RESOLUTIONS FROM MEMBER CAMPUSES OF UTAG
Following the stalling of negotiations with government on our Conditions of
Service (CoS), which culminated in our declaration of a nationwide
withdrawal of teaching and related activities among member public
universities, all local branch executives were tasked by the National Executive
Committee (NEC) to convene an emergency meeting to solicit the views of
members on the way forward. On behalf of the NEC, National would like to
forward to you resolutions received from the thirteen (13) member public
universities.

The consensus is that the withdrawal of teaching and related activities must
continue until government puts some enhanced and progressive proposals
on the table. The call is also for us to remain focused, united and resolute in
our quest to ensure that government initiates and implements appropriate
measures to improve our CoS.

Attached are the collated unedited resolutions from all the thirteen (13)
member campuses of the Association for your perusal.

By this cover note, we encourage all member campuses to comply with our
collective decision until further notice. It is now or never.

OUTCOME OF UTAG-UPSA MEETING ON UTAG STRIKE ACTION

As part of the directives by the NEC for various campuses to seek mandate from their members, UTAG-UPSA had an
emergency meeting today August 6th, 2021 via ZOOM. Members unanimously rejected the proposal by government and
have supported the continuation of the strike action.

They also made the following recommendations:


1. Legal brains should be part of the negotiation team
2. NEC should have more engagement with the media to continue to enjoy public sympathy

UTAG-UMaT UNANIMOUS SUPPORT FOR CONTINUOUS WITHDRAWAL OF


TEACHING AND RELATED ACTIVITIES

At an Emergency Meeting of UTAG-UMaT held on Thursday, 5th August 2021 to


discuss the matters arising in relation to the ongoing strike action by UTAG, the
members present unanimously rejected the proposal from Government and agreed to
continue the strike action for as long as necessary.

The meeting started at 4:05 pm and closed at 5:07 pm. Members deliberated on the
withdrawal of teaching and related activities, proposal from Government, and the way
forward.

Members also opined that UTAG National should have a strategic plan to counter
further incursions by Government. Lastly, members suggested a three-step strategy
to help sustain the strike action as follows:

a. Boycott all meetings of the National Labour Commission (NLC) and


subsequently write to Government that UTAG is not negotiating with NLC;
b. Defy any court order for UTAG to go back to the classroom without addressing
our demands; and
c. Resort to demonstrations should there be an attempt to withdraw our salaries.

UTAG-UMaT fully supports National and are anxiously waiting for an improved
conditions of service before ending this strike action.

MANDATE OF UTAG-UEW TO NEC TO CONTINUE WITH THE ON-GOING


INDUSTRIAL ACTION
In response to the directive of NEC to all local executives to update their members on the
current situation on the withdrawal of teaching and related activities by UTAG in pursuit of
the restoration of the Basic Salary of members and also request feedback from the general
membership on the way forward, UTAG-UEW held an emergency meeting today Thursday,
5th August 2021. UTAG-UEW unanimously resolved on the following:
1. UTAG should not call off the strike action.
2. UTAG-National should exhaust all means to ensure government restores the Basic
Salary.
3. UTAG-National should communicate government proposals to members before taking
any decision.
UTAG-UEW pledges its continuing support to UTAG-National to achieve the objectives of
the industrial action.

DECISION OF UTAG-UENR REGARDING ON-GOING STRIKE ACTION


UTAG-UENR organised an emergency meeting at exactly 9:30am this
morning to deliberate on the way forward regarding the ongoing strike
action directed by NEC last week.
Members of UTAG-UENR were briefed on the position taken by government
in relation to the restoration of our 2012 Conditions of Service (CoS). Upon
several deliberations it was unanimously agreed that the strike action
should continue for as long as it will take government to restore to the 2012
values for our members.
It was also unanimously agreed that the strike action be escalated to
include all programmes offered by the university, i.e., weekend and
distance programmes.
UTAG-UENR therefore stands resolute with NEC in our efforts to ensure that
university lecturers receive fair compensation for their work.

SERVICE (COS) NEGOTIATION

In response to the NEC's request that campuses update members on the ongoing strike and seek their man
date on the way forward, UTAG-GIJ at its emergency meeting via ZOOM today, August 5th,
2021, voted unanimously in support of the following:

i. UTAG should continue with the Strike.

ii. NEC and the Negotiation Team should stand their ground and not compromise till we are
restored to our 2012 basic salary of $2084 (payable in Cedi equivalence).

iii. NEC should engage teams of experts (legal, labour, etc.) to fight our course.

GIJ-UTAG guarantees NEC of its full support.

MANDATE OF UTAG CKT-UTAS TO NEC TO CONTINUE WITH THE ON-GOING
STRIKE FOR BETTER CoS NEGOTIATION
In response to the request of NEC for Campuses to update members on the current situation on the
strike to better our Conditions of Service and seeking their mandate on the way forward, UTAG CKT-
UTAS convened an emergency meeting via zoom today 4th August, 2021. The meeting started at 4:00
pm and ended by 5:25 pm with the following conclusions.
• Members unanimously agreed that NEC and the Negotiation Team should maintain the Strike
and remain resolute until we have the restoration of our 2012 basic salaries ie $2084 base pay.

• NEC and the Negotiation Team should engage a formidable legal team to guide our line of
actions going forward.
UTAG-CKT-UTAS counts on your leadership to improve the welfare of members of UTAG and

RESOLUTION OF UTAG-GCTU ON INDUSTRIAL STRIKE


Following the request from UTAG-NEC to update local UTAG constituents on the industrial
strike action and matters arising, UTAG-GCTU called for an emergency meeting to deliberate
on the foregoing issue. The meeting was held via zoom on August 5, 2021 which culminated in
a UNANIMOUS decision to continue the industrial strike action until our demands are met or
an agreement reached with government.

UTAG-GCTU is by this, assuring NEC of its unflinching support in that regard.

MANDATE OF SDD-UBIDS UTAG TO NEC ON INDUSTRIAL ACTION FOR


IMPROVED CONDITIONS OF SERVICE

As part of the directive from NEC to update members of SDD-UBIDS on the ongoing strike and
seek their mandate on the way forward, SDD-UBIDS UTAG at its emergency meeting held via the
official UTAG ‘Whatsup platform’ dated August 4th -5th, 2021, unanimously voted in support of
the following:
i. That UTAG should continue with the strike action.
ii. That NEC and the Negotiation Team should remain firm and never compromise until we
are restored to the 2012 basic salary of $2084.
iii. That NEC should engage experts to fight our course.

SDD-UBIDS UTAG branch wishes to assure NEC of its unflinching support in the ongoing strike.

MANDATE TO CONTINUE WITH THE WITHDRAWAL OF TEACHING AND RELATED ACTIVITIES


Following a directive by the National Executive Committee (NEC) of UTAG, UTAG-KNUST held an
emergency meeting today, Friday, 6th of August, 2021 at the Great Hall of the Kwame Nkrumah
University of Science and Technology on the pending withdrawal of teaching and related activities. At
this meeting, UTAG-KNUST members unanimously resolved, after extensive deliberations, that:
i. the withdrawal of teaching and related activities should continue unabated.

ii. UTAG must not relent even in the face of legal tussle with government and the consequence
there of.
iii. members are willing to make financial contributions towards the cost of legal assistance.
UTAG-KNUST further pledged its unflinching support to the NEC of UTAG and wish them well in this
pursuit.

MANDATE TO SUSTAIN WITHDRAWAL OF TEACHING SERVICE AND ITS

RELATED ACTIVITIES

Following the directive from the National Executive Committee (NEC) of UTAG to

withdraw teaching service and its related activities on all campuses, UTAG-UCC held

on Thursday, August 5, 2021 via Zoom platform. At the meeting, members were told

that the government has so far indicated that no adjustments can be made to the basic

salary, market premium and non-basic allowance. The only route the government

was proposing was to adjust the research component of the Book and Research

Allowances. It was reported that the NEC of UTAG has already rejected the proposal

by the government since it does not address our concerns.

Members supported the decision of NEC and pledged their support for NEC to sustain

the withdrawal of teaching and its related services until the reason that necessitated

the withdrawal of the services was heeded to. That is, the government must restore

the basic salary and market premium to the 2012 equivalent of Two Thousand and

Eighty-Four US Dollars (2084.00 USD) as entry point for a Lecturer.

Members pledged their willingness to contribute financially towards the cost of

engaging Human Resource consultants and Legal Counsels.

Members of The University Teachers Association of Ghana, UDS branch, held a crunch meeting
yesterday, August 5th 2021 and unanimous resolved that:

1. UTAG should reject the recent proposals made by government as they did not address the
Core issues tabled by NEC on behalf of UTAG members

2. Hence, the ongoing strike embarked upon by UTAG should continue unabated

3. UTAG members in UDS remain solidly behind NEC to pursue the issues to their logical

In an emergency meeting organized by UTAG-UHAS on Wednesday 4th of August, 2021 at


3:15pm to 4:10pm, resolved as follows:

1. That UTAG rejects government’s offer for an enhanced research allowance as reported
by NEC.
2. That the leadership should remain focused on the key reasons for our strike.
3. That the leadership should constitute a solid legal team to assist in the processes of
negotiation.
