 1st layer – human laws

Definition of Law

LAW - is a rule of conduct, just, obligatory promulgated by legitimate authority, and of


common observance and benefit. 

The Symbol of Civil Justice

Represented by a woman, blindfolded holding a weighing scale.

 Blindfold – means impartiality, justice should be meted w/o fear or favor regardless of
money, wealth, or power.
 Scales – weighing of evidence
 Sword – represents punishment
 Snakes – represents evil, lies
“Ignorance of the law excuses no one from compliance there with” (conversely every person is
presumed to know the law) – anyone who is unaware of the law are not excused to escape the
liability of their violation
