1: Introduction Project Brief

Royal Commission for Al Ula (RCU) wishes to invite Nesma Trading Company to bid for the Temporary
Nursery Development Project in Al-Ula, Kingdom of Saudi Arabia.

1.1 Project Components:

The Scope of the Works is to Preserve and Activate Heritage and Natural Environment to protect and activate
natural conservation and biodiversity, develop, restore and conserve the rehabilitation of natural landscapes
within the residential and environmental zones of the Al Ula region.

It includes the construction of a temporary Nursery facility and Seed Bank Unit for indigenous plants. The scope
includes providing a detailed design, construction for temporary nursery in Zone 1 and 2

Scope of work For Fire alarm system:

Supply, installation, testing and commissioning of addressable fire alarm system consisting of following; wiring
and cabling including EMT conduits, raceways and junction boxes, all materials and accessories such as
communication modules, protection modules, integration with other system etc. and other material necessary for
a complete and functional installation as per Civil Defense requirements , drawings, standards and consultant
instructions

Scope of work For CCTV System:


 
Supply, installation, testing and commissioning of  CCTV  system consisting of following; wiring and cabling 
including EMT conduits, raceways and junction boxes, all materials and accessories but not limited to
 
- CCTV Cameras
- Video management system software
- VMS server
- workstation and Screen
- Active components
- Passive components
- OSP Works

Data, Telecommunication and OSP work:

Supply, installation, testing & commissioning for the communication system including all materials and
accessories necessary for a complete and functional installation as per drawings, Scope of work standards and
consultant instructions
 
- Structured Cabling system
- Fiber- OSP Work
- Telephony system
- Access point : indoor and Outdoor
- Network Active system

Scope of Work for Mechanical Works:

- provide sufficient Ventilation system (exhaust fan)


- provide AC unit & fire extinguisher
- Supply & install Booster pump for irrigation system
- provide Water storage tank for the Irrigation works (450 cum capacity)
- All buildings to be rehabilitate including necessary works for plumbing & to provide HVAC unit
- Provide sufficient water supply system including booster pump & tanks. Drainage & sewer to provide
the necessary piping & waste water hoding tank

2. Project Execution Stage

Project Strategy & Goal

As a general strategy, the following objectives shall be endeavored:

•Establish the Project Team Management and Resources


•Maintain high relations for all stakeholders
•Ensure the Scope, Schedule and Quality are highly balanced and maintained
•Work in close collaboration with all parties

In addition, the general project execution features to be implemented:

•Avoiding Idle and Unnecessary Time
•Early Mobilization, Temporary Facilities, etc.
•Best Selection of the Qualified Subcontractors
•Involvement of Staffs who have relevant Experience
•Optimization of Documentation Processing
•Complying with Owner Rep. Procedures and Conduct of Ethics, Local Laws and Policies & Confirm
with project standards & requirement.
•Optimum Performance

Schedule Methodology

Nesma will execute the Works including provision of logistics, labor, construction equipment and supply and
installation of the required materials. As per the proposed offer the time for completion of the work for each
section below will be Target completion for each area. For Detail Refer Preliminary Proposed Project Schedule.

2.1 Mobilization Stage:

NESMA will pursue the approval from the consultant for the location, area and layout of the site offices and
other mobilization facilities. The mobilization is based on smooth flow of construction in terms of traffic,
project entrance exits, maneuvering construction vehicles, stockpile area, safe access for all construction
activities in interacting each other ,
The Following are the Components For site temporary facilities we are submitting the below layouts as proposal
for the project.

Nesma after obtain the Notice to Proceed and approved Site Mobilization plan from project consultant and
employer, shall execute the mobilization works, which will cover; construction of temporary fence with security
watchable gates, project site boards, project access entry ways from public roads, rough grading and leveling of
the roads, installation of prefabricated site’s office along with all related infrastructures utilities, construction of
car parking area, construction of laydown areas with all related workshop for civil and MEP works, construction
of workforce welfare and healthcare utilities.

2.2 Engineering Strategy:

Shop Drawings Preparation, The project requires a limited scope of field engineering that will be developed
from the engineer’s IFC (issued for construction) drawings. Nesma will produce detailed shop drawings as-built
drawings for the Engineer’s approval in accordance with specifications & contract requirements. The Project
Manager assisted by the Engineering Manager will manage and co-ordinate all field engineering effort. They
will be assisted where necessary by the engineering department of Nesma.

2.3. Procurement stage:

Upon award of this contract to Nesma, the Project team will begin to establish a Submittal Register for
executing purchase orders with firm quantities, submittal requirements, manufacturing time and delivery dates.
The submittal process will be the major focus of this effort in the initial few months of the project.

The Nesma computerized project management systems have the capability to provide coordination and control
of major project functions including all procurement services at the Main Office and Field Offices.
Project procurement plan is prepared that includes a detailed deliverables schedule, and will be prepared as per
work disciplines for Control of Submittals, approvals, order placements, and shipment dates. Control

2.4.2 Project MEP Works

The Project MEP (Mechanical, electrical, and plumbing) Works is a significant component of the project.

MEP Works Decomposes Terminology


First Fix / Second Fix/ Final Fix for Electrical, HVAC, Plumbing & Fire Fighting work will be performed as per
standard work procedure and pre-requests to perform each step will be completed prior to start next stage of
work .

The practical idea behind these fix is to make the Cluster of activities which required resources of similar skill
sets and Status of interior works.

Testing & Commission of MEP System

Standard procedure for testing and commission works will be adopted start from Energization of MV system.

2.4.3 External buildings and site Infrastructure works

As per Tender documents

3. Details of working Hours

The General Operating hours of site will be between 6.00am to 5.00PM Saturday to Thursday
Ramadan Timing and peak summer timing will be followed as per Local Labor Law of Kingdom of Saudi
Arabia.

On the established principle of Health and safety of Nesma dedicated crews will be assigned at good
construction site to ensure good housekeeping. Supervisory staff will be encouraged to implement strict
measures to maintain a clean, tidy and safe job site at all times.

A similar approach will be given to safety. The job site will be designated “hard hat area” with a full
and active safety program, under the vigilance of assigned safety experts. The chief safety officer will
report directly to the senior management of the project. Special care will be given to the provision of
safety barriers around the building perimeters and internal access roads.
A detailed project HSE Plan is summited for reference to support the project execution statements

5. QA /QC Plan

Nesma completely understands and readily accepts its responsibility to provide quality control over all
work and materials associated with this contract, on the established quality plan policy.

6. Demobilization

A practical demobilization plan is essential for ensuring an orderly and economical closeout of site
activities as construction work nears completion. The demobilization plan will be closely coordinate
with the project’s construction plan to ensure that demobilization activities properly blend in with the
closeout of construction requirement.
