taper reamer.

9.9. Bolts Tightening


9.9.1. General

In order to prevent fall of personnel belongings when working at heights a fall


protection system will be installed; safety mesh or others.

The bolts which the center line is vertical, shall always be assembled with the nut
before lifting or erection.

The defects in the alignment of holes shall exclusively be corrected with a reamer
for sheet metal work. Using any thermal cutting is strictly forbidden.

Tension value, will be applied which stated in below ‘torque table’.

STRUCTURAL BOLT TIGHTENING VALUE

9.9.2. Preparation of the contact surface; the contact surface of the elements to be
assembled shall be prepared according to the indications given of the
detailed drawing of the structure, in particular; absence of grease, oil.

9.9.3. Tightening of bolt; even though this section describes the installation of bolts,
in order to assure quality it is considered that the right execution of this work
must be performed according to the indications follows; before tightening of
bolt, the parts that will be connected must correctly assembled and fixed. It
must be verified that the parts have a correct alignment to install the quantity
of bolts required by the assembly drawings. The tightening sequence of the
structural bolt (high tension bolt) will be performed as follows;

9.9.4. Installation and initial tightening

It is necessary to verify the alignment of the elements to be connected,


preventing this way to force the installation of bolts when clear differences
on the alignment and size of the bolt holes can be noticed.

Install bolts and nuts according to the assembly drawings taken under
consideration the type, grade or other additional indication of the
manufacturer. Also, it must be verified that the tightening of the nut is not
forced.

When applicable, bolts and nuts shall be identified by correlative numbers in


order to establish the tightening sequence.

Perform the tightening with a manual tool until a normal tightening is


achieved without the use of an additional arm.

Tightening will be performed by cross tightening or alternating on each


connection so the application of tightening or alternating on each connection
so the application of tightening is gradual and homogeneous of the surface
of the node, connection of joint.

9.9.5 Final tightening with impact wrench

All impact wrenched (_call ‘torque tool’ from now on) must be calibrated
every working day with a tension calibrator.
All torque tools must be calibrated with a minimum of 3 bolts. If proper
tension is achieved with 3 bolts in a row, then the torque tools will be
approved for work that day.
If the torque tool does not achieve proper tension with 3 bolts, then a fourth
bolt will be used. If proper tension is achieved with fourth bolt, that torque
tool will be approved for work that day. The maximum number to be used
calibration is 5.
If the torque tools does not achieve proper calibration with a maximum of 5
bolts, then that torque tool condition should be rechecked.

9.9.6 Inspection

Final inspection for bolt tightening shall be carried out for fastener
randomized by selection of inspector among the day work.

The QA/QC inspector will inspect calibrations described in above section.


The inspector will keep a record of the bolt plate ID number, the impact
wrench serial number, and inspection report.

The inspector must check if there is any loose bolt & broken nut.

If a bolt has improper tension, then the worker will be retrained

All impact wrenched should be calibrated daily before bolting.

Inspection test report will be required only for high tension bolts and is not
required for regular bolt.

9.10. Grouting
9.10.1. Grouting shall be done with non-shrink grouting materials as below:

9.10.2. After grouting has reached the required curing period as per guideline of
manufacturer of grouting materials, all anchor bolts or set bolts shall be
retightening up to hammer tight unless otherwise indicated.

9.11. Painting
9.11.1. Grinding and touch-up paint damaged parts.

10.0. ENVIRONMENT, HEALTH & SAFETY

10.1. All personnel must wear appropriate PPE at all times. Personnel are empowered to
stop work if safety precautions are not in place.
10.2. The Job Site Supervisor shall ensure that all Safety requirements are put in
practice, copy of JHA (Attached) are available on site for guidance and consultation.
10.3. Contractor Safety Representative shall carry out the safety site inspection to ensure
the safety requirements laid out in the safe work plan are followed during and after
the completion of the works.
10.4. Job Site Supervisor and Safety Representative shall be present at all time while
works are in progress.
10.5. Appropriate PTW to be prepared and implemented, modification without OWNER
approval is prohibited.

10.6. Assessed risk as necessary and communicated to concerned parties prior to start of
any work.
10.7. Safety briefing / Tool box talk must be conducted by Supervisors prior to start of
work in the language of workforce.
10.8. Incidents and injuries, damaged to property or near misses should be reported.
10.9. Good housekeeping to be maintained during the execution of activity.
10.10. A clear and good communication must be maintained by all personnel involved on
the activity.
10.11. Personnel must be trained/experienced and familiarized with the scope of works to
be undertaken. The location of marshalling point must be identified, emergency
evacuation procedure must be clear to all workers, exercises must be conducted.
10.12. Contractor Safety Manager / Representative shall review Safety Action Plan.

PRECAUTIONS TO BE TAKEN WHEN THE OUTRIGGERS ARE EXTENDED:


1. The total rated loads shown are for the case where the crane is set horizontally on firm level ground. They include
the weights of the slings and hooks (main hook: 460kg, 25t hook: 300kg, auxiliary hook: 100kg).
The values above the bold lines are based on the crane strength while those below are based on the crane stability.
2. Since the working radii are based on the actual values including the deflection of the boom, operations should be
performed in accordance with the working radii.
3. Jib operations should be performed in accordance with the boom angle, irrespective of the boom length. The working
radii are reference values for the case where the jib is mounted to a 41.2m boom.
4. The total rated load for the single top shall be the value obtained by subtracting the weight of the hook mounted on
the boom from the total rated load of the boom and must not exceed 4.5t.
5. High-speed unwind function should be performed only when lowering the hook alone and sudden braking operations
must be avoided.
6. The table below shows the standard number of part lines for each boom length. When using with other than this
number of part lines, the load per line should not exceed 4.25t for the main winch, and 4.5t for the auxiliary winch.

7. The hoisting performance for the "Over sides" range will differ according to the extended width of the outriggers.
Operations should be performed in accordance with the performance corresponding to the extended width.

7. The "Drive Mode Selection" switch should be set to "4-wheel / Lo" for travelling while hoisting a load and the shift
lever should be set to first.
8. When travelling while hoisting a load, the swing brake should be applied, the load should be kept as close to the
ground as possible but not touching the ground and the speed should be kept at 1.6km/h or less. In particular, any
abrupt steering, starting or braking must be avoided.
9. Crane operations should not be performed when travelling while hoisting a load.
