21. Potential Involuntary Resettlement


Based on the sub-project identification which have been established by RWS Consultant
then potential Involuntary Resettlement per sub-project starting from source to main
distribution pipeline can be explained as follows:

21.1. Dam
Sindangheula Dam is currently being used by residents of Serang and its surroundings for
irrigation in the Cibanten area of 1,000 hectares (ha). For flood control, this dam has a
capacity of 1.5 million cubic meters. In addition, it can supply raw water of 0.8 cubic meters
per second for Serang Regency and City. In total, Sindangheula Dam has a total storage
capacity of 9.25 million cubic meters and an inundation area of 115 ha.

The LARAP document in this project has never been planned, DED, AMDAL, and LARAP
will be prepared under ESP in 2020-2021. Land acquisition might be conducted in 2021-
2022. The Sindangheula Dam STT likely will start in 2022 and followed by the downstream
system in 2022 until 2025.

The schedule above is excluding the implementation schedule for house connection. RWS
consultant will complete this schedule.

21.2. Intake
This is the proposed intake. The Intake location will be in Sindangheula village Pabauran
Sub-district as well and near the Dam (see Figure below). To date has been completed the
process of land acquisition for dam construction then for the proposed intake location will
not require the land acquisition anymore. The area for the Intake building is planned
approximately 24,00 m2 with capacity of 1700 lps.

21.3. WTP
This is a proposed WTP. The WTP location proposed by the RWS Consultant is located in
Sindangheula Village Pabauran Sub-district. This location is paddies field owned by the
communities and there are no settlements in this location (see Figure below). A number of
landowners need to identified. The area for the WTP building is planned approximately
43,184 m2 with capacity of 1500 lps. To obtain the required land area to be used as a WTP
area and access road to WTP, a land acquisition process is required through a mechanism
that refers to stipulate in the regulations.

21.4. Transmission and Main Distribution Pipeline


This is a proposed main distribution pipeline by RWS Consultant will pass several villages
and sub-district as follows:

Type of occupation and school participation level of the communities along the transmission
and main distribution pipeline are are generally farmers or farm workers and Elementery
School graduate respectively.

The transmission pipeline will be planned to follow the main road from Intake to Reservoir
and WTP as well as among Reservoirs and pass through residential areas and agricultural
land. The same thing will be applied for the main distribution pipeline (see Figure below).
The impact of this sub-project work will be received by residents whose houses and land will
be passed by these pipeline. There is no need for involuntary resettlement due to the
installation of raw water supply pipeline. The impact that will be received by the residents
along the path is the obstruction of the movement of goods and people and other
environmental impacts such as dust and noise. But to mitigate the impact on the socio-
economic and cultural surrounding communities there will be an amount of things that need
to be considered by the project impelementer as follows:
a. The project implementer should have a close relationship with the surrounding
community,
b. Carry out safe development and does not cause the restlessness for the surrounding
community,
c. As much as possible to involve people who have the skills needed as workers at the
construction phase,
d. Establish intense communication to stakeholders such as village / sub-district officials
and community leaders.

21.5. Reservoir
This is a proposed reservoir where the location is the same as the location of the WTP,
which is located in Sindangheula Village Pabauran Sub-district with total capacity of 1500 lps
and require total land area of around 43,184 m2. This location is paddies field and there is
no settlement (see Figure below). A number of landowners need to be identified. To obtain
the land area that will be used as an area and access road to the reservoir, a land
acquisition process is needed through a mechanism that refers to stipulate in the
regulations.

22. Potential Indigenous people impact
Based on the definitions either ADB’s SPS (2009) and GoI regulation as well as AMAN no
IPs is found / identified in this RWS subproject of RWS Semantok Dam either in or having a
collective being bound to the subproject area so that the subproject will be considered as
category C for the protection of indigenous peoples.
