MMRNP-PAMB RESOLUTION NO. 007-2010 Series of 2010 WHEREAS, The Department of Environment and Natural Resources is mandated to implement the Upland Development Program (UDP) to create immediate additional income for upland households in support of the Hunger Mitigation Program, and supporting the development of sustainable livelihoods; WHEREAS, The program aims to develop and manage watersheds of irrigation and municipal water systems, headwaters of major river systems, mangrove, coastal zones, protected areas, and protection forestiands; to pump-prime the local economy in the uplands where investments are made; to demonstrate measurable and verifiable positive effects on the environmental services, and climate change mitigation and adaptation WHEREAS, Mt. Malindang Range Natural Park has a total target of One Hundred Eighty Five (185) hectares for CY 2010 that constitute One Hundred (100) hectares for Assisted Natural Regeneration (ANR) and Eighty Five (85) hectares for Agroforestry; WHEREAS, The Protected Area Office conducted consultation meetings to identified barangay as UDP sites and identified the 185 implementers within the buffer zone of the park: WHEREAS, The One Hundred Eighty Five (185) implementers manifest their interest to Participate in the project and submitted Letter of Intent to the PA Office as expression of their willingness to avail the program; WHEREAS, this body finds the said project program is beneficial to the people in the upland barangays that geared towards addressing hunger mitigation; NOW THEREFORE, on joint sponsorship of the members present during the meeting assembled it was, RESOLVED, as it is hereby RESOLVES to endorse the One Hundred Eighty five (185) implementers for the approval. Malindang Protected Area covers a huge area which can be hardly monitored by the existing personnel of Mt. Malindang Protected Area Office. there is need to augment the manpower of the PA Office to help in the protection, conservation and preservation of the rich biological resources of park through the creation of Bantay Lasang Volunteers (BLV). the Bantay Lasang Volunteers will assist the existing Park Rangers in the conduct of foot patrol to detect and prevent illegal activities such as wildlife poaching, illegal cutting, gathering and transporting of timber and other forest product, forest destruction, kaingin making, encroachment and forest fire within the park and among others. Consequently, the PA Office has strengthened the existing Bantay Lasang in the buffer zone barangays ; the PAMB has recognized the contribution of the Bantay Lasang Volunteers in the protection of the Protected Area and decided to provide monthly incentives to Bantay Lasang that will be determined by the PASu. MALINDANG. WHEREAS, Mount Malindang Range Natural Park plays a vital role in sustaining the ‘economic life and total well-being of all inhabitants of Misamis Occidental, being the primary ‘source of potable water. WHEREAS, the difficult and gigantic task of protecting the remaining forest in the said natural park against timber smuggling/poaching, illegal hunting, kaingin-making and other destructive economic activities of some people cannot be coped up by the Department of Environment and Natural Resources (DENR) in the province due to the following reasons, to wit: 1. There are about Forty Two (42) roads connecting the park to the lowlands and urban ‘communities which serve as easy access for illegal lumber traders; 2. There are only five (5) fulltime Forest Protection Officers assigned by the Department of Environment and Natural Resources in Mount Malindang Range Natural Park and the agency lacks the necessary resources to strengthen the protection of the said protected area. WHEREAS, under the Local Goverment Code of 1991, all Local Goverment Units are mandated to help in the protection of the environment particularly the watershed area like Mount Malindang Range Natural Park and Local Goverment Units have the primary duties and obligations to protect the lives and properties of the people at ail times. NOW THEREFORE, foregoing premises considered, this Body on joint sponsorship, RESOLVED, as it is HEREBY RESOLVES, to request the Govemor and Sangguniang Panlalawigan to issue an Executive Order integrating in the functions in all Barangay Tanods in Barangays within the Protected Area for the protection of Mt. OCAMPOS TO STRONGLY INTERVENE FOR THE FULL RELEASE OF ANNUAL GENERAL APPROPRIATION OF MT. MALINDANG RANGE NATURAL PARK PER REPUBLIC ACT 9304 SERIES OF 2004. WHEREAS, the Mt. Malindang Range Natural Park declared as Protected Area through Republic Act of 9304 dated July 30, 2004; WHEREAS, Mt. Malindang has annual allocation of 7, 660,122.00 for the operation of the park; WHEREAS, Mt.Malindang Protected. Area Office is only receiving 4,000.000.00 out of 7,660,122.00 annual allotment of the PA for four (4) consecutive years starting CY 2007; WHEREAS, the Mt Malindang Range Natural Park Protected Area Management Board (MMRNP-PAMB) is desire to efficiently and effectively managed the PA decided to request the Congressman of the 2™ District of Misamis Occidental to intervene for the full release of annual general appropriation of the Mt. Malindang NOW THEREFORE ON MEETING DULY ASSEMBLED, BEIT: RESOLVED as it is hereby RESOLVED on joint sponsorship to request the Hon. Congressman Loreto Leo S. Ocampos of the 2™ District of Misamis Occidental to strongly intervene for the full release of the budget of SEVEN MILLION SIX HUNDRED SIXTY THOUSAND ONE HUNDRED TWENTY-TWO PESOS (7,660,122.00) of Mt. Malindang Range Natural Park for is operational services and protection.
