Notes from the Pearl Lake Protection and Rehabilitation District (PRD)

Hello and Happy 2021. Hope all is well with you and family from this past
pandemic year. Winter provided us snowmobilers 27 days of open trails and more
than enough sub-zero temperatures to satisfy hearty Wisconsinites. I expect the ice
to go out by April 1. Think positive, Spring arrived March 20th and warm sunny
lake days are ahead.
A few points of information to pass along. Our application for the 2021 Clean
Waters, Clean Boats Grant has been approved. Anna Petersen, of Golden Sands will
return to monitor Pearl and Silver Lakes this summer. This initiative is especially
important in our efforts to help avoid the introduction of invasive species in our
lake. Speaking of which, our 2020 Aquatic Invasive Species Map Survey indicated
a reduction from 3.85 total affected acreage in 2019 to 1.65 in 2020. Our efforts for
consistent improvement are paying off.
This year we have a Professional Services Agreement with Cason and Associates
LLC to conduct hand pulling efforts, 30 hours total, in six areas, all identified as
small, low density clusters. Additionally, I have contracted Aquatic Plant
Management LLC for one day of DASH operations for area P-1 near the boat

landing, as the depth exceeds hand pulling capabilities. DNR permitting has been
acquired through Cason. The good news is no chemical treatments are required. The
result is we will save money on not having to print formal mailings and the postage.
Your PRD Board is committed to the health of the lake and will take appropriate
actions to maintain this resource. As lake users we all have a stake in this regard
and I remind all when cruising with a boat under power, to stay away from the
shoreline and do not travel inside swim rafts, buoys or near docks and piers. Failing
to comply cuts the weeds and spreads contaminants through the entire lake. Let us
be responsible boaters.
As for our water levels, it is clear residents have invested in shoreline
habitat/erosion projects. We continue to stay in touch with the Town of Leon, the
DNR, the Waushara County Land and Water Conservation, the Silver Lake
Management District, and the Town of Marion regarding high water levels. Please
watch for signs at the boat landing that would indicate if a change in the wake/no
wake policy would occur.
Finally, an incident occurred on the lake in late February involving a contractors
equipment breaking through the ice while performing shoreline restoration services
for a resident. This accident resulted in 35 gallons of hydraulic fluid seeping into
the lake. The cleanup was done immediately by the contractor with the DNR on
sight and to their approval. The estimated residual of fluid after the initial clean-up
is 3.5 gallons. The contractor employed Valley Environmental Recovery Services to
continue clean-up efforts and they remain on sight to date. The Town of Leon
Chairman, Chris Sorenson is aware, up to date and prepared to follow up. The
contractor and I have met at great length, and I am expecting a detailed report from
both the DNR and him. All damage to property or otherwise is his liability and he
has committed to making it all right. He will be present at the May meeting to
respond to questions and concerns.

Happy Spring all you Pearl Lake Property Owners, surrounding property owners,
neighbors & friends!
As the previous sentence reads, you do NOT need to be a Pearl Lake property
owner or live across the road to join the PLPOA (Pearl Lake Property Owners
Association). The PLPOA is responsible for all the social activities that happen on
Pearl Lake such as:
• Pearl Lake Day events (band, event • Pearl Lake apparel (t-shirts, hats,
trophies, tent, give-a-way items, games sweatshirts, flags, etc.)
& event • boat tie up’s
insurance) • donations to local organizations, etc.
To “join” the PLPOA, the annual donation is $10 (we do except any amount over
that if you would like to give more!) We are a voluntary group; dues are not paid by
your property taxes. There are over 245 properties on or around Pearl Lake, yet we
only had 126 paid members in 2020 (104 in 2019, 90 in 2018, 92 in 2017, 107 in
2016, 99 in 2015). Membership IMPROVED last year as compared to years past;
but as the cost for bands, insurance and related items increase, SO MUST OUR
MEMBERSHIP to keep these activities going forward! We have kept the donation
level at $10 for many years and wish to continue to keep this level. So, we are
looking for NEW members this year and continued support going forward!
THANK YOU to all for your past support!
If you would like to join the PLPOA or continue your support for 2021, please send
a check or attend a meeting to join. We would LOVE to have all members and non-
members attend meetings – gives you a chance to voice your opinion! You may
mail your dues in with the form at the end of the newsletter.
The PLPOA would encourage all of you to participate in the FUN on the lake to get
to know your Pearl Lake neighbors!

PEARL LAKE PATRIOTIC BOAT PARADE

Attention Pearl Lakers!


We are trying something new and exciting this year.
We are encouraging EVERYONE to participate on a 4th of July boat parade. No
prizes, no winners, no losers, just Good ol' family fun!
Decorate your boats and join the fun.
Get your red, white and blue streamers out, your stars and stripes outfits and wave
your American flags!!

Date: Sunday July 4th, 2021


Time: 4:00 pm Sharp (or a few minutes earlier)
Location: Meet at the east half of the lake.

At approx. 4:10 pm we will form a line and follow each other around the lake at
least 2 times and show off our patriotic creations
Feel free to meet back in the middle of the lake after and tie boats together for
drinks, snacks and conversation.

On March 28, 2021, the DNR braved a small piece of fin for aging and DNA

WATER SAFETY ALWAYS STARTS WITH A LIFE JACKET

With over 15,000 lakes and 84,000 miles of rivers and streams, thousands of Wisconsinites and visitors
flock to shorelines for a chance to get on the water. What makes for a fun activity can also quickly turn
dangerous.
In Wisconsin, 89% of the 2019 boat fatalities were not wearing life jackets. Nationwide, that statistic
from national groups is more than 90%.
So far this year, the Department of Natural Resources has documented 14 deaths related to boating
activity. Four remain under investigation. The 10 confirmed incidents involved capsized vessels, falling
overboard or the individual voluntarily leaving the boat. Nine of the 10 individuals were not wearing
life jackets. In one case, the victim had a jacket on - but it was incorrectly secured.
"Our hearts break for the families and friends of those who don't make it home," said DNR Chief
Conservation Warden Casey Krueger. "These are painful reminders to remember your safety when you
plan an outing that involves any Wisconsin waterbody."
The DNR reminds the public to include safety measures when planning activities near and in bodies of
water. Water safety tips stem from a foundational belief of having respect for the rivers and lakes and
their shores. Be smart and stay aware because potential danger is often not visible to the human eye.
"When on, or even near, the water, always have an eye on safety. A life jacket can be the assurance
your loved ones will make it home," Krueger said. "Put on your life jacket before you get in the boat, or
your canoe, or your kayak or paddleboard or wade along the shoreline. Keep it on until you get back to
land. Once your life jacket is on, you can focus on the fun."
14 BOAT-RELATED DROWNING DEATHS SO FAR IN 2020
Most drowning victims on Wisconsin waterbodies were not wearing life jackets. Wisconsin rivers and
lakes can be relaxing and family-friendly places to spend a summer day when you put safety first and
respect for the water.
The DNR does not track all drownings - only those fatalities linked to the use of a recreational activity
item, such as a boat, kayak or canoe. Boating incident reports to date for 2020 and previous years, as
well as the annual overall recreational incidents, can be found here by clicking on "Annual Reports."
Life jackets will keep you on top of the water if you walk off an unexpected drop-off, a current
overpowers you or you fall out of a boat. Putting on a life jacket before wading, playing along shores or
getting in a boat gets you ready to focus on the fun.
"There are jackets designed for various sports. I wear one that is so comfortable that I can forget I have
it on. The notion that you can put it on as an emergency is happening is unrealistic. Things can go
wrong in an instant," said DNR Recreation Warden Jason Roberts. "Wardens have responded to
numerous drowning deaths only to find a life jacket stuffed inside a kayak or floating near the capsized

canoe. Or in some cases, the person voluntarily leaves the vessel without a jacket, and fails to make it
back."
WATER SAFETY TIPS
• Enjoy the waters sober and know your limits: Alcohol blurs a person's judgement, reaction time and
abilities. If you are a poor swimmer sober, you are worse with alcohol in your system.
• River shorelines and sandbars pose unseen dangers. Higher, fast-moving water also can tax an
individual's boating, paddling and swimming skills. What may look like a flat, inviting river or stream,
may disguise a fast-moving current pulling debris out of your sight and under the surface - and could
put you in danger without a lot of warning.
• Rivers present continually changing conditions - most often choreographed by the ever-changing
currents. Currents are powerful forces that can reconfigure shorelines, carry and hide debris, and
construct or destroy sandbars that otherwise look solid.
• Wear a life jacket as you explore any shoreline. Life jackets will keep you on top of the water if you
walk off an unexpected drop off, or a wave or current overpowers you or you fall out of a boat.
• Waves and currents can overpower a person of any size. Currents not easily noticeable standing on the
shore can be strong enough to overpower a person and make even the strongest of swimmers unable to
swim against it.
• Keep an eye on the weather and let someone know where you are going.
• Paddleboarders should be competent swimmers and need to wear a life jacket. Wisconsin and U.S.
Coast Guard law treats paddleboards the same as kayaks and canoes. This means there must be a
personal flotation device for each person on board. However, the best way to obey this law and to
ensure your safety is to just wear the life jacket.
