PEC ELECTION FOR THE GOVERNING BODY (TERM 2021-24)
1. All members must adhere to Sections 4 and 9 of the PEC Act, 1976 (amended up 1 st December, 2016)
and Bye-law 23 to 32 of the PEC Bye-laws, 1976 (amended up to March 31, 2015) available at PEC
website http://www.pec.org.pk.
2. Nomination papers complete in all respects must reach the Registrar, Pakistan Engineering Council,
Ataturk Avenue (East), G-5/2, Islamabad not later than 1700 hours on Monday, July 05, 2021.
Nomination Papers received after due date and time for whatsoever reason(s) will not be accepted. A
person may be nominated by more than one nomination papers. Each proposal shall be made by a
separate nomination paper, with following mandatory requirements.
3. Every Nomination Paper shall be accompanied by Security Money (non-refundable) in the shape of
Bank Draft or Pay Order in favour of “Pakistan Engineering Council, Islamabad” drawn on MCB
Corporate Branch Blue Area, Islamabad as under:-
a). CANDIDATE CONTESTING ELECTION FOR CHAIRMAN Rs.30,000/-
b). CANDIDATE CONTESTING ELECTION FOR SENIOR VICE-CHAIRMAN Rs.25,000/-
c). CANDIDATE CONTESTING ELECTION FOR VICE-CHAIRMAN Rs.20,000/-
d). CANDIDATE CONTESTING ELECTION FOR MEMBER OF GOVERNING BODY Rs. 7,500/-
4. Attested Copy of Domicile certificate and CNIC (mandatory for candidate, proposer and seconder).
5. Profile of the candidate for ascertaining his professional standing, competence, experience and
integrity. Profile should not exceed one page (maximum 500 words) for Chairman, Senior
Vice-Chairman and Vice-Chairman and Member Governing Body.
6. Affidavit by the candidate (specimen attached).
7. Under PEC Act, 1976, only valid “Registered Engineers” and “Professional Engineers” as on 30th June,
2021 shall be eligible to participate in the Election as candidate, voter, proposer or seconder.
No person shall be qualified to be elected as, or to be Chairman, Senior Vice Chairman, Vice-Chairman
or Member Governing Body for more than two consecutive terms.
8. The candidates for the office of Chairman, Senior Vice-Chairman, and Vice-Chairman shall be an
eminent ‘Professional Engineers’ of known integrity, competence, standing and stature with a
minimum of 25 years standing. The candidates for the office of Member Governing Body, shall be
‘Professional Engineers’ with not less than 20 years standing.
“Standing” means number of years after acquiring accredited engineering qualification.
9. According to Bye-law 26(2)(i) “A member from any discipline may propose or second the name of one
member from any discipline for election to the office of Chairman or Senior Vice-Chairman, or one
member of his own Province for election to the office of the Vice-Chairman, or one member of his own
Province and discipline for election to the office of member Governing Body; and
26(2)(ii) “a member shall propose or second one nomination paper only.”
10. Under Bye-law 26-A,“A member whose name is removed from the Register for a specified period on
account of having been punished for professional misconduct or infamous conduct and is later restored
to the Register shall be disqualified from being elected as a member of the Governing Body until the
expiration of two terms of the Governing Body following such restoration and a member on whom the
penalty of reprimand has been imposed shall be so disqualified for one term of the Governing Body
following imposition of the penalty.”
11. The candidates, their proposers and seconders may attend the scrutiny of the nomination papers to be
held on Monday, July 12, 2021 (by 1000 hours) at PEC HQs, Islamabad. Decision of the Election
Committee shall be final.
12. Any violation may disqualify the candidate apart from action under Code of Conduct. To ensure fair
elections, Bye-law 29-A, reproduced below shall be strictly followed:
"No candidate shall indulge in: (i) canvassing through newspapers, pamphlets or hand bills; or (ii)
exerting official pressure."
13. Accepted nominations may be withdrawn by 1700 hours, on Friday July 16, 2021.
