05/25/21 13:15 JLS - I ACO Swen along with Animal Control Coordinator Anderson arrived at 15850 South
Highway 475 and attempted to make contact by honking the horn multiple times and by knocking on the door.
Upon receiving no response I attempted to make contact by calling the number linked to Mr. Jose Devilla
(352-239-4323), which upon doing so he granted us permission to enter the property. Upon entering the property we
drove down to the pastures and met with Mr. Devilla, where we advised him of the call in which we received. Mr.
Devilla stated that he just recently had one of his horses colic, over the weekend and that his farm hands fed the
horses Saturday evening and when they came out the next morning they found the horse down. Mr. Devilla explained
that his horses are all recipient Mares that were rescued. Mr. Devilla stated that all horses are being fed free choice
hay and get fed All Stock grain 2 times a day. Upon inquiring about de-worming regiments, Mr. Devilla stated that he
de-worms every horse every 60 days and that the state vet Dr. Tamara Voorhees (352-260-5078) came out to the
property and has all the coggins for the horses. While on the property we observed 22 bags of feed and observed all
pastures to have automatic water troughs readily accessible for all horses.

In the west pasture we observed and documented 13 Mares (1-paint, 1-red roan, 6 bays, and 5-chestnuts). In the
pasture directly to the east, which we observed to be the insemination area, we observed 4 Mares (1-grey and 3-bays).

In the pasture east of the insemination pasture, we observed 10 Mares (2-grey, 5- bays, and 3-chestnuts). In the middle
south pasture we observed 12 Mares (8-bays and 4-chestnuts). In the pasture south of that pasture we observed 10
Mares (1-paint, 3-bays, and 6-chestnuts). In the southern most pasture we observed 10 Mares (9-bays and 1-grey). We
observed the horses to appear in adequate condition with some horses appearing to be slightly leaner. Mr. Devilla
advised that the leaner horses were the ones that were being weaned from the babies, which no babies were observed
on the property at this time.

05/25/21 13:15 JLS - Out of the 59 horses observed on the property, that Mr. Devilla claim are his, we observed the
following horses to appear in lean condition:

1 Chestnut Mare (Blaze, right rear sock)


1 Chestnut Mare (left rear pastern)
1 Bay Mare (Star Strip, right front pastern, right rear pastern)
1 Light Grey Mare

We observed 3 pastures to contain no shelter accessible to the horses. The southern most pasture and the eastern
most pasture allowed for shade from the tree line, and the insemination area had a structure that could provide
shade.
