God day sir.

I am Ailene Perez and I am Going to discuss about who are Covered under the Republic Act
9165 also known as the “comprehensive Dangerous drugs Act of 2002”

First, R Republic Act 9165 is an act instituting the comprehensive dangerous drugs act of
2002, repealing republic act no. 6425, otherwise known as the dangerous drugs act of 1972, as
amended, providing funds therefor, and for other purposes.
1. It is the policy of the State to safeguard the integrity of its territory

• Territorial integrity refers to the territorial ‘oneness’ or ‘wholeness’ of the State. As a


norm of international law, it protects the territorial framework of the independent State and is
an essential foundation of the sovereignty of States.

The government established a agency to protect and be responsible for any illegal drug related crimes.

The PDEA
The PDEA is a regular law enforcement agency responsible for the efficient and
effective law enforcement against any dangerous drug and/or controlled precursor and
essential chemicals. To be a professional, effective and well-respected agency working
for a drug-free Philippines.

PDEA and AFP (the Armed Forces of the Philippines) also agreed to conduct community
relations geared towards the clearing of drug-affected barangays and maintain cooperation
involving the exchange of trainings that deals on drug enforcement, preventive education and
intelligence and counter-intelligence.

2. It is the policy of the State to safeguard well-being of its citizenry particularly the youth
harmful effects of dangerous drugs on their physical and mental well-being.

Two of the nation’s bastions of law enforcement and peace, the Philippine Drug
Enforcement Agency (PDEA) and the Armed Forces of the Philippines (AFP) signed a
Memorandum of Agreement (MOA) that sealed their cooperation to keep the citizenry
safe and free from illegal drugs. Under the agreement, PDEA and the AFP have
declared their cooperation to safeguard the well-being of the Filipino citizenry
particularly the youth, from the harmful effects of dangerous drugs on their physical and
mental well-being, and to defend the same against acts or omissions detrimental to their
development and preservation.

“Both parties shall exercise administrative control over their respective units and
personnel. 

“PDEA’s foremost mission is to undertake a national campaign for drug prevention and control,
to a same degree that the AFP’s mandate is to protect the people and the State, secure its
sovereignty and the integrity of the national territory. These two institutions have their own
battles to wage against different adversaries. But nonetheless have vowed to make a united
stand against anything or anyone who threatens to inflict drug-related harm to the country and
its people.

This is a component under the drug demand reduction pillar which aims to reintegrate
into the society recovering drug dependents.

A chance to be treated and rehabilitated is afforded to those who have fallen prey to
drugs. Through the use of effective treatment modalities, drug dependents are being
trained to kick out the habit and become productive citizens of the country once again.

ADMINISTRATION - Any act of introducing any dangerous drug into the body of any person, with or
without his/her knowledge, by injection, inhalation, ingestion or other means, or of committing any
act of indispensable assistance to a person in administering a dangerous drug to himself/herself
unless administered by a duly licensed practitioner for purposes of medication.

Dispense. – Any act of giving away, selling or distributing medicine or any dangerous drug with or
without the use of prescription.

delivery, distribution, transportation- Any act of knowingly passing a dangerous drug to another,
personally or otherwise, and by any means, with or without consideration.

Manufacture. – The production, preparation, compounding or processing of any dangerous drug


and/or controlled precursor and essential chemical, either directly or indirectly or by extraction from
substances of natural origin.

The government came up with this act to keep its nations and citizens away from harm
especially youths that are prone to drugs and manipulations by others. Having a peaceful
country starts with the peace of the citizens, addiction to dangerous drugs are not good for
anyone. Youths, who are considered as the light of the future generations, we are responsible
of our own selves. From protecting it from the inside by choosing the right solids and liquids
intake, we can have a better community and achieve peace with others.

With this kind of discipline and consistency, we can prevent many kinds of crimes and
violations. It will also lessen the rates of illegal actions in our country making it stand out and
can be a model to other countries.
