Reading and writing as tools for learning need to be strengthened to effect the desired changes in student performance in terms of improved comprehension and communication skills in both oral and written language. Poor reading comprehension results in poor student performance in English, Science and Mathematics as shown in the 2005 National Achievement Test (NAT) results. 2. To help schools meet these needs, the Bureau of Secondary Education shall conduct a five-day training program that will build the capacity of schools to adopt a systemwide approach to reading and writing skills development. The training will be held at Iloilo Grand Hotel, lloilo City on May 1-5, 2006. 3. For the purpose of modelling, the schools that have been identified are those that can serve as lead schools in the Division in reading and writing. The schools are listed in the enclosure. 4. The participants from each of the identified schools shall be the principal, one teacher who is a major in each of the following learning areas: English I, Science I, Math I, TLE I and MAPEH I (Health). The participants from the division shall be the assistant schools division superintendent, and from the region, it shall either be the chief or the assistant chief of the secondary education division. 5. The actual transportation expenses, board and lodging of the participants, extra duty allowance, honorarium of resource persons and other expenses of BSE staff and resource persons, supplies, and training materials shall be charged against DepED funds, subject to the usual accounting and auditing rules and regulations. 6. _ The first meal shall be dinner of April 30, 2006 and the last meal is breakfast of May 6, 2006, For the confirmation of attendance and further information, please contact Mr. Angelito O.
