Chapter 1 STAKEHOLDER CONSULTATIONS

Stakeholder Consultation and Public Participation are two effective tools of social interaction.
Stakeholder Consultation is an important tool to build up confidence between the stakeholders and
the project formulators to minimize the risk of delay of project implementation. It also counters
erroneous information, if any, about the project. It helps the project proponent (ENI Pakistan) make
informed assessments of public opinion about the project, and the nature and extent of opposition
likely to occur during the implementation stage.

1.1 General

Several stakeholder consultations were carried out in the project area primarily in the form of
Focused Group Discussions (FGD) to get a feedback from the people of the project area (primary
stakeholders) and also the relevant governmental department (secondary stakeholder) was visited.
Consultative meeting with Forest and Wildlife Departments were not conducted because no
reserved forest and protected area is located in or near the project site. The feedback received from
stakeholders can be used to make changes in project design and planning making the project
environmentally and socially sound.

1.1.1 Aims and Objectives of the Stakeholder Consultation

The main aims and objectives of this exercise were to disseminate information on proposed project
activities to local people and other stakeholders so that any feedback received could be used to
address the issues at an early stage.

1.1.2 Methodology

Group discussions and consultation meeting were conducted with stakeholders with the major
communities within the 1-2 km on the either side of the proposed pipeline route. The stakeholders
were briefed about the objectives of the ENI Pakistan’s Proposed Pipeline. Observations of the
respondent were noted and have been incorporated into the text of the IEE report. The stakeholders
and villagers were informed that:

 (ENI PAKISTAN) is planning to lay pipeline near their village


 The purpose of the pipeline and activities to be carried out during the construction and
operation phase of the pipeline was described in simplified terms to the villagers
 The proposed pipeline does not pose any threat of adverse impacts to the villagers, their houses
and properties and their cattle.
 Their comments, suggestions and any recommendations were then solicited
The responses regarding the advantages/benefits and concerns by the participants in consultative
discussions were then noted and analyzed and made part of this report.

1.2 Responses of Primary Stakeholders

The Villagers of the Villages situated along the proposed pipeline route were engaged to acquire
their opinion, concern and suggestion on the proposed project. The villagers were briefed about the
project proponent, project background and proposed project activities that will be carried out during
the construction, operation and decommissioning phases and their potential impacts on humans and
socioeconomic environment. The villagers were told that the proposed activities have been well
planned and all the aspects have been considered during the site selection and the project activities
will be strictly monitored to ensure the adverse impacts are controlled. Furthermore, the villagers
were also informed of the positive aspects of the project on the local and national economy.

Due to the COVID – 19, large number of people did not gather for giving feedback. Also, due to
social norms, photography of the locals during consultation was not allowed a few occasions.

The responses from key villages that are falling in the project area were as follows:

1.2.1 Village Muhammad bux Sahtani

Consultation meeting was conducted in Village Muhammad bux Sahtani, which is situated at
33°18'37.62"N, 71°49'57.51"E 1.6 km in the north of the Early Production Facility from where the
pipeline starts. Muhammad bux Sahtani is a small and undeveloped village where the roads are
mostly unpaved, covered sewage system does not exist, there is no healthcare facility in the village.
Due to absence of irrigation system and scarcity of rain, agricultural activities are limited and there
are few options of livelihood in the village.

The villagers were briefed about the purpose of the project and project activities that will be carried
out during the construction, operation and decommissioning phases. Then their concerns,
suggestions and feedback were acquired.
Villagers’ response to the proposed project that is being constructed near their village are below;

 Locals welcome (ENI PAKISTAN) to work in the area, as this would bring prosperity to the
locals in the future.
 (ENI PAKISTAN) should consider local workforce for jobs were possible.
 In the past oil/gas exploration and production companies did not hire locals. Local person
should be hired for project.
 Oil/Gas companies didn’t provide gas to any village in the past.
 Electricity didn’t provide to village
 School was not well factional
 No social welfare provided by oil companies.

1.2.2 Village Sengal Khan Gahincho

Consultation meeting was conducted in Village Sengal Khan Gahincho. Sengal Khan is a small
village situated inside the Badra Block, south of the Pipeline route at 33°17'30.65"N, 71°55'3.90"E.
The villagers were briefed about the purpose of the project and project activities that will be carried
out during the construction, operation and decommissioning phases. Then their concerns,
suggestions and feedback were acquired.

The stakeholders responded that;

 Land acquisition for the proposed pipeline should be kept to minimum possible requirement.
Specially during the construction phase, the construction machinery/equipment should not
block the access road to the village.
 It should be ensured that the waste and debris after construction phase should be removed and
land should be leveled as soon as possible.
 Livestock is main source of earning

 ENI PAKISTAN is welcome to lay pipeline near their village.

1.2.3 Village Gull Hasan Gahincho

Consultation meeting was conducted with the Villager of Gull Hasan Gahincho. Gull Hasan
Gahincho is a village situated inside the Badra Block , near the pipeline route 33°17'30.65"N,
71°55'3.90"E. Gull Hasan Gahincho railway station is a prominent railway station situated 0.5 km
away from the pipeline in the north. The villagers were briefed about the purpose of the project and
project activities that will be carried out during the construction, operation and decommissioning
phases. Then their concerns, suggestions and feedback were acquired.

The stakeholders responded that;


 (ENI PAKISTAN) is welcome to come and work near their village.
 Land acquisition and compensation payment process should be transparent and quick.
 Damage to the infrastructure such as road should be minimized and should be repaired as soon
as possible.
 Local workforce should be preferred for unskilled labor job.
 Tree cutting and land disturbances should be kept to minimum.
 The pipeline should of good standard and safe.
 Gas should be provided to the nearby villages.

1.2.4 Village Shahnawaz Gahincho

Consultation meeting was conducted with the resident of Shahnawaz Gahincho. Shahnawaz
Gahincho is a village situated inside the Badra Block, along the Pipeline route at 33°16'44.21"N,
72° 0'8.14"E. The locals were briefed about the purpose of the project and project activities that will
be carried out during the construction, operation and decommissioning phases. Then their concerns,
suggestions and feedback were acquired.

The stakeholders responded that;

 The Oil and Gas exploration companies are encouraged to come and work near their
village/town.
 (ENI PAKISTAN) should initiate some CSR projects for all the villages near their project site.
 Benefits of oil and gas discovery should be shared with the villages and villagers.
 Absence of water is main issue for the villagers.
 Medical center is not available near to project area.

Waste and debris generated during the pipeline laying phase should be removed and land should be
restored to the original condition.

1.2.5 Village Jan Muhammad Gahincho

Consultation meeting was conducted in Village Jan Muhammad Gahincho. Jan Muhammad
Gahincho is a small village situated inside the Badra Block, south of the Pipeline route at
33°17'30.65"N, 71°55'3.90"E. The villagers were briefed about the purpose of the project and
project activities that will be carried out during the construction, operation and decommissioning
phases. Then their concerns, suggestions and feedback were acquired.

 (ENI PAKISTAN) is welcome to come and work near their village.
