1.1 Scope
This document describes the wireless broadband (WBB) feature, including its technical
principles, related features, network impact, and engineering guidelines.
This document covers LOFD-110223 WBB Specified Policy Management.
Any parameters, alarms, counters, or managed objects (MOs) described herein apply only to
the corresponding software release. For future software releases, refer to the corresponding
updated product documentation.
This document applies only to LTE FDD. Any "LTE" in this document refers to LTE FDD,
and "eNodeB" refers to LTE FDD eNodeB.
Feature compatibility with specific terminal models is not presented in this document. For

2 Overview
2.1 Background
Increase in subscriber quantity has slowed in the communications industry, and merely
enlarging the mobile subscriber base is no longer a sustainable option for operators. In order
to improve LTE spectral efficiency, increase the source of profits, and help seize the
broadband market, operators can use idle LTE air interface resources in low-PRB-usage areas,
such as suburban or rural areas, to implement WBB services. As a result of this, network
capacity may be limited due to more WBB UEs. To solve this problem, operators can expand
capacity by adding specified-service cells that only WBB UEs and emergency-call MBB UEs
can camp on. This reduces network load and prevents network congestion caused by the
increase in WBB UEs.
2.2 Definition
The wireless broadband (WBB) solution provides broadband access, enabling household and
enterprise terminals to access wireless networks using WBB UEs. Figure 2-1 shows the
networking for the WBB solution.
WBB UEs are wireless broadband access equipment, usually customer-premises equipment
(CPE). CPE connects to an eNodeB over the LTE air interface on one side. On the other side,
CPE connects to terminals in wired mode or using Wi-Fi.
2.3 Benefits
l The WBB solution improves the LTE spectral efficiency, increases the source of profits,
and helps operators to increase broadband market share.
l The eNodeB identifies WBB UEs and provides differentiated services for them using the
following functions and settings:
– Scheduling priorities for WBB UEs
– Control over the maximum PRB usage of WBB and MBB UEs
– SPID-specific DRX policy
– WBB and MBB UE transfer for mobility load balancing (MLB)
– Intra- and inter-frequency handover processing specific to subscriber profile IDs
(SPIDs)
These functions enable operators to foster WBB service development while providing
high quality mobile broadband (MBB) user experience.
l Addition of specified-service cells reduces the load of the existing common cells and
prevents network congestion caused by the increase in WBB UEs.
3 Technical Description
3.1.1 Overview
Operators can use the WBB UE identification and specified quality of service (QoS)
guarantee feature to satisfy WBB service demands while retaining a quality MBB service
experience.
The eNodeB identifies WBB UEs based on SPIDs or QoS class identifiers (QCIs) during
network access and offers differentiated QoS guarantee to WBB and MBB UEs. The
following table lists the support for QoS guarantee functions.
1. During network planning, operators specify service policies for WBB UEs, and
configure SPIDs on the home subscriber server (HSS), mobility management entity
(MME), and eNodeB.
– On the eNodeB, the SpidCfg.Spid parameter is used to configure SPIDs.
– The same SPID is set on the HSS, MME, and eNodeB.
2. On an operator's network, the service policies of WBB UEs are communicated to other
NEs through SPID transmission. Figure 3-1 shows the process of transferring an SPID
on the entire network.
– The eNodeB obtains the SPID from an S1 message sent by the MME. S1 messages
sent by the MME include:
n INITIAL CONTEXT SETUP REQUEST
n UE CONTEXT MODIFICATION REQUEST
n DOWNLINK NAS TRANSPORT
– During an S1-based handover, the source eNodeB transfers the SPID to the target
eNodeB using the HANDOVER REQUIRED (Source eNB to Target eNB
Transparent Container) and HANDOVER REQUEST (Source eNB to Target eNB
Transparent Container) messages.
NOTE
l WBB UEs are identified only when they newly access the network or access a cell by handovers or
RRC connection reestablishment. Results of WBB UE identification are used for treatment of
handovers and carrier aggregation (CA).
l SPIDs and the SpecifiedUserFlag parameter set to SPECSERUSER jointly identify WBB UEs.
Therefore, functions provided for specific SPIDs are available to WBB UEs that are identified based
on the SPIDs. For details about SPID-specific functions, see Flexible User Steering.
l The equivalent of SPID on the evolved packet core (EPC) side is called RAT/Frequency Selection
Priority (RFSP).
where
l is the scheduling priority of WBB UEs' non-GBR services.
If SPIDs are used to identify WBB UEs and WBB and MBB UEs use the same QCIs,
cannot be used to distinguish the scheduling priorities for the two types of UEs.
l The values of and range from 0.001 to 1. The highest precision of eNodeB
scheduling priorities is 0.001. If both and are configured and the product of the
values is less than or equal to 0.001, the eNodeB uses 0.001.
l If QCIs are used to identify WBB UEs, is 1 by default, and concurrent configuration
of and is not recommended.
3.1.4 Control over the Maximum PRB Usage of WBB and MBB
UEs
The PRB usage of WBB and MBB UEs is controlled by setting the upper limits to avoid the
following problems:
l WBB UEs use too many PRBs so that MBB user experience is affected.
l MBB UEs use too many PRBs so that no PRBs are available for WBB UEs.
This function is controlled by the WBBMBB_USER_PRB_UP_LMT_SWITCH option of
the CellAlgoSwitch.SpecUserAlgoSwitch parameter.
After the eNodeB identifies WBB UEs in a cell based on SPIDs or QCIs, the rest of the UEs
in this cell are treated as MBB UEs. The maximum PRB usage can be set separately for WBB
and MBB UEs.

Either tight or loose control can be imposed on the maximum PRB usage of MBB UEs. The
control policy is specified by the CellWttxParaCfg.PrbUpLimitCtrlMode parameter.
l If this parameter is set to TIGHT_CONTROL, the PRB usage of MBB UEs cannot
exceed the upper limit even when there are PRBs remaining in a cell.
l If this parameter is set to MBB_LOOSE_CONTROL and there are still PRBs
remaining in a cell after scheduling for WBB UEs, MBB UEs can use the remaining
PRBs after the PRB usage of MBB UEs reaches the upper limit.
NOTE
l Control over the maximum PRB usage of WBB or MBB UEs applies to initial transmission of data
over non-GBR bearers. PRBs used for retransmission, GBR bearers, and transmission of RLC status
reports, TAs, SRs, and signaling are not limited. Therefore:
l PRBs used by WBB and MBB UEs may exceed the configured upper limit.
l If WBB UEs are identified based on QCIs, you are advised not to configure QCIs 1 to 5 as
QCIs used to identify WBB UEs.
l In virtual 4T4R, single frequency network (SFN) and adaptive SFN scenarios, the PRB usage of
WBB and MBB UEs is measured by logical cells.
l In RAN sharing mode, the maximum PRB usages of WBB and MBB UEs must be set based on the
PRB proportion of each operator.
3.2.1 Overview
Network capacity may become limited due to increased WBB UEs. To ensure normal service
provisioning in heavy load scenarios, operators can expand capacity by adding specified-
service cells, so that network load can be decreased and WBB UEs' service experience can be
guaranteed.
To ensure that only WBB UEs and emergency-call MBB UEs camp on specified-service cells,
while non-emergency-call MBB UEs cannot, the following functions are implemented (as
shown in Figure 3-2):
l Prohibition of incoming handovers of non-emergency-call MBB UEs to specified-
service cells
l Enabling of proactive outgoing handovers of non-emergency-call MBB UEs from
specified-service cells
The eNodeB performs the following operations to prohibit non-emergency-call MBB UEs
from being handed over to specified-service cells:
l Filters out neighboring frequencies that are used only for specified-service cells, when
the eNodeB is about to instruct an MBB UE to perform measurements for an inter-
frequency handover during a non-emergency-call service.
l Filters out specified-service cells from the candidate target cell list, after the eNodeB
receives an intra- or inter-frequency measurement report from an MBB UE using a non-
emergency-call service.
l Filters out specified-service cells from the candidate inter-frequency neighboring cell
list, when the eNodeB is selecting a target cell for blind handover of a non-emergency-
call MBB UE based on the blind handover priorities of neighboring cells.
l Filters out out neighboring frequencies that are used only for specified-service cells,
when the eNodeB is selecting a target frequency for blind redirection of a non-
emergency-call MBB UE based on the frequency priorities. The frequency priorities
used as the selection basis can be frequency priorities of RRC_CONNECTED UEs
specified for mobility management or the intra-RAT frequency priorities specified for
SPIDs. If no neighboring cell has been configured for a frequency, this frequency is
retained for blind redirection.
NOTE
l The carrier attribute (specified-service cell flag) is configured in the EutranExternalCell MO. If no
external cell is configured for a frequency, the eNodeB cannot determine the carrier attribute of the
frequency and regards it as a common-cell frequency. Therefore, this frequency is not filtered out
during inter-frequency or blind handovers.
l The carrier attribute is specific to cells. A target frequency specified by a blind redirection
instruction may be used for both specified-service cells and common cells. It is the UE instead of the
eNodeB that selects the target cell of a blind redirection triggered for a non-emergency-call MBB
UE. As a result, a non-emergency-call MBB UE may access a specified-service cell.

NOTICE
Modification of the Cell.SpecifiedCellFlag parameter will trigger automatic reset of the cell.
If both WBB and MBB UEs are active in a cell that has neighboring specified-service cells,
only WBB UEs can be transferred to such cells by performing inter-frequency handovers or
redirections for MLB.

Balancing Feature Parameter Description.
NOTE
WBB and MBB UEs cannot be transferred for MLB if multi-operator core network (MOCN) is provided
for RAN sharing.

l WBB UE identification and differentiated QoS guarantee
When the control over the maximum PRB usage of WBB UEs or tight control over the
maximum PRB usage of MBB UEs is exerted, the eNodeB will restrict the scheduling
for WBB or MBB UEs if their PRB usage reaches the upper limit. In this case, the cell
throughput usually decreases.
l Specified service cell
Adding specified-service cells for capacity expansion reduces the load of the existing
common cells and prevents increase in WBB UEs from causing network congestion.
Network Performance
l WBB UE identification and differentiated QoS guarantee:
– After the scheduling priority weighting coefficients are configured, WBB user
experience is inferior to MBB user experience. MBB user experience is
preferentially ensured.
– Control over the maximum PRB usage of WBB UEs reduces the impact of network
load increase on MBB user experience. Control over the maximum PRB usage of
MBB UEs ensures resource reservation for WBB UEs, especially during busy
hours.
– Differentiated configuration of DRX parameters shortens the scheduling delay,
thereby improving WBB user experience.
– Differentiated configuration of handover threshold offset factors prevents WBB
UEs from performing ping-pong handovers.
l Specified-service cell:
Only WBB UEs and emergency-call MBB UEs can camp on specified-service cells. All
non-emergency-call MBB UEs are handed over from this type of cell, thereby resulting
in an increased number of handovers.
6 Engineering Guidelines
MBB UEs on the network may be registered on the local network, roam from an intra-RAT
network, or handed over from an inter-RAT network.
– Flexible user steering policies (for example, SPID-specific DRX policy) must be
implemented for WBB UEs.
In this case, an SPID that is not allocated to MBB UEs needs to be configured for a
WBB UE upon UE registration.
If operators want to use idle LTE air interface resources in low-PRB-usage areas, such as
suburban or rural areas, to develop WBB services, the WBB UE identification and
differentiated QoS guarantee feature is recommended. With this feature, WBB services
develop with MBB service experience ensured.
For scheduling priorities differentiated between WBB and MBB UEs:
l Configure higher scheduling priorities for MBB UEs to ensure preferential scheduling.
l Configure the PRB usage upper limit for WBB UEs to avoid the significant impact of
increased interference caused by excessive resource usage on MBB user experience. The
PRB usage upper limit of WBB UEs needs to be determined by operators based on the
number of registered WBB UEs and subscribed service policies.
l In most cases, the PRB usage upper limit of MBB UEs is not recommended because it
will affect MBB user experience. Set this limit only if operators need to reserve PRBs for
WBB UEs. Loose control is recommended in this case. When exerting loose control over
the maximum PRB usage of MBB UEs, you are advised to retain the default values for
the weighting factors of the uplink and downlink scheduling priorities or set them to
large values. This way, MBB user experience is not affected if the PRB usage of MBB
UEs reaches the upper limit in the case of loose control.
NOTE
l The same PRB usage upper limit settings are recommended for all cells in the network. If cells have
different settings of the PRB usage upper limits, UE throughput may decrease in uplink carrier
aggregation scenarios.
l In a RAN sharing scenario, operators must use the same PRB usage upper limit settings for MBB
and WBB UEs.
When enabling WBB UE identification and differentiated QoS guarantee, you are advised to
select the SchedulerCtrlPowerSwitch(SchedulerCtrlPowerSwitch) option of the
CellAlgoSwitch.UlSchSwitch parameter.
Specified-Service Cell
As a result of the increased number of WBB UEs, network capacity may be further limited. It
is recommended that operators add specified-service cells for capacity expansion without
affecting the live network. Use this feature only if WBB service operation must be separated
from MBB service operation.
NOTE
When the specified-service cell function of LOFD-110223 WBB Specified Policy Management is
enabled, you are advised to set the ENodeBAlgoSwitch.ServiceHoMultiTargetFreqSw parameter to
ON(On).
NOTE
Specified-Service Cell
The information to be collected for configuration is neighbor relationships of specified-
service cells. This information is used for setting the Specified Cell Flag parameter to
SPECSERCELL(SPECSERCELL) in the EutranExternalCell MO for neighboring cells.

Specified-service cells are used in capacity expansion scenarios only, and therefore only inter-
frequency co-coverage networking is considered for specified-service and common cells, as
shown in Figure 6-1.

To retain KPIs, such as access and handover success rates after deployment of specified-
service cells, you are advised to configure the same radius for co-coverage common and
specified-service cells.
NOTE
If a specified-service cell has a smaller radius than a co-coverage common cell, MBB UEs can normally
access or be handed over to the common cell.

Specified-Service Cell
The following tables describe the parameters that must be set for the specified-service cell
function.
If the WBB or MBB User Definition Mode parameter is set to SPID_BASED, perform the
following steps:
Step 1 Check whether either of the following conditions under which DRX can be disabled for WBB
UEs is met.
l Condition 1
DRX switch = On is displayed in the LST DRX command output.
l Condition 2
DRX switch = Off is displayed in the LST DRX command output, and DRX Algorithm
Switch = On is displayed in the LST CELLDRXPARA command output.
Step 2 Run the ADD SPIDCFG command to configure parameters related to differentiated
processing for WBB UEs.
l Configure the SPID parameter for WBB UEs and set the Specified User Flag parameter
to SPECSERUSER(SPECSERUSER).
l Configure the UL Scheduling Priority Coefficient, DL Scheduling Priority
Coefficient, UL Scheduling Priority Coeff, and DL Scheduling Priority Coeff
parameters in the SpidCfg MO for specified SPIDs.
l (Optional) If either of the conditions described in Step 1 is met, set the Drx status
parameter to FALSE(FALSE) to use special DRX treatment for UEs.
l Set the Intra-Freq Handover Offset Factor, Inter-Freq A2 RSRP Threshold Factor,
and Inter-Freq A2 RSRQ Threshold Factor parameters for specified SPIDs.
Step 3 If either of the conditions in Step 1 is met, disable DRX for WBB UEs.
l If condition 1 is met, run the MOD DRX command.
l If condition 2 is met, run the MOD CELLDRXSPECIALPARA command.
Step 4 Run the MOD CELLWTTXPARACFG command to configure the uplink and downlink
PRB usage upper limits for WBB and MBB UEs and specify the PRB usage control mode.

Specified-Service Cell
NOTICE
Before setting the Specified Cell Flag parameter to SPECSERCELL(SPECSERCELL) for
an external cell, ensure that LOFD-110223 WBB Specified Policy Management has been
activated. Otherwise, handovers of common UEs are affected, and common UEs cannot use
the carrier corresponding to the cell involved in step 1 as the secondary component carrier
(SCC) when performing CA services.
Step 1 Run the MOD CELL command with the Specified Cell Flag parameter set to
SPECSERCELL(SPECSERCELL) for the local cell.
Step 2 Run the MOD INTERFREQHOGROUP command with the Service-Request based
handover A4 RSRP threshold and Service-Request based handover A4 RSRQ threshold
parameters set to higher than the default values.
Step 3 Run the MOD EUTRANINTERFREQNCELL command with the Blind handover
Priority parameter specified or the MOD EUTRANINTERNFREQ command with the
Frequency Priority for Connected Mode parameter specified.
Step 4 Run the MOD EUTRANEXTERNALCELL command with the Specified Cell Flag
parameter set to SPECSERCELL(SPECSERCELL) for external cells.
