If I would have the chance to change the type of government we have, I would choose a federal
government or federalism. Basically, federalism is a form of government where there are two
levels of governance– national/federal and state/local/regional. It means that each region/state
will be empowered to govern their people or area. They will be responsible for their revenue,
income, appropriations, etc. Experts believe that this kind of government is ideal for those with
diverse traditions and populations. The Philippines is one of such countries with diverse tradition
and population. Atienza, a UP professor also explained that some countries opt for federalism
because they want to preserve identities, culture, religion and ethnic differences, especially in the
Philippines where we have varied ethno-linguistic groups. She believes that this kind of
government would highlight regional identities as well as voices and regional autonomy.
Federalism will feature a kind of governance that is shared nationally and locally. It emphasizes
on the autonomy of local government unit and the provision of social and economic right for the
citizens to food, healthcare, housing, livelihood, etc. In short, it will make each state responsible
for its citizens.
For the levels of governance, the federal/national government will still exercise national security,
foreign affairs, international trade, customs and tariffs, immigration, economic and monetary
powers. The states/regions on the other hand will have exclusive power on the creation of
sources of revenue, financial administration and management, tourism, land use, public utilities,
culture, etc. It offers flexibility of management and it offers a possible venue to enhance people’s
participation in the government processes. Go (2019) adds that “the people may be able to
participate more directly when government is closer to them”. Furthermore, I believe it will
encourage healthy competition among each state to develop/highlight their own community
identities.
