MEMORANDUM

SUBJECT: PROVISION OF RAINWATER COLLECTION SYSTEM AND DPWH

STANDARDS FOR FLOOD CONTROL PROJECTS UNDER F.Y. 2020
ASSISTANCE TO MUNICIPALITIES (AM) PROGRAM

Attached, for your reference, are the Memorandum Circular No. 2017-76 dated June
14, 2017 signed by former DILG OIC-Secretary Catalino S. Cuy entitled Policies and Guidelines
on the Construction of Rainwater Collectors and the Department of Public Works and Highways
(DPWH) Standards for Flood Control Projects.

Section 5.1.1 of the said Memorandum Circular states that:

“5.1. Construction and Installation of Rainwater Collection Systems

5.1.1. All local government public infrastructure, whenever applicable,
shall pursue the construction of [Rainwater Collection System] RWCS and
the use of collected rainwater for non-potable purposes. The LGU shall seek
the assistance of the DPWH District Offices in its construction, following
DPWH prototype designs.”

In compliance with above-mentioned provision, kindly inform the concerned LGUs in

your AOR to include a RWCS in the construction of vertical structure projects under F.Y. 2020
AM Program.

For those LGUs who have already submitted their respective Detailed Engineering
Designs (DEDs) which do not include a RWCS, compliance with the said guidelines is still
required, however, the construction of the said facility may be done in the latter years using
local funds provided. As additional requirement for the FY 2020 AM, the LGU shall submit
the technical plans including the target integration/completion date of the RWCS.

Further, kindly advise all LGUs in your AOR with proposed flood control projects
under F.Y. 2020 AM Program to adhere with the minimum standards set forth by the
guidelines of the DPWH in designing their projects.

Lastly, please direct our Locally-Funded Projects (LFP) Teams to evaluate the
submitted DEDs as to their compliance with the above-mentioned policies.
