I – INTRODUCTION / BACKGROUND OF THE STUDY

Covid-19 has upended societies and dramatically altered everyday life across the
globe. Our present circumstances, while unprecedented, have been profoundly shaped
by persistent societal realities—such as entrenched racial and economic inequality, the
proliferation of misinformation, and anxieties about the ability of the world’s democracies
to confront major crises. In-depth social understanding will be vital to apprehending the
crisis and charting a path forward.

The Philippine response to COVID-19 has been described as being one of the
longest and strictest lockdowns in the world against COVID-19. The government’s
reliance on draconian measures was a consequence of securitizing COVID-19,
appreciating the virus as an “existential threat.” The securitization of COVID-19 was
reinforced with a narrative characterizing the situation of the country as being at war
against an “unseen enemy.”

Both the national government and local governments have responded to

the COVID-19 pandemic in the Philippines with various declarations of emergency,
lockdowns, and other restrictions intended to slow the spread of the virus. The
pandemic closed the doors of the schools and public places. This situation ignited the
initiative of the Department of Education to adapt and formulate new learning modalities
to cope up with these trying times.

II – SIGNIFICANCE OF THE STUDY

Kibungsod National High School, especially the TLE Department took the
challenge in ensuring continuity of education amidst the pandemic. However, the
purpose of the study is to evaluate the Modular Learning Modality in TLE subjects only
as to its effectivity and quality.

III – STATEMENT OF THE PROBLEM

Face to face learning engagement of students and teachers within the school has
been suspended due to the COVID-19 pandemic. This pandemic has paved the way to
the implementation of Modular Distance Learning as an urgent response to ensure
continuity of education. The Philippines is in the process of adapting to the new normal
form of education at present, and continuous innovations of educators and active
involvement of other stakeholders are the driving force for its success. The key purpose
of this research is to find out the challenges encountered, opinions, and
recommendations of TLE Teachers about of Modular Distance Learning in Kibungsod
National High School (KNHS) during the School Year 2020-2021. These challenges,
opinions and recommendations were identified through a personal interview among the
seven (7) Teachers.
The main challenges that emerged were:
a. Students struggle with self-studying.
b. Students lack of interest in answering the assessment given.
c. Parents' lack of knowledge to academically guide their child/children.
d. Parents behavior in the distribution and retrieval activities.

In conclusion, the study was able to determine the prevailing challenges of the
participants in terms of resources, preparedness, and communication. The result of this

study may serve as a springboard for the future improvements of the schools' existing
programs and guidelines on the implementation of modular distance learning.

VII – SUMMARY OF FINDINGS

Modular learning modality as part of distance learning is the only option

Kibungsod National High school could offer to the students of Magsaysay. Its
topography is one of the major concerns and issue amidst the new learning modality.

It leads students to learn individually and shifts responsibility for learning. Thus,
making it difficult for learners to cope up especially those who don’t have the capacity to
learn by themselves and as well as to the parents / guardians who in some way have
the struggle to teach their child due to various reasons and implications.

The role of the TLE Teachers during the pandemic is to be flexible as it intends to
reach out to the students. It is having a kind heart and logical sensitivity that serves as a
helpful tool to coddle student’s inadequacy. Furthermore, the distance learning requires
intrinsic motivation to support skill development especially to the field of Technology and
Livelihood Education (TLE) but learning activities must fit into the needs of the learners
and not to mere irrelevant criteria. Subsequently, parents must go extra mile in guiding
their students. The effectiveness of the modular approach lies into the Learners and to
the Parents.

This pandemic has brought so much twist and shifts but at the end of the day, it
is for the student’s welfare that we do this sacrifice. It is certain that this nemesis is hard
for all of us but as an academic institution, Kibungsod National High School will
persevere and cross the bridge of this crisis.

VIII – CONCLUSION

The modular learning modality is not a perfect solution to address the current
situation in which covid-19 has brought but it brings hope to all of us. Education must
not carry fear and doubts and it needs to step forward. It is for, by and with the intention
to remind us that Life dealing in Covid-19 is the greatest assessment that we could
partake as each and everyone of us is challenged to persevere and be the hope of this
country.
This research concludes that it is by the unity of all that we can survive this
nemesis and restore our dreams once more.

IX – REFLECTION

Though this crisis caused us so much distress I believe that in moments like
these, I learned to count my blessings. To count what we’ve left. Counting our blessings
gives us comfort and strength in times of crisis. It cushions our sufferings from any kind
of loss or failure. Realizing that we still have a lot of things to look forward to and enjoy
can give us a sense of hope.
There is no reason to live in fear when we have the mighty presence of the Holy
Spirit within us. God didn’t promise a trouble-free world. He allows us to suffer
difficulties for a purpose. He allows people to hunger so they could experience His
provisions and develop a deeper level of trust within Him.
Filipinos must learn that in these times of distress, when our devotion and
obedience are put to the greatest test, we must focus on God, not on the problem. For
we can do all things through Him who gives us strength, learn to be patient, do it in
God’s way. Never let the faithlessness of others determine what we should do, for our
Lord knows our every need and He will not replenish us in the same way; His response
to us will always perfectly correspond to our present need. We must foster good in our
community and expand the horizon of our generosity, preferably for those in situation of
dire need.

Furthermore, I’m hoping that we will all be a ray of hope to each other in the
midst of despair especially in the aspect of Education. We can’t recover on our own,
only Him knows how to heal and rejuvenate a soul.

power to be the best version of ourselves.”
