Executive Order No. 21-2021 Local Council For The Protection of Children

AN ORDER RECONSTITUTING THE MUNICIPAL COUNCIL FOR THE PROTECTION OF CHILDREN (MCPC) OF
PINAMALAYAN, ORIENTAL MINDORO.
WHEREAS, Department of Interior and Local Government Memorandum Circular No. 2002-121 mandates
the reorganization of all Local Council for the Protection of Children (LCPC) at the same time incorporating the Early
Childhood Care and Development (ECCD) Coordinating Committees;
WHEREAS; RA 9344 known as the “Juvenile Justice and Welfare Act of 2006” also calls for the
strengthening of the LCPC;
WHEREAS; the MCPC has been created and has subsequently been reorganized in the past;
WHEREAS, there is a need to reorganize the existing MCPC to update its membership and replace
members who no longer represent the agency or organization due to retirement or end of term.
NOW THEREFORE, I, ARISTEO A. BALDOS, JR., Local Chief Executive of the Municipality of
Pinamalayan, Province of Oriental Mindoro, by virtue of the power vested in me by law, do hereby order and direct
the reconstitution of Municipal Council for the Protection of Children as follows;
Section 1. COMPOSITION. The Municipal Council for the Protection of Children shall be composed of the
following:

HON. ARISTEO A. BALDOS, JR. - Municipal Mayor/ Chairperson
Co-Chairperson:
HON. NAPOLEON M. MANGARING - SB Member, Committee on Social
Welfare Services/Vice- Chairperson
Members:
Section 2. FUNCTION. The Municipal Council for the Protection of Children shall perform the following
functions:
1. Formulate plans, programs and policies for children that are gender-fair, culturally relevant and responsive
to the needs of diverse groups of children from 0-below 18 years of age;
2. Prepare Annual Work and Financial Plan (AWFP) for children and recommend appropriations to the
Sanggunian;
3. Provide coordinate linkages with other agencies and institutions in the planning, monitoring and evaluation
of plans for children;
4. Provide technical assistance and recommend financial support to the Municipal and Barangay Council for
the Protection of Children;
5. Establish and maintain database of children in the municipality;
6. Foster education of every child;
7. Advocate for the establishment and maintenance of playgrounds, day care center and other facilities for
child and youth development;
8. Recommend local legislations promoting child survival, protection, participation and development, especially
in the quality of television show and media prints and coverage, which are detrimental to children, and with
appropriate funding support;
9. Assist children in need of special protection and refers cases filed against child abusers to proper
agencies/institutions;
10. Conducts capability building program to enhance knowledge and skills in handling children’s program;
11. Document barangay best practices on children;
12. Monitors and evaluates the implementation of the program and submit quarterly status reports to PCPC;
13. Perform such other functions as provided for in the ECCD and other child related laws.
Section 3 SECRETARIAT. The Municipal Social Welfare and Development Office shall be the Secretariat
headed by MS. MARICEL M. RODIL, Social Welfare Officer III.
Section 4. EFFECTIVITY. This Executive Order shall take effect immediately upon approval hereof.
